PENANG FUTURE FOUNDATION Launching Ceremony

[1] A very warm welcome to each of you. Against the onset of increasing expenditures and tightening of wallets for the man on the street, it is disheartening to admit that a child’s pursuit of tertiary studies will become an insurmountable concern for many families.

[2] On that note, it is my distinct pleasure to announce the launch of our very own Penang Future Foundation (“PFF”). PFF is a scholarship program made possible by generous donations from private sectors and donors, including the Penang Turf Club. The scholarships are awarded by the Penang State Government to outstanding and deserving Malaysian youths to pursue their undergraduate studies in selected fields, at reputable institutions of higher learning in Malaysia.

[3] Despite being the second smallest state in Malaysia, the Penang State Government –

(a) fully embraces the importance of inspiring and allowing our young Malaysian scholars, regardless of race, religion and gender, provided that they are below 25 years of age, to equip themselves with higher education;

(b) aims to provide our youths, with priority be given to Penangites and those from single, low to middle-income families, with ladders of opportunity and escalators to mobility as a foundation for a better future;

(c) is thoroughly committed in exploring initiatives and creating opportunities to stem the tide of brain drain currently plaguing our nation; and

(d) seeks to nurture Penang as a talent hub, by requiring the PFF sponsored scholars to work in Penang after successful completion of studies. This objective is critical in our vision to transform Penang into an international and intelligent city.

[4] Penang faces scarce or hardly any natural resources. Our economic prosperity and material success depend solely on our ability to build, retain, attract and utilise human talent. In short, Penang prospers or withers by our wits and wits alone.
[5] To continue sustainable economic prosperity requires higher productivity growth. Innovation is the key driver for future development. We must establish creative or innovation clusters. Penang has the ‘3Ts’ of talent, technology and tolerance of new ideas to nurture creative clusters.
[6] Talent requires our human resources to be skilled and knowledgeable, regardless whether they are from wealthy or poor backgrounds. The PFF aims to provide the capacity to train bright and promising talents for all Malaysians, particularly Penangites, regardless of race, religion, rich or poor.
[7] The State’s vision for a more prosperous Penang however, relies on the support and commitment from the individuals and parties forming the backbone of PFF –
(a) the Accounts Committee which is headed by the State Finance Officer in managing the fund;
(b) the Selection Committee in which I’m assisted by the following personalities –
(i) Y. Bhg. Dato' Seri Nazir Ariff;
(ii) Y. Bhg. Dato' Daisy Ooi;

(iii) Mr. Koon Yew Yin;

(iv) Mr. P. Ramakrishnan; and

(v) Ms. Loo Lee Lian;

(c) select industry leaders and members of the academia who will further support the Selection Committee in granting the scholarship awards; and

(d) Penang CAT Centre which operates as PFF’s Secretariat.

[8] I highly encourage our young Malaysians seeking to further their studies to visit PFF’s website, www.penangfuturefoundation.my. Interested applicants will get to know more information on the scholarship, including the eligibility requirements, fields of study offered and timelines involved. Scholarship holders will be required to serve in Penang for a stated period depending on the tuition fees awarded. The online application will be made available from 9th to 30 April 2015.
[9] In the meantime, I sincerely hope many more corporate players will step forward and contribute towards PFF as all monetary contributions will be tax-exempted. It is worth emphasising that the cornerstone of Malaysia’s future is made of how well we synergise our present resources. With more financial support, I trust PFF will consider extending our scholarship program in the near future for overseas admissions.

Ladies and gentlemen,

[10] Penang is already known as a location of choice for investors and tourists as well as a habitat of choice for a livable and sustainable environment. Let Penang also be known for our commitment towards maximizing human potential and optimizing opportunity amongst Malaysians for a better future.
[11] To win the future, society must invest in education. Today, we shape our future by investing in excellence and opportunity.

