Salam Sejahtera and a warm welcome to our PDC Chinese New Year Open House Celebration.

The Chinese New Year celebrations is moderate this year following economic challenges and hardships stemming from GST and the weakening of the ringgit caused by the RM52 billion 1MDB scandal and the USD1 billion donation scandal.

The success in turning around a State that was in decline can be attributed to clean leadership and good governance based on the principles of CAT (Competency, Accountability and Transparency). We are well on the way to complete the transformation of Penang into an international and intelligent city.

CAT has allowed Penang to achieve annual budget surpluses every year since 2008, reduced state debt by 95% and increased state assets by 50%.

The good quality of our amenities, services and infrastructure in terms of healthcare, education, job opportunities and recreation has made Penang a natural choice for local and foreign talents who choose to work and live in Penang.

Ladies and gentlemen,

2016 was a challenging year, but it was also a fruitful year because we have successfully launched/completed some pioneer projects by the private sector such as :

- Design Village Penang opened on 23rd November 2016

- The first RM10 billion IKEA furniture store in the northern region by Aspen Vision, together with its mixed developments is expected to be completed in 2018

- The rebirth of a new icon – The Top@Komtar, a RM200 million refurbishment project of Komtar

- The RM750 million Setia SPICE Convention Centre - the largest in Malaysia, which is another refurbishment and revival project is due to open its door to the public in March. It will be an integrated business venue for meetings and conventions besides facilities for recreational activities

- The RM500 million Affordable Housing Scheme (AHS) projects in Bandar Cassia Batu Kawan consisting 11,800 units will be built in phases over 200 acres development area. Construction of the 1st Phase (Suria 1 Bandar Cassia), built over an area of 6.4 acres, consisting 520 units is expected for completion with CCC in August 2017

- Paramount Property recently unveiled the 43.5 acre Ultropolis in Bandar Cassia Batu Kawan, a mixed commercial development including KDU Penang University College

- ECO World and EPF will develop 151ha in Batu Kawan, Penang into two townships with a combined gross development value (GDV) of RM7.78 billion

- The recent signing ceremony between PDC and Aemulus Corporation Sdn Bhd for the purchase of 1.6 acres land in Bayan Lepas Industrial Park signifies the confidence of investors to continue investing in Penang.

Inspiring confidence can convince investors to put in money. Without confidence, even if the state government spends money, investors would still not come. This show how important and difficult to attain confidence is.

Recently, Penang has been pronounced as one of the 17 must-visit destinations in 2017 by and MSNBC listed George Town as No.1 in the world for health-care!

We will be going into the year with strength, to build our accomplishments and to consolidate our position in the year of the Rooster. I, now have the pleasure to officiate the Chinese New Year Open House Celebration.

Speech By Chief Minister Of Penang
At The Silver Jubilee Home Annual Dinner
Sunday, 5th February 2017, 6pm

Penang's Silver Jubilee Home was established in 1935 and is 82 years old this year. The Home stands on a piece of 22.5 acres of land donated by Mr. Cheah Leong Keah. The Home provides free food, shelter and activities for the poor and needy. The Home is one of the most established and well managed in Malaysia. Indeed we are proud that in our quest to transform Penang into an international and intelligent city, the Penang Silver Jubilee Home is one truly world-class Home for the poor and needy in Malaysia!

The Home's expenditure comes up to RM 200, 000 per month and that makes up to RM 2.4 million annually. Its commendable that the Home is self-sufficient and independent by managing its expenses by donations alone. The State Government have been giving an annual nominal amount of RM20,000 since the 1980's. The State Government does not need to come out with any additional funds when their RM 2.4 million expenditures are fully funded by donations and sponsors. Sponsors are willing to fund the Home because they are confident in a Home that is run professionally, efficiently and cleanly. This is a good example of CAT administration in action.

The Home has a total of 165 residents and the CNY dinner is held annually at the Home to bring together all the staff, volunteers and sponsors of the Home in appreciation of their kind contribution and services to the Home. In conclusion, I would once again want to thank Mr Saw Soon Kooi, the new Chairman, Tan Sri Dato’ Seri Tan Kok Ping, the Executive Advisor & Chairman of Development Committee, Mr. Bernard Kok Yin Fook, Legal Advisor and the rest of the general committee in the Board of Directors for your invitation and your efforts in working closely together with the State Government to develop Penang.

Padang Polo Penang

Ladies & gentlemen

Thank you for being present here at Padang Polo to witness the 3rd consecutive Penang Hot Air Balloon Fiesta by the Penang State Government. We are proud that this is the only Hot Air Balloon Fiesta in the country after the Putrajaya event was ended last year. The State Government spent RM900,000 for this event in celebration of the Chinese New Year.

The festival has brought 15 big balloons from all over the world which incidentally is one of the highlights for Visit Penang Year 2017. Themed ‘Where The Excitement Never Ends’, Visit Penang Year continues its 3rd successive year showcasing vibrant and exciting events that include religious, cultural and arts happening throughout the year. Adding to this unending excitement, visitors to Penang can also experience the amazing new attractions here such as Entopia, The Habitat @Penang Hill, The Top @KOMTAR, Penang Tech Dome and Design Village. It’s no wonder that Penang is being touted by international media – recently, CNN listed Penang as ‘One of the 17 best places to visit in 2017’.

Early yesterday morning, 8 hot air balloons took off from Padang Awam Jawi in the mainland which was quite a magnificent sight. It’s the first time that we had 8 free flying balloons in Penang.
