Official Opening of PMC Clinical Skills & Education Centre Seberang Jaya

It gives me great pleasure to be here today for the official opening of this new PMC Clinical Skills and Education Centre in Seberang Jaya. I am grateful to the Board of Directors of PMC and the RCSI-UCD Management for the honour they have bestowed on me in inviting me to grace and officiate at the Opening Ceremony of this Centre. I am particularly pleased to welcome our distinguished guests from the Royal College of Surgeons in Ireland and University College Dublin as today is St Patrick’s Day, the National Holiday of Ireland.

Penang has its own St. Patrick Day’s parade that mirrors the fantastic diversity of our ethnicities in our Penang Community. I would like to say “Kayd Meela Fawl che” to everyone which is Irish language for hundred thousand welcomes!

On behalf of the State of Penang, congratulations to Penang Medical College and their joint-owners, the Royal College of Surgeons in Ireland and University College Dublin for their remarkable progress over the years.

I understand that PMC students are exclusively attached to Hospital Seberang Jaya as well as Hospital Pulau Pinang. To have two of the world’s oldest and leading medical schools, RCSI and UCD, approximately 230 years and 160 years respectively, working with local public hospitals through PMC is a great joy for us. Not only will their participation ensure PMC’s graduate doctors are globally recognised but it will also encourage knowledge and expertise sharing to meet the standards of the Irish Medical Council as well as other international standards. It is the State’s expectation for PMC-RCSI-UCD and Hospital Seberang Jaya to continue fostering this close relationship that will benefit not only the community in Penang and Malaysia but also students from all over the world.

As an added bonus, I know that many of PMC’s graduate doctors return to work in Malaysian hospitals and this can only mean the eventual improvement of our healthcare system. This can only further the State’s and Country’s reputation for quality healthcare and advance medical tourism industry.

And this year, for the first time in its history, PMC, RCSI and UCD are offering scholarships amounting to over RM2 million in totals, for Malaysian students applying to enter PMC in September 2015. We look forward to the announcement of the inaugural recipients of these scholarships this year.

It is a great honour for us that PMC students graduate with Irish medical degrees and that PMC is the only medical school outside the EU whose graduates can apply for internship in Ireland. Also, students who have undergone housemanship or internship at any one of our Malaysian Government Hospitals will also be recognised by the Irish Medical Council.

We in Penang gives assurances to two basic rights to education – the right to pursue excellence and get recognition, and the right of freedom of opportunity to be the best we want to be. You are free to be what you are or wear what you like in Penang.

PMC, to date, has more than 1,200 graduates and we expect to see growing international appeal as we move towards achieving global education hub status. Congratulations on the opening of PMC Clinical Skills & Education Centre in Seberang Jaya, as we look forward to the future of PMC.

Terlebih dahulu saya ingin mengambil kesempatan untuk mengucapkan jutaan terima kasih kepada Yang Di Pertua Negeri Pulau Pinang, Tun Yang Terutama (TYT) Tun Dato' Seri Utama (Dr) Haji Abdul Rahman bin Haji Abbas dan Yang Amat Berbahagia Toh Puan Dato' Seri Utama Hajjah Majimor binti Shariff kerana sudi meluangkan masa untuk bersama-sama meraikan Majlis Sambutan Rumah Terbuka Tahun Baru Cina Peringkat Negeri Pulau Pinang 2015. Sesungguhnya kehadiran Tun Yang Terutama dan Yang Amat Berbahagia Toh Puan cukup bermakna dalam menyerikan Majlis Rumah Terbuka kita pada pagi yang mulia ini.

Saya juga ingin mengambil kesempatan untuk mengucapkan jutaan terima kasih kepada Jawatankuasa Penganjur, Pejabat ADUN Seberang Jaya dan Pejabat Setiausaha Kerajaan Negeri yang telah bertungkus- lumus dalam memastikan majlis pada hari ini berjalan dengan lancar dan sempurna.