PENJELASAN BERKENAAN PERSETUJUAN TERHADAP PERTUDUHAN ALTERNATIF DAN PENGAKUAN SALAH YANG DIMASUKI OLEH 16 TERTUDUH DI DALAM KES JENAYAH


NO. 85-08-06/2014 DAN 85-11-11/2014 DI MAKAMAH MAJISTRET GEORGE TOWN, PULAU PINANG PENDAKWA RAYA LAWAN DATUK MOHD RIDZWAN BIN BAKAR DAN 15 LAGI
PADA 11 MAC 2015

Dengan segala hormatnya kami merujuk kepada perkara di atas dan ingin menyatakan perasaan kesal Kerajaan Negeri terhadap persetujuan pihak YBhg. Tan Sri membenarkan pertuduhan alternatif yang lebih ringan ke atas 16 orang tertuduh yang bertindak liar dan biadap semasa mencerobohi dan mencemarkan Dewan Mesyuarat, Dewan Undangan Negeri Pulau Pinang.

2. Difahamkan kesemua 16 orang tertuduh telah, pada asalnya dituduh di bawah Seksyen 448 Kanun Keseksaan untuk kesalahan mencerobohi rumah (house trespass) berkaitan dengan insiden pencerobohan Dewan Undangan Negeri Pulau Pinang pada
21 Mei 2014.


3. Seterusnya, kami difahamkan bahawa setelah rundingan dengan pihak Ketua Unit Pendakwaan Negeri Pulau Pinang, satu pertuduhan alternatif di bawah Seksyen 447 Kanun Keseksaan telah ditawarkan kepada kesemua 16 orang tertuduh. Pada 11 Mac 2015 mereka telah mengaku salah kepada pertuduhan alternatif tersebut dan Makahmah Majistret George Town telah mengenakan hukuman denda RM1,500.00 terhadap 15 orang tertuduh dan RM1,000.00 terhadap seorang (1) tertuduh.

4. Kami ingin mendapat penjelasan daripada YBhg. Tan Sri, mengapakah pihak pendakwaan telah bersetuju menawarkan pertuduhan alternatif ini terhadap tertuduh tersebut, memandangkan ianya adalah terlalu ringan yang tidak setimpal dengan jenayah berat yang dilakukan mereka?

5. Kesalahan menceroboh masuk Dewan Undangan Negeri Pulau Pinang adalah begitu serius dan satu penghinaan besar kepada simbol demokrasi yang merupakan institusi paling unggul dalam Perlembagaan Negeri Pulau Pinang, yang tidak pernah berlaku sebelum ini di Malaysia. Dewan Undangan Negeri Pulau Pinang adalah satu institusi yang seharusnya diberikan penghormatan yang tertinggi, oleh yang demikian penawaran pertuduhan alternatif tersebut adalah tidak wajar dan susah untuk diterima sama sekali.

6. Kami juga ingin mendapat penjelasan samada pengadu dalam kes ini, iaitu Yang Berhormat Tuan Speaker Dewan Undangan Negeri Pulau Pinang, YB Dato' Law Choo Kiang telah memberi pandangannya sebelum hukuman dijatuhkan.

7. Memandangkan keseriusan kesalahan yang telah berlaku tersebut, kami berharap agar penjelasan dapat diberikan terhadap pertanyaan kami ini.


8. Di dalam apa keadaan jua, kami berpendapat bahawa keluhuran Dewan Undangan Negeri Pulau Pinang telah dicabuli dengan serius. Oleh yang demikian, hukuman yang telah dijatuhkan adalah tidak memadai dan tidak setimpal dengan jenayah yang dilakukan. Kami juga berharap YBhg. Tan Sri dapat membuat rayuan hukuman ke Makamah Tinggi Pulau Pinang terhadap keputusan tersebut.

