 Pelancaran Terminal B Rapid Penang Di  Pengkalan Weld

 

Kerajaan Negeri telah merangka satu strategi menyeluruh untuk menambahbaik sistem lalulintas dan pengangkutan dengan menjalankan Kajian Pelan Induk Pengangkutan Pulau Pinang yang telah disiapkan pada bulan April 2013. Request for Proposal (RFP) yang bernilai  RM 27 billion untuk menjayakannya telah dipanggil dan akan ditutup pada bulan Februari 2015 untuk memastikan pelaksanaan perakuan-perakuan Pelan Induk Pengangkutan Pulau Pinang. Kerajaan Negeri mengambil inisiatif untuk mewujudkan satu peralihan daripada penggunaan kenderaan persendirian kepada pengangkutan awam untuk menangani masalah kesesakan lalulintas. Strategi ini adalah berpandukan satu sistem pengangkutan yang seimbang (balanced), bersepadu (integrated) serta mampan (sustainable). Dalam soal ini, penggunaan mod pengangkutan bukan bermotor (non-motorised) seperti basikal diberi perhatian bersama.

Rapid Penang memulakan operasi pada 31 Julai 2007 telah menyediakan perkhidmatan bas awam di Pulau Pinang yang efisien, dengan tambang yang berpatutan, selesa, mudah diperolehi dan dapat dipercayai. Setakat kini terdapat 242 buah bas Rapid Penang beroperasi di Negeri Pulau Pinang dan angka ini tidak termasuk perkhidmatan BEST (Bridge Express Shuttle Transit) di antara Seberang Perai dan Bayan Baru sebanyak 17 buah bas dan CAT (Central Area Transit)  di sekitar Tapak Warisan UNESCO George Town sebanyak 5 buah bas.  Kerajaan negeri telah membelanjakan RM 239,000 setiap bulan untuk memberikan perkhidmatan tambang percuma untuk 17 buah bas BEST dan 5 buah bas CAT. Menjelang suku pertama tahun hadapan, dijangka akan adanya tambahan 50 buah bas yang menjadikan jumlah bas Rapid Pinang kepada 400 buah bas.

Kerajaan Negeri juga sentiasa memberi kerjasama kepada Rapid Penang untuk memantapkan lagi operasi mereka. Terminal, hub dan perhentian bas berbumbung baru telah diadakan serta yang sediada sedang dinaiktaraf secara berperingkat. Terminal A Rapid Penang di Pengkalan Weld telah dinaiktaraf dan terminal tambahan iaitu Terminal B telah dibina untuk menampung permintaan dan bilangan bas beroperasi yang semakin meningkat. Hub-hub bas baru telah dibina di Bayan Baru, Bandar Baru Air Hitam dan Teluk Bahang. Kerajaan Negeri juga telah membenarkan Rapid Penang menggunakan tanah yang lebih luas untuk depo dan tempat simpan bas (holding area) mereka di Sungai Nibong memandangkan bilangan bas yang menyediakan perkhidmatan telah bertambah lebih dua kali ganda. Di samping ini, sub-depo baru telah disiapkan baru-baru ini di Pengkalan Weld. Perhentian-perhentian bas berbumbung baru dibina setiap tahun melalui peruntukan kerajaan dan kerjasama pihak swasta.

Terminal B Rapid Penang ini didirikan di atas tanah CMI yang  seluas  3515 meter persegi telah dipajak kepada Syarikat Prasarana Negera Berhad. Terminal ini dapat menambung 12 buah bas dalam satu masa. Selain itu, Terminal B ini dilengkapi dengan paparan skrin LED untuk masa pelepasan dan ketibaan bas-bas Rapid Penang, ciri-ciri OKU serta perhentian teksi. Syarikat Prasarana Negara Berhad juga dalam perancangan untuk membina laluan pejalan kaki berbumbung daripada Terminal A ke Terminal B bagi meningkatkan keselesaan pengguna-pengguna bas.