Sekalung penghargaan juga turut diberikan kepada Perbadanan Pembangunan Pulau Pinang (PDC) kerana berjaya menyiapkan dewan yang tersergam indah ini. Seperti mana yang kita semua sedia maklum, Seberang Perai Arena (SPA) adalah nama yang dipilih bagi menggambarkan lokasi dan tempat dewan ini dan amat bersesuaian kerana di bahagian Pulau kita telah mempunyai Dewan Sri Pinang dan di Seberang Jaya kita mempunyai SPA - Seberang Perai Arena.

Dengan pembinaan sebuah dewan serbaguna yang besar ini, Kerajaan Negeri telah memenuhi aspirasi rakyat terutamanya di Seberang Jaya dengan menyediakan sebuah dewan untuk kegunaan orang ramai. Sebagai sebuah Kerajaan Negeri yang mengutamakan rakyat, kita akan sentiasa mengutamakan projek-projek yang memberi kesan maksima kepada orang awam terutamanya Seberang Jaya yang mempunyai seorang wakil rakyat yang baru dan juga merupakan ahli EXCO Kerajaan Negeri serta Ahli Parlimen Permatang Pauh yang selalu dikenang oleh kita semua. Pembangunan di Permatang Pauh akan berterusan sungguhpun beliau tidak boleh bersama dengan kita pada hari ini.

Pembangunan di negeri ini akan dijalankan secara seimbang dan menyeluruh, bukan sahaja akan tertumpu di bahagian Pulau. Kita percaya pembangunan yang rancak terutama di bahagian Seberang Jaya dan Batu Kawan akan menjadi pemangkin kepada ekonomi Negeri Pulau Pinang pada masa akan datang.

Dalam usaha ini, Kerajaan Negeri telah menaiktaraf Masjid Seberang Jaya yang kini tersergam indah setelah selesai proses pengecatan semula dan diberi pengubahsuaian supaya dapat memberi keselesaan yang lebih baik untuk beribadat. Tidak terhenti setakat itu sahaja apabila Medan Selera Taman Siakap, Seberang Jaya juga telah dinaik taraf oleh MPSP untuk memberikan perkhidmatan dan keselesaan kepada para pengunjung.

Pada hari ini dengan kerjasama Pejabat ADUN Seberang Jaya dan Jawi, kita telah menjemput sebilangan peniaga-peniaga Medan Selera Taman Siakap Seberang Jaya ini untuk membuka gerai di sini untuk memenuhi selera tuan-tuan dan puan-puan selain memberikan peluang kepada peniaga-peniaga kita di Seberang Jaya berkongsikan menu-menu enak ini.

Dalam menghadapi suasana ekonomi dunia yang suram, Kerajaan Negeri komited dan bersungguh-sungguh untuk memajukan lagi ekonomi di Negeri Pulau Pinang. Dengan pengurusan yang baik dan telus oleh pentadbiran sedia ada, Kerajaan Negeri akan mencari jalan dan usaha supaya Pulau Pinang menjadi tempat utama pelabur-pelabur asing ke Malaysia. Pada tahun 2014, jumlah pelaburan telah meningkat kepada RM8.2 bilion daripada RM3.9 bilion pada tahun 2013. Untuk pengetahuan semua, Kerajaan Negeri telah berjaya meningkatkan pelaburan kepada RM48.2 bilion untuk tempoh masa 7 tahun di antara 2008-2014 berbanding dengan 7 tahun sebelumnya pada 2001-2007 sebanyak RM24.8 bilion sahaja iaitu peningkatan lebih 93%.

Kerajaan Negeri akan meneruskan program-program kemasyarakatan yang telah memberi manfaat kepada 1.6 juta rakyat Pulau Pinang tanpa mengira kaum, agama atau latar belakang politik.

Ingatlah kita semua rakyat Pulau Pinang tidak kira bangsa Cina, Melayu mahupun India perlulah menjaga antara satu sama lain, membela antara satu sama lain dan kongsi bersama satu sama lain.

