Good Evening.

1. This evening’s VIP Forum and Dinner ushers in the 17th EPCON Asia Conference and Workshop Series in Penang. Judging by the presence of many industry captains from various multi-national corporations with us tonight, it is a welcomed indicator of Penang’s regional and global standing as a key centre for exhibition of E&E (electronic and electrical) industry.

2. With nearly 50 years of industrialization record and equipped with a vibrant E&E ecosystem of 3,000 well-diversified and competent local suppliers contributing about 8% of back end semi-conductor output globally, Penang continues to be a cornerstone of Malaysia’s thriving electronics manufacturing scene. Having significantly contributed 12.8% out of the RM244.2 billion in Malaysia’s manufacturing revenue in 2015, the state remains home to almost all the top names of E&E with nearly 1,000 factories.

3. Nevertheless, just like time and tide, the electronic industry too waits for no man. Constant significant progress in the E&E sector naturally challenges industry players to come up with better technologies and inventions. I’ve been made to understand that the competing focus in the electronic industry is to choose between developing a world-class product or a platform that becomes the industry standard. It is no easy feat.

4. This is where Penang steps in with a competitive advantage. Regardless of the platform or product or both, we have the ecosystem to support your companies’ direction. Our robust supply chain, proven track record and critical support services that help to provide shorter development cycles, steeper learning curves, reduced cost and time to market are further strengthened by one important element – a valuable pipeline of talent capable of embracing rapidly changing technologies. Understanding the needs of this ever demanding sector, the state government agencies are coming together and moving forward with schemes and learning opportunities that will transform our industry workers into robust workforce in tackling the global demand for E&E.

5. The remarkable emergence of Industry 4.0 worldwide must necessarily mean that the Malaysian E&E players should embark on initiatives which include the digitalisation of manufacturing. We need to move up the value chain to become front end manufacturers such as wafer fabrication or IC design. In the face of a robust industrial evolution, I hope that the SMEs in Penang will also be elevated and included as part of the thriving ecosystem.

6. With those challenges in mind, I am sure the 300 participants from 120 represented companies will look forward to the next 3 days for insights on various topics from speakers coming from, among others, Singapore, USA and United Kingdom. I dare not imagine I’ll understand anything on PCB Assembly, Soldering, IC Packaging, Process Optimization and Printed Circuit Board but I believe delegates will receive sound guidance and discourse on some of the latest technologies in the E&E sector.

Good afternoon!

I would like to wish all a very warm welcome to today’s event to celebrate World Breastfeeding Week 2018 and to launch the Making Penang Breastfeeding Friendly (MPBF) initiative.

World Breastfeeding Week (WBW) is a worldwide campaign recognized by the United Nations. WBW is celebrated in over 170 countries all over the world. The special official week is celebrated in most countries from 1st to 7th August 2018. Some countries celebrate it during other months of the year. Malaysia recognizes the importance of breastfeeding and encourages all to celebrate the week using public events to create awareness of the benefits of breastfeeding.

In Penang, we are celebrating WBW today, Sunday, 5 August 2018 at The TOP, KOMTAR. The WBW celebration event is organised by the appointed organiser, Junior Chambers International Pearl (JCI Pearl), a youth organization and the appointed co-organiser, Penang Adventist Hospital and coordinated by the World Alliance for Breastfeeding Action (WABA). “Syabas” to them for organizing this important event.

The state is proud to have an international organization such as WABA based in Penang. Dato’ (Dr.) Anwar Fazal, the founder of WABA, is the brainchild of WBW. WABA is a network of individuals and organisations worldwide, advocating for the protection, promotion and support of breastfeeding and is the worldwide Coordinator for WBW since 1992. According to WABA’s Executive Director Dr Amal Omer-Salim, “World Breastfeeding Week is a powerful tool to encourage citizens all around the world to join hands and take action to create an enabling environment for breastfeeding”.

No one can deny the value of breastmilk that it is the best first food for infants. Breastfeeding is the golden standard in infant feeding that ensures the health, development, wellbeing and survival of children and women, both in the short and long term. It benefits families, societies and the environment. Breastfeeding is therefore the foundation of life and a cornerstone of sustainable development. The rationale is echoed in the theme for this year’s WBW that emphasizes “Breastfeeding: Foundation of Life”.

Breastfeeding is everyone’s concern, not just between mother and baby. Everyone needs to support it. There are many barriers to creating an enabling and supportive environment for women to breastfeed. They include lack of enabling health services, family and community support systems and workplace and employment policies. Aggressive marketing of breastmilk substitutes also worsens the situation. We need to work as a team to advocate for breastfeeding as an essential part of good nutrition, health and wellbeing.