Perkhidmatan Shuttle Percuma atau lebih dikenali sebagai perkhidmatan bas CAT adalah langkah dan strategi Kerajaan Negeri Pulau Piinang dan MPPP untuk meningkat dan menggalakkan penggunaan pengangkutan awam di Pulau Pinang. Perkhidmatan ini telah disediakan oleh Rapid Penang dan dibiayai oleh MPPP sejak tahun 2009. Pada November 2014, jumlah bas yang disediakan untuk perkhidmatan bas CAT telah bertambah daripada 3 buah bas ke 5 buah bas dan masa perselangan pejalanan telah dikurangkan daripada 20 minit ke 10 minit. Penambahan bilangan bas CAT telah meningkatkan jumlah pengguna bas CAT dan keselesaan penumpang. Mengikut bancian yang telah dijalan pada awal bulan November 2014, terdapat peningkatan sebanyak 15 % bagi penumpang yang menggunakan perkhidmatan bas CAT.

Press statement by YAB Tuan Lim Guan Eng, Chief Minister of Penang at KOMTAR on the 15th of December, 2014.

The State government has facilitated the rehabilitation of Phase 2A of the abandoned Majestic Heights project involving 370 property owners, by successfully procuring PLB Sdn Bhd to agree to rehabilitate the same. This project was abandoned since 1998.

After the announcement of the said rescue project by PLB Sdn Bhd in April this year, the white knight company has now finalised the construction agreement which is to be executed by the purchasers and their subsidiary, PLB KH Bina Sdn Bhd.

Amongst others the pertinent terms in the agreement is that the purchaser will pay a sum of RM10,000.00 to a firm of solicitors which will hold the same as stakeholders, whereby RM5,000.00 will be disbursed to the company upon commencement of works and the balance RM5,000.00 will be disbursed upon completion of the said project. It should be noted the sum of RM10,000.00 was agreed upon after successful negotiation by the State government and the company which had initially proposed RM45,000.00 be paid by each purchaser for the rehabilitation of the said abandoned Phase 2A of Majestic Heights. The total cost involved to revive the said abandoned phase 2A of Majestic Heights stands at RM17 million.

Further, after successful negotiation between the State government and the company, the company has agreed to extend the defect liability period from 3 months to 12 months.

Under the said construction agreement the company has agreed to proceed with the rehabilitation works after a minimum number of 220 purchasers execute the said agreement. The execution of the said agreement between the company and the purchasers which began last Wednesday has todate seen 127 purchasers execute the said agreement.

It is hoped that the remaining purchasers will come forward and execute the said agreement. Towards this end they can do so by coming to the 53rd floor of KOMTAR this coming Wednesday, 17 December 2014 from 2pm until 4pm or make an appointment with the solicitors Salina, Lim Kim Chuan & Co.

The Penang state government views seriously the plight of those purchasers which have become victims of abandoned housing projects and will facilitate to the best of its ability the rehabilitation of such projects in the interests of the said victimised purchasers.

槟州首席部长林冠英于2014年12月15日在槟城光大发表的声明:

槟州政府成功振兴共有370名购屋者的大华高原2A计划,撮成国云集团有限公司振兴这项自1998起即被搁置的房屋发展计划。

国云集团在今年4月份作出宣布后,这家白武士公司目前正敲定将由购屋者及其旗下子公司PLB KH Bina 有限公司的建筑合约。

合约条款当中,包括购屋者只需缴付1万令吉总额给同时代表双方的律师楼,即首批5千令吉在工程启动时,将发放给有关的发展商,余额的5千令吉则将会在有关计划完工后发放。原本国云集团向州政府建议,每一名购屋者需缴交4万5千令吉以复兴大华高原2A房屋发展计划。不过,经过州政府与发展商的谈判后,发展商同意只向每名购屋者征收1万令吉。振兴大华高原2A房屋发展计划,总开销为1千700万令吉。

在州政府的谈判下,发展商也同意将有关计划的缺陷责任期,从原有的3个月延长至 12个月。

在有关的建筑合约下,国云集团同意在收集至少220名购屋者履行协议后,就会执行是项振兴大华高原2A房屋计划的协议。有关公司与购屋者的协议,从上周三起迄今,共获得127名购屋者履行协议。