Program pemberian warga emas RM100 telah berjalan dengan lancar sejak dimulakan pada 7hb Mac seperti setiap tahun sebelum ini. Selain itu, program- program “emas” yang lain adalah seperti ibu yang tidak bekerja, ibu tunggal, OKU mahasiswa-mahasiswi, pelajar, kelahiran anak, nelayan, pemandu teksi dan penarik beca. Kerajaan Negeri akan membelanjakan RM117 juta untuk program masyarakat tahun ini atau 12% daripada Belanjawan tahunan iaitu jumlah paling tinggi di antara semua Kerajaan Negeri.

Selain daripada itu, Kerajaan Negeri akan melipatgandakan usaha bersama-sama dengan pihak Polis Diraja Malaysia (PDRM) untuk mempertingkatkan keselamatan di Pulau Pinang kerana imej pelancongan hanya boleh dipertingkatkan apabila negeri kita bebas daripada jenayah.

Akhir kata saya mewakili Kerajaan Negeri Pakatan Rakyat Pulau Pinang ingin mengucapkan Selamat Tahun Baru Cina dan semoga tahun ini akan membawa lebih keamanan, kemakmuran, kesihatan dan kebahagian kepada kita semua.

THE INAGURATION FESTIVAL OF INDIA IN MALAYSIA 2015

DURING THE INAGURATION FESTIVAL OF INDIA IN MALAYSIA 2015

On behalf of the State Government and the people of Penang, let me first of all extend a very warm welcome to all of you, especially to His Excellency Shri T.S. Trimurti, High Commissioner of India to Malaysia. I would also like to thank His Excellency for inviting me to this Inauguration of Festival of India in Malaysia 2015 at Penang.

This is the first time the Indian High Commission is organizing the Festival of India together with the Penang State Government. There are four events to be held in Penang which starts from today until April 2015 that includes Photo Exhibition of Chola Temples of India, IT & Space Multimedia Exhibition and Malayalam Film Festival. We must thank to the Indian High Commission to initiate these events which is being organized in several cities across the country especially in George Town which is in the World Heritage listing. The Penang state government is happy to assist in our small way.

As you know, Bharatanatyam is a very special genre of dance. It is the kind of dance that defines the beauty, heritage, history and culture of India, where it comes from. Moreover, as George Town is also a UNESCO Heritage city, rich with music, dance and culture, this event is perfect for Penang.

Since the World Heritage listing of George Town in 2008, Penang has seen a big increase of visitors and tourists both local and from abroad over the last few years. As Penang aspires to be international and intelligent city, we must also host world class events. The Festival of India will go a long way towards Penang taking the initial steps to transform Penang into the music, dance and cultural capital of Malaysia.

As we all know, Penang has many things to offer. We have beautiful heritage buildings, a rich mix of culture and of course, mouth watering foods especially the best street food in the world! Penang has also been chosen as the location for filming not just Asia but also Europe.
Penang has been chosen as the film location for the television drama series Indian Summers following an extensive global search for a suitable site. Indian Summers, was shown to roaring success to 5 million viewers in February in the UK by Channel 4 and has become Channel 4’s best performing drama in more than 2 decades. The first season’s 10-part series cost 10 million pounds, and the second season of filming has been committed for next month.
Indian Summers tells the story of the final years of British colonial rule in India. The fact that it had to be filmed in Penang, is another close cultural and historical connect between Penang and India as well as our former colonial master, Great Britain. This shows the state’s international appeal as a UNESCO World Heritage site, her beautiful heritage structures and natural wonders which makes it a home away from home not just for locals but for visitors all over the world whether from Europe or Asia.

Today's event will help to nurture the relationships between Penang and India. Penang is fast becoming a cultural and arts hub in Malaysia with world-class events like month-long George Town Festival, International Jazz Festival and the Tropfest Short Film festival. I hope the Festival of India can grow to be bigger in the years to come and contribute to strengthening the relationship between the people-to-people relationship between Penang in Malaysia and India.


Before I end my speech, I would like to thank everyone involved in organizing the Festival of India 2015, especially to His Excellency, Shri T.S. Trimurti. With that, thank you very much and wish your festival a great success.
