IN CONJUNCTION WITH THE SIGNING OF SALE & PURCHASE AGREEMENT

BY PURCHASERS OF AFFORDABLE HOUSING SCHEME, DUA RESIDENSI, TELUK KUMBAR, PULAU PINANG

Salam Sejahtera. First and foremost, I would like to welcome all of you to this simple but meaningful occasion to witness the signing of Sale & Purchase Agreement by the purchasers of Affordable Housing Scheme, Dua Residensi, Teluk Kumbar, Pulau Pinang.

This AHS project at Teluk Kumbar is a State Government initiative under the Penang Development Corporation (PDC) to develop more affordable homes for Penang, whereby 694 units of medium cost (MC) and low medium cost (LMC) affordable homes have been built over 5.889 acres at Teluk Kumbar. These public and affordable housing units are financed by the State Government's RM500 million Public and Affordable Housing Fund undertaken by PDC. The development cost for Dua Residensi is RM145 million and the project is contracted to Teh Kien Sai Sdn Bhd via open tender.

Besides providing affordable housing for the people, this scheme also alleviates squatter problem, with allocation of 30 units to the fishermen there. The breakdown of the components of the project are:-

1 Block 26-Storey Medium Cost (348 units) 
174 units (1000 sf) @ RM330,000
174 units (850 sf) @ RM250,000 
*1 Free carpark is allocated to each unit 

1 Block 25-Storey Low Medium Cost (346 units) @ RM72,500

1 Block 7-Storey Carpark

7 units shop offices (2 units 4-Storey & 5 units 3-Storey)

Presently the total number of units allocated to applicants by the State and given to PDC is 574, out of the total available units of 694 for both the LMC and MC. Facilities available are playground, hall, surau, management office, tadika, guard house, access card accessibility and centralised rubbish collection centre. These facilities will serve as a good community living and integrated neighbourhood for all, as aptly linked to the project tagline “Kehidupan Baru Penuh Kedamaian”. We hope to build the best quality affordable homes with good facilities and community infrastructure.

The State has now 14 projects in the pipeline, which we will see 26,255 units of low cost, low medium cost and affordable housing in all the five (5) districts in Penang. The projects are Bandar Cassia (Batu Kawan), SP Chelliah, Teluk Kumbar, Jelutong, Pintasan Cecil, Sandilands, Kampung Jawa, Ampang Jajar, Bukit Mertajam, Juru, Mak Mandin, Perak Road, Kampung Main Road and Ujung Batu. Works have started for 3 projects i.e. Bandar Cassia, Teluk Kumbar and Kampung Jawa.

Delivery of its first in affordable housing namely Phase 1 of Bandar Cassia, Batu Kawan whereby 520 units of affordable housing which started in July 2014 is pending issuance of Certificate of Completion and Compliance by end of this year. In this regard, I would like to congratulate Penang Development Corporation (PDC) in bringing the Affordable Housing project to fruition, for the people of Penang.

Although there were significant demand for affordable housing, the high loan rejection rates, particularly for the low and low medium is relatively high makes it almost impossible for low-income families to own their own homes. All the efforts by the Penang State Government to provide Lcs and LMCs will be wasted if Bank Negara does not direct banks to loosen existing strict guidelines.

I am pleased to inform that since 2008, the State has built 21,535 units of low and low medium cost houses (Type A & Type B) for the lower and middle income families in Penang.

As regards to construction of Affordable Housing Scheme (AHS), the number of AHS units currently built by the State/PDC are :

-520 units Bandar Cassia, Batu Kawan, which is pending CCC at the end of the year 
-Four (4) other projects under construction, namely Teluk Kumbar (694 units), Kampong Jawa (707 units), SP Chelliah (2,093 units) and Sandilands (803 units)

The Penang State Government prioritizes the supply of various types of affordable housing for the people of Penang: where the Penang State Government owns 17 projects that will supply 27,230 units of various affordable housing in the five districts of Penang, whereby the price is within RM42,000 (867 units); RM72,500 (9,283 units) and RM150,000 to RM300,000 (17,080 units).

Besides that, since the introduction of 100% Affordable Housing Guidelines for the private sector, I am pleased to say that 36,759 units have been approved for private sector development in the State of Penang. This excludes Type A and B Affordable Low Cost (Low Cost and Medium Low) built since we took over the Penang State Government of 21,535 units.

For information, the 21,535 units are 4 times the total of 5,154 units that were built in the same 7 years before we take over the administration of the Penang State Government. This clearly shows that the Pakatan Harapan Government has shown a performance achievement in terms of the provision of affordable housing, far better than the previous Barisan Nasional Government.

On this optimistic note, I now have the pleasure of officiating the signing of the Sale & Purchase Agreement by the purchasers of Dua Residensi, Teluk Kumbar.