我们希望剩余的购屋者,能够挺身履行协议。他们可以在本周三(12月17日)下午2时至4时之间到光大53楼与相关的律师安排日期。

槟州政府严正看待被搁置房屋发展计划的事件,并将会竭尽所能,重振这些被搁置的计划,以为被牺牲的购屋者讨回一个公道。

UMNO Cannot Distract Attention From The UMNO Internal Crisis Over 1MDB By Bullying Me With Lies That I Am Trying To Interfere In Islamic Affairs For My Statement That An Islamic Religious Edict Or Fatwa Is Not Applicable On Non-Muslims Because Islamic Law

Press Statement By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 14.12.2014.

UMNO Cannot Distract Attention From The UMNO Internal Crisis Over 1MDB By Bullying Me With Lies That I Am Trying To Interfere In Islamic Affairs For My Statement That An Islamic Religious Edict Or Fatwa Is Not Applicable On Non-Muslims Because Islamic Laws Cannot Be Imposed On Non-Muslims.


The police report lodged by Batu Kawan Umno vice-chief Khairuddin Abu Hassan against 1Malaysia Development Bhd (1MDB) for mismanagement of funds has exposed the intense internal power struggle and crisis within UMNO. UMNO cannot distract attention from the UMNO internal crisis over 1MDB by bullying me with lies that I am trying to interfere in Islamic affairs for my statement that an Islamic religious edict or fatwa is not applicable on non-Muslims because Islamic laws cannot be imposed on non-Muslims.

This position that a fatwa does not apply to non-Muslims is not only human and morally right but also sanctioned by the Federal Constitution and even embodied by the Administration of the Religion of Islam(State of Penang) Enactment 2004. Section 49(1) of the Enactment states that a fatwa shall be binding on every Muslim in the state…, without mentioning non-Muslims, clearly restricting its application on Muslims.

I regret that Home Minister Datuik Seri Ahmad Zahid Hamidi has either been misinformed or is deliberately trying to distort the issue for political gain to raise hatred and threaten me for interfering in Islamic affairs when I have not done so. Instead Ahmad Zahid should be training his guns on MCA for demanding that the Penang state government repeal the Administration of the Religion of Islam(State of Penang) Enactment 2004 to allow the use of Allah by Christians.

Neither DAP nor the Penang state government had ever asked for the repeal of the Administration of the Religion of Islam(State of Penang) Enactment 2004. This inflammatory demand by MCA calling for the repeal of the Islamic Enactment is clearly a definite and serious interference in the administration of Islamic affairs? Why then is there no action or attacks by UMNO on MCA? Clearly UMNO and MCA are playing a double-faced political game of attacking me for being anti-Islam whilst both Gerakan and MCA has even attacked me for being anti non-Muslim for doubling the annual budget’s allocation for Islamic affairs, as compared to the previous BN government.

Non-Muslims and moderate Muslims generally disagree with the BN Federal government’s decision to ban Christians, especially form Sabah and Sarawak who had been praying in Bahasa Malaysia, from using the word Allah. However despite this disagreement, the Penang state government respects the decision made by the Federal Court that the Catholic publication “The Herald”, is forbidden from using the word Allah.

Even though the Penang state government may not agree with the court’s decision, as a government that is run on the basis of respect for the rule of law, the Penang state government will abide by the court decision. This was displayed by our acceptance of the Federal Court’s decision to reject our application to conduct local government elections and return the third vote.

I had responded to MCA’s lies, that the present Administration of the Religion of Islam(State of Penang) Enactment 2004 and the fatwas issued under the Enactment only covers Muslim and is not enforceable on non-Muslims as Islamic laws are not applicable on non-Muslims. Accordingly, any fatwa issued(including those banning the use of certain words) does not apply to non-Muslims and Penang cannot forbid any non-Muslim from using certain words. This legal position has been confirmed by prominent lawyers such as the late Karpal Singh.