槟州首席部长林冠英于2015年3月29日发表于2015年3月26日致给总检察长丹斯里阿都甘尼的一封信:

要求总检察长解释,当局于2015年3月11日在乔治市推事庭针对刑事罪NO. 85-08-06/2014 及 85-11-11/2014一案中,控方起诉被告拿督莫哈末里旺及其他15名被告一案中,提呈交替控状,16名被告承认刑事入侵罪。

槟州政府对于总检察署同意控方提呈交替控狀,让16名擅闯槟州议会、行为野蛮、破坏及玷污槟州议会的被告获轻判感到遗憾。

2. 据了解,上述16名被告原本因入在刑事法典448条文下被控于2014年5月21日,私闯属于槟州立法议会秘书的产业。

3. 之后,我们了解到上述被告与槟城检察署商议后,当局改为刑事法典第447条文下为16名被告提呈交替控状。2015年3月11日,上述被告全部承认刑事入侵罪,乔治市推事庭判处其中15人被判罚款1500令吉,另一人罚款1000令吉。

4. 我们希望丹斯里解释,为什么控方同意提呈替代控状所援引的刑事法典条文判决太轻,比起他们所犯下的罪行可说是“重罪轻判”。

5. 擅闯槟州议会的罪行如此严重,也是对槟州宪法下象征民主的最高机构的极大侮辱,也我国历史上从来没有发生过这种事。槟州议会是一个必须维护、地位崇高机构,因此,替代控状的较轻刑罚根本不适合,也让人难以接受。

6. 我们也要知道,这起案件在判决之前,投报人即议长拿督刘子健是否发表过意见。

7. 有鉴于此罪行的严重性,我们希望您能够针对我们的疑问做出解释。


8. 无论如何,我们认为州议会做为神圣立法机构的地位受到侮辱。被告的刑罚与他们的所作所为根本是“重罪轻判”。我们希望丹斯里针对有关判决,向槟州高庭提出上诉。

Speech By Penang Chief Minister Lim Guan Eng During "Boao Forum For Asia" in Hainan, China On 27 March 2015


Objective: The Dialogue will bring together governors and mayors from the ten ASEAN countries and China to discuss ways of promoting pragmatic cooperation through exchanges at the local level

The Dialogue theme is "Local Cooperation: Driving Force to Build a Community of Common Destiny"

First, let me commend the organiser of “Boao Forum for Asia” for gathering the distinguished governors, mayors and leaders from ASEAN and China, bent on creating synergies through mutual partnership and local cooperation.

Penang, often known as “the Pearl of the Orient”, has a long history and relationship to China and the region. Since the British first colonised the island in 1786, Penang had played the role of global trading hub in spices, tin and rubber. The importance of Penang and China is highlighted by 3 historical events.

One, many Chinese migrated to Penang and Penang now has the largest number of ethnic Chinese in Malaysia. Secondly, prominent Chinese considered Penang a natural shelter and center for excellence. Examples of Chinese heroes included Sun Yat Sen who lived two years in Penang and the famous plague fighter, Dr Wu Lien Teh, born in Penang, and saved millions of Chinese lives in Harbin by finding a cure.

Three, the Chinese in Penang adopted an international approach for the cosmopolitan city of Penang. Penang is the melting pot for different communities living in harmony despite the diverse cultures and religion. George Town in Penang is recognised by UNESCO as a World Heritage City and also famed for having the best street food in the world. We are the top five choice for retires in the world.

Today, Penang is one of the global hubs in the electronics and electrical manufacturing and plays host to over 300 multinational companies. Penang is an industrialised state dependent on manufacturing and services. Penang is a favoured location of choice for foreign investment, contributing about one third of Malaysia’s trade surplus and one quarter of Malaysia’s total imports and exports. Penang is an open economy and China is our top trading partner.

Penang envisages itself as an international and intelligent city that is the location of choice for investors, tourists and businesses. To achieve that, we must have a livable city that is clean, green, safe and healthy; have world class infrastructure; clean and good governance as well as high quality education institutions. One advantage for Penang is that you are only 10 minutes drive away from the beach or the hills.

Penang is a top tourist destination because it is inclusive and friendly to foreigners who enjoy our world class infrastructure. We have an international seaport, airport and broadband internet; and even free wifi in public places. Many people in Penang are multi-lingual. Penang possesses the 3Ts of talent, technology and tolerance of new ideas to establish creative and innovation clusters.

