Ladies and gentlemen,

First of all, I would like to extend a warm welcome to all of you who join OBS Chinese New Year Run 2019. OBS Chinese New Year Run 2019 is organised by Occupy Beach Street, endorsed by Penang State Government and supported by Penang Island City Council (MBPP).

This 5km fun run is a non-competitive event open to all Malaysians and non-Malaysians. I am truly pleased to celebrate the scene of multi-diversity and advocate unity amidst all the participants through OBS Chinese New Year Run 2019.

OBS Chinese New Year Run 2019 is held to celebrate the joyous festive season of Chinese New Year as well as to act as a catalyst that inspires all the participants to live a more active and healthier lifestyle.

I am glad to know that there are 3500 participants who are from different countries, races and backgrounds participating in this fun run which in fact makes it the largest Chinese New Year celebration event in Penang!

On top of running together with your family and friends on this Sunday morning, you are guaranteed to find lots of fun-filled and exciting programmes here. I believe you will get to enjoy a memorable Chinese New Year celebration here with the traditional lion dance and dragon dance performances as well as appearance of God of Prosperity.

Last but not the least, I wish that everyone who joins us here at OBS Chinese New Year Run 2019 will have a fun and healthy morning while bringing back extraordinary Chinese New Year memories!

Terlebih dahulu, saya ingin merakamkan penghargaan kepada semua pihak yang telah berusaha untuk merealisasikan hasrat rakyat negeri Pulau Pinang dengan melaksanakan satu projek untuk membangunkan Stesyen Pemindahan Sampah Batu Maung pada hari ini.

Negeri Pulau Pinang komited dan telus dalam usaha untuk memenuhi hasrat pembangunan yang seimbang dengan pengurusan sisa pepejal yang menjadi fokus utama dalam menjaga alam sekitar. Kita sedia maklum bahawa kita perlu merancang pembangunan negeri ini dari aspek pemuliharaan alam sekitar melalui beberapa pendekatan yang berasaskan kepada Integrated and Sustainable Waste Management Facility. Ia terbukti menerusi perancangan salah satu lagi cadangan projek iaitu Stesen Pemindahan Sisa Pepejal di Batu Maung ini yang telah dibangunkan bagi tujuan pengumpulan sisa pepejal sebelum dihantar ke tapak pelupusan akhir sampah.

Cabaran yang paling utama dalam melaksanakan sesuatu projek pelupusan dan pemerolehan sisa di negeri ini adalah kekangan dari segi tanah dan gunatanah. Namun, segala rintangan dapat diatasi dengan memastikan sesuatu pojek pembangunan alam sekitar diberi keutamaaan.

Kita sedia maklum bahawa Stesen Pemindahan Sampah ini akan memainkan peranan sebagai pusat transit untuk sisa pepejal sebelum dilupuskan di tapak pelupusan yang terletak di Pulau Burong, Seberang Perai Utara.

Stesen Pemindahan Sampah di Batu Maung ini merupakan lokasi yang paling strategik dan ideal dari segi pengurusan bagi pelupusan sisa dan memenuhi kehendak asas persekitaran mengikut Jabatan Alam Sekitar.

Projek ini merupakan salah satu projek yang memberi impak yang tinggi kepada rakyat di Negeri ini yang melibatkan kos perbelanjaan modal sebanyak lebih kurang RM 60 juta yang diuruskan secara Build Operate and Transfer oleh Majlis Bandaraya Pulau Pinang dan ditawarkan kepada pemaju projek, Eurasia Express Sdn. Bhd. Syarikat dipertanggungjawabkan untuk mengendali pengoperasian projek ini bagi tempoh selama 16 tahun. Pelbagai manfaat dapat diperolehi daripada pengurusan projek ini yang mencerminkan keupayaan Kerajaan Negeri dan Majlis Bandaraya Pulau Pinang yang memartabatkan pengurusan sisa pepejal dengan sistem dan kemudahan yang bersesuaian.

Para hadirin sekalian,

Stesen Pemindahan Sampah yang dibangunkan ini merupakan pemangkin kepada salah satu insfratruktur bagi sistem pengurusan sisa pepejal yang bersepadu. Ianya merupakan langkah penyelesaian untuk mengatasi masalah kepada sistem pengangkutan dan pelupusan sisa domestik dan sisa pukal serta sisa kebun.

Pembangunan projek pemindahan sampah di Batu Maung ini juga memberi manfaat dari segi pengurangan kesan alam sekitar atau pengurangan karbon melalui cara pengurusan sampah yang fleksibel dengan kemasukan lebih kurang 250 jumlah perjalanan kenderaan buat masa sekarang.