I am stating the legal position that the Penang state religious bodies have authority over Muslims, but not non-Muslims. Of course Ahmad Zahid or other UMNO leaders can choose to extend Federal government powers of Islamic laws on non-Muslims if they desire to do so, but their disputed legality can then be challenged and decided in courts. Ahmad Zahid should not try to twist the issue to one of the Penang Chief Minister’s interference of Islamic affairs when it is about stating that the there is no legal authority to apply fatwas on non-Muslims in Penang.

巫统不能利用谎言欺负我来转移视线掩盖巫统本身在一马发展机构的内部危机,他们谎说我企图干预伊斯兰事务,我早前声明伊斯兰法规(FATWA)不适用于非穆斯林身上,因为伊斯兰法不能实施于非穆斯林身上。


峇都加湾巫统副主席凯鲁丁阿布哈山针对一马发展机构的资金管理不当报警,揭露了巫统内部内部激烈的权力斗争及内部危机。巫统不能利用谎言欺负我来转移视线掩盖巫统本身在一马发展机构的内部危机,他们谎说我企图干预伊斯兰事务,我早前声明伊斯兰法规(FATWA)不适用于非穆斯林身上,因为伊斯兰法不能实施于非穆斯林身上。
伊斯兰法规不适用于非穆斯林,这是符合人性及道德权利,联邦宪法及2004年伊斯兰行政法(槟州)也如此阐明。伊斯兰行政法第49(1)条文阐明,伊斯兰法规约束州内所有穆斯林…,并没有提及非穆斯林,很明显地,它只适用于穆斯林身上。

我对于内政部长拿督斯里阿末查希的言论感到遗憾,他可能被错误通知或者为了政治利益故意扭曲这个课题,以引发仇恨及威胁我干预伊斯兰事务,而我根本没有这么做。反之,阿末查希应该要把枪口对向马华,因为马华要求槟州政府修改2004年伊斯兰行政法(槟州),好让基督徒也能使用“阿拉(Allah)”字眼。

行动党或槟州政府从来没有要求修改2004年伊斯兰行政法(槟州)。马华煽动地要求修改伊斯兰条例很明显地是要干预伊斯兰行政事务,为什么巫统不攻击马华,很明显地,巫统和马华在玩弄双面人政治游戏,一方面攻击我反穆斯林,一方面民政党和马华却攻击我反非穆斯林,他们质疑州政府在伊斯兰事务方面的拨款比国阵政府增加两倍。

非穆斯林及中庸穆斯林普遍上不赞同国阵联邦政府禁止基督徒特别是沙巴及砂拉越州在用马来文祷告时使用“阿拉”(Allah)一词。但是,尽管如此,槟州政府尊重联邦法院的裁决,那就是天主教《先驱报》被禁使用“阿拉”一词。

虽然槟州政府不一定同意法庭的判决,做为一个尊崇法治的政府,槟州政府会遵守法庭的决定。从我们接受联邦法院拒绝我们举行地方政府选举、还民第三票的裁决可以知道。

我已经回应马华的谎言,现有的2004年伊斯兰行政法(槟州)及其相关伊斯兰法规只适用于穆斯林,而不能强制于非穆斯林,因为伊斯兰法不适用于非穆斯林。以此类推,任何伊斯兰法规(包括禁止使用特定用词)不能实施于非穆斯林,而槟城也不能禁止任何非穆斯林使用这些用词。数名著名的律师包括已故卡巴星已经肯定这项法律立场。

我要确定的司法立场就是,槟州宗教团体能对穆斯林采用权力,而不是非穆斯林。当然,阿末查希或其它巫统领袖可以选择延伸联邦政府的权力,让伊斯兰法加诸于非穆斯林身上, 但是他们具争议的合法问题可以被挑战及被法庭裁决。阿末查希不应该扭曲课题,诬指槟州首长干预伊斯兰事务,而事实上在槟城根本没有司法机构可以将伊斯兰法规实施于非穆斯林身上。