I fully support and endorse the initiative coordinated by WABA to “Making Penang Breastfeeding Friendly” (MPBF). WABA’s initiative, which started as a Mother Support group’s plea to help breastfeeding mothers, has now brought in more than 20 organisations and institutions that together form MPBF. The MPBF initiative is being launched today in conjunction with the WBW 2018 celebration. This initiative brings together the different sectors and stakeholders such as the health sector, community sector and workplace sector to plan and work towards achieving a breastfeeding friendly state within 5 years’ time.

The State of Penang is also part of the Sustainable Penang Initiative (SPI) and is committed to improving conditions for vulnerable populations such as women and children. SPI already includes breastfeeding as an indicator and thus shows a commitment to improve breastfeeding rates. The lessons learnt from MPBF will be promoted as a model to the other states of Malaysia and beyond and for incorporation into Sustainable Development Goal Initiatives.

The MPBF logo of the initiative shows fathers as the main support for mothers to achieve success in breastfeeding. The support from other family members, community, and employers are also vital.

In previous years, there were many groups/organisations that celebrated the WBW separately. This year, however, the MPBF Committee has come together to jointly organize the WBW event. I applaud this move to celebrate the event in a big way to raise awareness to the public. It is definitely a sustainable move.

Finally, I call upon the public to support the initiative to Making Penang a Breastfeeding Friendly State. Achieving breastfeeding friendliness will contribute to a healthier, prosperous and more sustainable State of Penang.

Salam Sejahtera dan Salam Sayangi Malaysiaku!,

1. Terlebih dahulu di kesempatan ini saya ingin merakamkan penghargaan dan terima kasih kepada kerajaan Malaysia khususnya YAB Tun Dr. Mahathir Mohamad, Perdana Menteri dan YB Tuan Gobind Singh Deo, Menteri Komunikasi dan Multimedia Malaysia kerana memilih Pulau Pinang sebagai tuan rumah Majlis Pelancaran Sambutan Bulan Kebangsaan dan Kempen Kibar Jalur Gemilang Peringkat Kebangsaan 2018. 

2. Begitu juga ucapan terima kasih kepada semua Jemaah Menteri, YB. Timbalan-Timbalan Menteri, , Ketua Setiausaha Negara, dan Pegawai-Pegawai Kanan Kerajaan Persekutuan yang hadir ke Pulau Mutiara ini.

3. Setinggi-tinggi tahniah dan syabas kepada Urusetia Majlis Pelancaran Bulan Kebangsaan dan Kibar Jalur Gemilang, Kementerian Komunikasi dan Multimedia Malaysia, Jabatan Penerangan Malaysia, Pejabat Setiausaha Kerajaan Negeri dan semua agensi persekutuan dan negeri kerana usaha gigih dan dedikasi merencana, merancang, menyusun dan seterusnya menzahirkan pelbagai aktiviti dan program yang akan direalisasikan pada sambutan bulan kebangsaan tahun ini.

4. Majlis Pelancaran Sambutan Bulan Kebangsaan 2018 yang akan dilancarkan serentak dengan Kempen Kibar Jalur Gemilang akan diikuti pula dengan program-program lain peringkat negeri dan Kebangsaan. Sesungguhnya, aktiviti-aktiviti yang telah dirangka dan disusun ini kesemuanya berpaksikan kepada satu matlamat iaitu menyemai semangat patriotisme dan nasionalisme dalam kalangan kita semua sebagai warganegara Malaysia.

5. Saya amat berharap majlis seumpama ini, dapat menyemarakkan semangat patriotism kita dalam menghargai sebuah kemerdekaan. Sebagai warganegara, kita perlu bersyukur dan merasa bertuah menjadi rakyat negara yang berdaulat dan merdeka kerana kita dapat mengecapi kehidupan dalam suasana yang harmonis, aman dan sejahtera.

6. Dengan nikmat kemerdekaan, rakyat di negara dapat ini hidup dengan lebih selesa, harmoni dan makmur serta bertolak ansur dalam menjalin hubungan dan perpaduan kaum dengan mengeratkan hubungan silaturrahim yang padu, persefahaman, kemesraan dan kerjasama sesama kita. Jalinan kesemua faktor ini amat penting bagi menjamin perpaduan dan keharmonian Warga Pulau Pinang khususnya dan rakyat di negara ini amnya.

7. YAB Perdana Menteri, sejak 2008 setelah menjadi Negeri pembangkang tiada majlis seumpama ini dilaksanakan di Pulau Pinang walaupun Pulau Pinang memiliki segala kemudahan dan kelengkapan infrastruktur untuk majlis sebegini rupa. Oleh itu pemilihan Pulau Pinang oleh YAB Perdana Menteri untuk menjadi host pelancaran majlis ini adalah amat bermakna kepada Pulau Pinang setelah sekian lama ditinggalkan dari arus perdana program-program Kerajaan Persekutuan. Malah sejak 2008, Negeri Pulau Pinang bukan sahaja dianak tiri dari segi program, malah peruntukan pembangunan kepada Kerajaan Negeri juga dikurangkan. Oleh itu saya bagi pihak rakyat Pulau Pinang amat berharap sebagai harapan baru, pertimbangan peruntukan tambahan dapat direalisasikan. Saya yakin dan percaya secara bersama-sama kita dapat membangunkan semula negara kita ke puncak kejayaan dan kecemerlangannya yang pernah dicapai.