Kerajaan telah melaksanakan pelbagai dasar serta pelan tindakan bagi menjadikan negeri ini sebagai negeri yang bersih dan indah. Selain daripada penyediaan sistem dan infrastruktur, usaha turut dipergiatkan untuk mengurangkan sampah yang akan dilupuskan di Tapak Pelupusan Sampah Pulau Burong melalui beberapa langkah pengalihan sisa pukal dan kebun yang boleh diguna semula.

Namun demikian, kita masih berhadapan dengan pelbagai cabaran rakyat bagi merealisasikan aspirasi pengasingan. Contohnya, rakyat serta syarikat yang mengendalikan operasi pungutan sampah di dalam kawasan pentadbiran Pulau Pinang perlu mengutamakan kebersihan dan pengasingan sisa dalam kehidupan seharian dengan membuang sampah yang diasingkan dan mengambil kira kesan terhadap alam sekitar. Kita seharusnya sedar bahawa negara maju mempunyai infrastruktur dan budaya masyarakat yang mengutamakan amalan kebersihan dalam kehidupan mereka.

Saya ingin memaklumkan bahawa Tapak Pelupusan Sampah (TPS) Jelutong pada masa ini adalah dalam proses penutupan secara berperingkat. Bermula 1 Februari 2019, TPS Jelutong hanya akan menerima pelupusan sisa binaan dan sisa korekan, sehinggalah kebenaran sementara diperolehi bagi menggunakan tapak pemprosesan sisa binaan baru.

Saya percaya bagi mencapai status pembangunan pengurusan sisa pepejal yang mampan, penjana sisa seharusnya memiliki nilai-nilai murni dalam menjaga kebersihan.

Rakyat hendaklah sentiasa peka dengan kebersihan alam sekitar, malah pendekatan kerohanian amat wajar ditekankan ke dalam diri rakyat untuk memastikan instrumen polisi dan sistem kita berfungsi dengan baik.

Hasrat untuk menjadikan Pulau Pinang sebagai bandaraya yang bersih, indah dan sejahtera tidak hanya cukup dengan penyediaan infrastruktur, kemudahan dan perkhidmatan yang disediakan. Rakyat juga perlu berubah ke arah kehidupan yang membudayakan kebersihan dan penjagaan alam sekitar.

Akhir kata, saya dengan ini merasmikan Stesyen Pemindahan Sampah Batu Maung.

A warm welcome to everyone here today.

On the 29th August 2018, when we launched the Penang2030 vision, I have envisioned to take the state a step further, by moving towards becoming a more family-focused green and smart state that will inspire the nation.

I am delighted to see that the state elected representatives including the Exco members are taking heed of the call and have already organized and planned a number of programmes in line with the Penang2030 vision. I am very sure that more initiatives and policies will be announced soon as the state moves towards becoming a smart and green state in slightly more than a decade from now.

The Penang Family-Focused Forum we are having today, is one of the many events and programmes that will help us achieve the Penang2030 vision. I would like to convey my appreciation and congratulations to YB Chong Eng for taking the initiative to kick off 2019 with a very important event for the family unit in our community. It is indeed an honour to be here to be part of this noble effort.

The combined strength of each family unit in society is the driving force to build a successful nation. It is so important to ensure that as the country continues to grow, our people are able to grow in tandem and are able to adapt to the changes. The complexities of a modern family are ever-changing and more opportunities exist now compared to the past. I believe that every parent would want their child or children to have the opportunities to lead a better life compared to what our forefathers went through.

As outlined in the Penang2030 vision, we aspire that our policies and programmes are people-centric, inclusive for all age groups and their needs, and to place the family unit as the central or core value in everything we do. By doing so, we will be more sensitive and aware in creating support systems or environment to cultivate better lives for families and for society as a whole.

With a better system, the State Government will be able to focus in providing better facilities for the society, such as childcare facilities, a roof over the head for the homeless and needy, access to education materials for everyone, as well as family-friendly facilities like parks that are inclusive to all.

There is a saying - “A family that plays together stays together” that means family work-life balance is very important. When we spend time with our family, we will share a close bond and create a safe environment for them to learn and to grow. It will also greatly encourage communication between family members, and we will be able to know when our child is going through change in his or her life.

I would also like to applaud YB Chong Eng for her tireless effort in creating more awareness on child body safety through the Body Safety Education handbook. It was definitely an eye-opener when I was invited to launch the book in April last year and to learn of the alarming statistics concerning child abuse cases in our midst. Now that the book is available in all three local languages, I sincerely hope we would be able to create higher level of awareness among the different communities in Penang.

I truly wish that all of you present here will join hands with the State Government in creating a better Penang for our future generations. I also hope that everyone will gain helpful inputs from the forum we are having and our objectives for today met.
