I must first of all, thank Dato’ Toh Chin Leong, Chairman of REHDA Penang for your invitation to this morning’s launch of MAPEX 2018. It is indeed a pleasure for me to be here.

I understand that the theme for MAPEX 2018 is “Stock Clearance Sale” where REHDA has gathered a vast selection of properties from their members to be sold at greatly discounted prices that is only available during this MAPEX 2018 fair only. This is the opportunity for prospective buyers to obtain quality homes at greatly discounted prices.

The rate of the Goods and Service tax (GST) had been reduced to 0% with effect from 1st June 2018 and the Sales and Service Tax (SST) will be reapplied only in September. This means that the RM43 billion which the Customs department targeted to be collected as revenue for GST this year will be pumped back into the economy, which will improve the purchasing power for the people. The zero rate of GST will be able to persuade more people to go out and invest in properties now that they no longer have to pay for GST. This will definitely promote economic growth as well as lend a boost to the property sector.

According to the NAPIC report, Penang’s property market performance softened further in 2017. Transactions decreased by 9.6% in volume although value increased by 8.6% against 2016. In the residential sub-sector, there were 12,090 transactions worth RM5.41 billion recorded in the review period which is a decline of 8.7% in volume but value increased slightly by 0.9%. The primary market recorded fewer new launches with 3,879 units. The numbers were down by 31.3% compared to 2016. However, sales performance was promising at 39.0%.

The State Government is aware of the soft property market and has agreed to the request from REHDA to waive the 1.5% levy for foreign purchasers as well as a waiver of 2% levy imposed on sub sales within 3 years of purchase. This special waiver from the State is only for properties promoted in this MAPEX 2018 fair only. All savings from the discounts on these levies which are given to the buyers will be contributed by the respective developer to the Tabung Harapan Malaysia Fund.

REHDA Penang has always played a vital role in bringing about development for the people of Penang in terms of creating new townships, job creation and business opportunities. It is the state government’s vision and commitment that every Penangite will be able to afford their own home. The state government is aware of the current unfavourable economic situation and the state government is working closely with REHDA to resolve the challenges faced by the industry. The State Government believes in engaging the public and in advocating consultation and dialogue not only with developers but with other NGO’s to bring about a better quality of life for the people of Penang. The State Government has considered many of REHDA’s requests either through our State Planning Committee or through the SPEAD Committee Meetings and many of the representations made by REHDA Penang had been accepted.

I am optimistic that the State’s property market is expected to be promising as this is supported by the State’s strong economic fundamentals as well as upcoming infrastructure projects for transportation such as the Penang Transport Master Plan which continues to be a key agenda for Penang Island. I wish you success in MAPEX 2018 and I am confident that today’s event would be beneficial to participants, industry players as well as potential buyers.

Ladies & gentlemen,

Good morning ladies and gentlemen and welcome to the inaugural Penang Hill Festival 2018. Thank you to Penang Hill Corporation for inviting me to officiate this festival. As the chairman of Penang Hill Corporation It is an honour and a great pleasure to welcome all of you here. I would also like to take this opportunity to congratulate them for their hard work in organising this festival and bringing together government agencies, stakeholders, and communities of Penang Hill here on this lovely morning.

This festival is held to celebrate Penang Hill’s history, nature, and culture, and the events are thus centered towards its main theme. The festival’s success is a vital reflection upon the conservation and preservation efforts of the different heritages in Penang that makes this state unique. Penang Hill is a wonderful mixture of a long and glorious history dating back to the British colonial times as far back in 1788, a natural rainforest that is 130-million years old, and a rich cultural heritage of the people who have lived here with stories to tell, aligning with Penang Hill Festival theme’s “See the nature. Feel the history”

With a plethora of flora and fauna, some events like the “Rainforest Discovery Walk & Talk” or the “Night Exploration” are designed to show visitors Penang Hill’s natural habitat while others are an introduction to the conservation efforts of Penang Hill. Guests are invited to conduct some of the highly anticipated events. I believe these events are important towards educating the public on nature conservation and climate change that has been happening across the globe lately. It is crucial that we understand the importance to preserve and conserve the environment as it is so that our children can enjoy it in the future. Penang Hill is an exemplar in environmental conservation, and events like these will show others how conservation and sustainability can be achieved.