By the end of this year, the ASEAN Economic Community (AEC) will provide immense opportunities with a market of 620 million people and by the end of 2015 will lead to a single market with GDP of more than USD 2 trillion . We hope to make Penang as the gateway for Chinese businesses to expand and reach one part of ASEAN. Penang is at the door step of Indonesia, the world’s largest Muslim country as well as near to countries like Thailand and Myanmar.

Ladies and gentlemen, Penang believes in convergence of the manufacturing, services and public sector as well as forging public private partnerships to move forward. We welcome you to a mutually beneficial win-win formula as the basis of a most productive partnership. See you in Penang. Thank you.

槟城州首席部长林冠英于2015年3月27日在博鳌亚洲论坛2015年年会

“中国—东盟省市长对话”的演讲。


论坛目的: 此次对话会是汇集东盟十国的州长与市长及中国各省与市的省长与市长共聚一堂,共商如何在地方层级领域上推广务实的合作。

对话会的主题是“地方合作—命运共同体的驱动力”

首先,我要感谢主办单位《博鳌亚洲论坛》这次汇集了东盟及中国各省市长聚集于此,透过成为共同伙伴及地方合作,群策群力,集思广益。

槟城,常被人称为是一颗“东方明珠”,历史上与中国及区域内各地方存在悠久的关系。自英国在1786年殖民槟榔屿开始,槟城就扮演了全球香料、锡米及橡胶的交易中心。槟城与中国的重要联系来自于三件历史事迹。

其一,当时许多中国人迁移到槟城,促使槟城成为马来西亚拥有最多华裔人口的一州。

其二,中国历史名人多认为槟城是个天然庇护地及人文荟萃的地方。例如中国革命先行者孙中山先生就曾经在槟城逗留了2年,还有找出鼠疫疫苗,在哈尔滨拯救了数百万中国同胞的中国鼠疫英雄伍连德医生也是槟城土生土长的华裔。

其三,槟城华裔如今采纳国际化的城市制度。槟城是个和谐,不分彼此文化与宗教的族群大熔炉。因此,槟城的乔治市得以获得联合国教科文组织列为世界文化遗产城,同时拥有全世界最好吃的街边小食。我们是全球首五个退休的首选地。

今天,槟城是全球其中一个电子与电气制造中心,聚集了全球300家国际厂商。槟城已经是一个工业化州属,主要依赖制造业与服务业。槟城更是外资热门的投资地点,贡献了马来西亚三份之一的贸易顺差及马来西亚四份之一的出入口分额。槟城是开放经济,而中国是槟城最大的贸易伙伴。

槟城期许成为一个国际智慧型城市,一个投资者、游客及商人青睐的所在地。为了实现目标,我们必须要有一座清洁、安全及健康的宜居城市;拥有世界级的硬体措施;廉洁及良好施政以及高素质教育机构。当然,槟城还有一个绝佳优点就是从山峦到洁白沙滩只需10分钟车程,可谓山明水秀。

槟城是个旅游胜地,因为它对外国游客展现包容及友善的一面,让游客享受我们世界级的硬体措施。我们拥有国际海港、机场及宽频网络,甚至在公众场所提供免费无线上网。槟城人多数是拥有多语能力。槟城采纳人才、科技及包容新点子的方式,以创造各种创意与创新的圈子。

今年年底,东盟经济共同体将提供一个6亿2000万人口的市场,及超过2兆美元的国民生产总值。我们希望槟城能成为中国商家扩充及进军东盟事业的大门。槟城是进军全世界最大穆斯林国家—印尼的台阶,同时,我们与泰国及缅甸的地理距离也非常接近。

各位先生女士,槟城坚信制造业、服务业、公共领域,还有公私营合作计划的大汇整能让槟城继续迈步前进。我们欢迎拥有共同利益的各位,基于双赢的方式,成为我们最有生产力的伙伴。最后,我们望能槟城再见,谢谢。