Sidang Hadirin sekalian,

Bersatu teguh, bercerai roboh

8. Keputusan rakyat dalam Pilihanraya Umum Ke 14 dengan memberi SUARA DAN HARAPAN BAHARU merupakan satu tanggungjawab yang besar. Rakyat telah pun membuat keputusan. Justeru, semua pihak hendaklah akur dan berlapang dada, tidak emosional, tidak mewarnai pemikiran bermodal fitnah dan sentimen melulu, sempit dan tertutup. Malah segala impian, cita-cita serta HARAPAN rakyat menjadi mandat kepada kerajaan untuk dipenuhi dengan sebaik mungkin ekspektasi tersebut serta memenuhi aspirasi rakyat.

9. Di Pulau Pinang, cabaran bagi barisan Exco dalam penggal ini adalah untuk menunaikan 68 janji Pilihan raya dalam Manifesto ‘Saya Sayang Pulau Pinang’ dan seterusnya membawa transformasi yang bermakna kepada rakyat khususnya demi mencapai Kelestarian Alam Sekitar dalam Pertumbuhan Negeri. Exco Kerajaan Negeri Pulau Pinang akan mengamalkan pentadbiran yang penuh integriti. Saya percaya prestasi yang telah dicapai sepanjang 10 tahun pemerintahan Pakatan Harapan Pulau Pinang telah menyediakan landasan yang kukuh untuk kita mara ke hadapan lagi.

10. Kita akan terus berikhtiar untuk meneruskan prestasi yang cemerlang ini untuk menjadikan Negeri Pulau Pinang sebagai negeri contoh setelah Pakatan Harapan Negeri Pulau Pinang diberi mandat ketiga untuk terus memerintah negeri ini. Saya berpandangan bahawa Pentadbiran Kerajaan Negeri telah menunjukkan semangat kecekapan, keharmonian dan keikhlasan dalam menjalankan tugas. Justeru itu saya yakin Pulau Pinang bakal menjadi negeri pintar yang bertaraf antarabangsa serta terus dikunjungi oleh para pelancong dalam dan luar negari.

Kempen Kibar Jalur Gemilang

11. Kempen kibarkan Jalur Gemilang bukan bermakna sekadar mengibarkan Jalur Gemilang secara fizikal. Apa yang lebih penting adalah penghayatan nilai-nilai dan semangat yang dizahirkan oleh Jalur Gemilang untuk kita menggilap kembali semangat patriotisme, kecintaan kita kepada tanah air.

12. Cita-cita saya adalah untuk membangunkan rakyat Pulau Pinang, sebagai bangsa yang sopan, berakhlak mulia, menghormati orang yang berjasa, mempunyai budi bahasa yang tinggi. Justeru itu, saya dimaklumkan oleh Jawatankuasa Penganjur Majlis pada hari ini bahawa kita semua sebelum meninggalkan majlis, perlu pastikan bekas-bekas bungkusan dan segala sampah dikumpul dan dibuang di tempat yang disediakan. Tindakan ini selaras dengan slogan ‘Cleaner, Greener, Healthier and Safer Penang’. Saya ingin mengucapkan ribuan terima kasih yang tidak terhingga kepada rakyat Negeri Pulau Pinang dalam membantu dan memberi sokongan menjadikan Pulau Pinang sebagai negeri yang terbersih di Malaysia.

13. Momentum kerajaan negeri mungkin tidak selancar mana tanpa sokongan padu rakyat dalam setiap dasar dan aktiviti yang dianjurkan. Justeru itu, sekali lagi saya dengan penuh keikhlasan ingin mengucapkan rasa terima kasih yang tidak terhingga dan berharap hubungan yang baik ini dapat diteruskan hingga ke masa-masa akan datang.

14. Sebelum mengakhiri ucapan, sekali lagi saya ingin merakamkan terima kasih kepada YAB Perdana Menteri, YB KKMM, Jawatankuasa Induk dan Jawatankuasa kerja yang telah merancang pelbagai aktiviti sepanjang Sambutan Bulan Kebangsaan dan Kibar Jalur Gemilang 2018 di Pulau Pinang. Semoga usaha murni ini dapat diteruskan pada masa akan datang. Bersama-samalah kita menggelorakan Bulan Kebangsaan dan kibarkanlah Jalur Gemilang.