 A society’s culture is a strong factor of its identity. Penang is a state rich in historical heritage, and Penang Hill is unique in this respect that combines natural, historical, and cultural heritage together. Historical preservation is important as it serves to remind us of our past that makes up a large part of our identity today. The first buildings on the hill were built in the late 1700s and early 1800s and some have its story to tell. “History and Heritage of Penang Hill Talk” and “Walk Down Memory Lane” are two events that concern the rich cultural heritage of our beloved hill. Therefore, I heartily welcome the opportunity for local and international visitors alike to discover and understand more of Penang Hill’s past and its relation to the present.

Penang is a breeding ground for aspiring artisans and craftsmen to showcase their talents in the city, and Penang Hill is no exception. Artists and cartoonists are welcomed before on the hill to draw caricatures of people and beautiful sceneries. Thus, this festival also includes symphonies and orchestras scheduled in to show Penang’s artistic side and its encouragement towards the arts. With the inclusion of Penang based Musica Sinfonietta orchestra and other musical performances throughout the festival, it is a rare side of Penang Hill that visitors will have the opportunity to enjoy music in the midst of green foliage. It will certainly be a unique experience. One of the main events ought to be the Music on the Hill - East Meets West, a unique performance of local and traditional music instruments, followed by symphony orchestra. We are indeed honoured to have a special guest performance by Mr. Willmond Tam, an accomplished musician from Hong Kong, who happens to retire in Penang. July 28th evening will be the highlight of the first ever music performance by traditional and symphony orchestra on the hill.

I would like to sincerely thank all of you for taking the time to join us for this festival. I hope festivals like this will continue to be conducted to build strong relationships between communities and promote conservation efforts to protect our beloved hill and its environment Penang Hill remains an exemplar to maintain its natural habitat and protect the 130-million years old rainforest. Finally, thank you and please enjoy yourselves with the events planned for the first official Penang Hill Festival 2018!

Ladies and gentlemen

I would like to, firstly, congratulate PENANG STEM and the 6 Centres under its eco-system for organising this inaugural PENANG STEM CARNIVAL 2018 as yet another of its numerous key initiatives to spark curiosity and interest amongst the younger generations towards Science, Technology, Engineering and Mathematics.

The 6 STEM Centres under the Penang STEM ecosystem, namely Tech Dome Penang, Penang Science Cluster, Penang Math Platform, @CAT, Penang Skills Development Centre and Penang Digital Library will take the lead by showcasing their many interesting exhibits and services.

As most of you here would be aware the Penang State Government will spare no effort to motivate our young towards this direction and fully support PENANG STEM in its mission to create human talent to drive and support the digital economy and 4th Industrial Revolution.

This will help to ensure that Penang will continue to be a Centre of Excellence in STEM and continue to nurture the human resource needs of our 2 Free Industrial Zones in Bayan Lepas and Prai.

I understand that there will be more than 30 booths showcasing interesting science and technological exhibits and activities including drones, robots, augmented reality, nature and simple sciences for the very young. Hence, I am confident that this STEM CARNIVAL will help to further inspire students in their pursuit of science and technological excellence.

I am particularly pleased that Universiti Sains Malaysia, Inti International College and KDU Penang University College will also be participating whilst 5 secondary schools in Penang will showcase student projects under their School STEM Clubs.

Speaking of science and technological excellence, I am also pleased that PENANG STEM will be giving out STEM EXCELLENCE AWARDs to outstanding students and schools which have won acclaim in the international and national arenas. My heartiest congratulations to the winners. Hopefully, this will not only spur them to strive for further accolades in the future but also inspire others to similarly aim for STEM excellence in the near future.

To parents who have made the effort to bring your young children to this event on this Sunday morning, I congratulate you for fulfilling your role as responsible parents, with your children’s educational aspirations in mind.

Lastly, I hope that each and everyone will have a fulfilling experience at today’s PENANG STEM CARNIVAL.
