Penang’s Proposed Water Tariff Hike Is To Avoid Water Rationing, Whose Proceeds Goes Towards Government’s Water Projects, Is Different From Sugar Price Hike That Benefits Not The Government But Only Private Cronies.

Penang PR state government’s proposed water tariff hike is intended to avoid carrying out water rationing, where the proceeds goes towards government’s water projects. This is different from sugar price hike that benefits not the government but only private cronies controlling the sugar business. Pro-BN mainstream media has adopted the MCA and Gerakan line of attack on the proposed water tariff hike by equating the water tariff hike to the sugar price hike.
 
Equating the rationale for the water and sugar price hike is illogical and a specious fallacy because the proposed water tariff hike intends to avoid water rationing in the future. The sugar price hike is not to avoid any sugar rationing. When the Federal government decided not to subsidise sugar by removing the 20 cents subsidy, the private cronies controlling the sugar business did not lose a single cent but still recorded profits. These profits continued to be earned at the expense of the people who paid a higher price.
 
On the other hand, any proceeds from the water tariff hike would still belong to the state government and be utilised towards water projects for the people’s benefit. The Penang Water Supply Corporation or PBAPP continues to be the best water supply management I Malaysia with a Non-Revenue Water(NRW) at 17.6% as compared to the national average NRW of 36.4%.
 
I am puzzled by the self-contradictory remarks by Energy, Green Technology and Water deputy minister Datuk Seri Mahdzir Khalid in criticising the increase water tariff to curb water wastage because Penang can adopt the Ministry’s activities to save water. And yet he had admitted that the people are not heeding advice to save water.(see attached)
 
As the state government’s efforts towards curbing water wastage such as education and Water Conservation Surcharge(WCS) to penalise those who waste water over the last 6 years have failed, raising water tariffs is the last resort to avoid water rationing. The photos of consumers suffering from water rationing in Selangor, KL, Johor and Taiping should remind us their hardships, especially on women and the elderly.(see attached)

Climate change may result in a prolonged drought this year. Worse this drought may recur annually for an extended period for 5 years as had happened in Australia. We must remember that the prospect for a drought is very real with the ASEAN Specialised Meterological Centre in Singapore predicting lower rainfall in April to May and a dry spell between June to October this year.
 
The Penang state government stresses that even after we raise water tariffs, Penang will still enjoy the lowest domestic water tariffs in Malaysia. The PBAPP had subsidised nearly RM 70 million last year to maintain the domestic water tariffs to be the lowest in the country at 31 cents for the first 35,000 liters per month.(Trade tariffs are not subsidised) This 31 cents is more than half the national average of 66 cents, with the most expensive water being Johor at 105 cents.
 
I wish to reiterate that families with 8 or more family members, shall be given a 60% discount on WCS beginning 1 May 2014. These large families will need to go to the 9 PBAPP offices in Penang and produce their ICs or other proof of family members to qualify for this discount. 槟城建议调高水价,不能与白糖起价相提并论,前者是为了避免配水并让州政府得以进行水工程,后者没有让政府受益,而是让朋党自肥。亲国阵的主流媒体与马华、民政党的口径相一致,他们将水价上涨相比成白糖上涨。

将调高水价与白糖起价相提并论是不合逻辑及似是而非的谬论,因为水价上涨是为了避免未来需要配水。白糖上涨并不是为了避免配糖的情况。当联邦政府决定不再补贴白糖20仙时,控制白糖的私人公司一分钱都没有损失,反而赚大钱。他们还将继续赚钱,结果是人民需要为他们的利益买单。

另一方面,任何调高水费后所取得的收益,还是归还给州政府,并将之使用在对人民有利的水工程上。槟州供水机构向来是全马最好的水管理机构,槟州无收益水为17.6%,比起全国无收入水36.4%,为全国最低。

对于能源、绿色工艺及水源副部长拿督斯里马兹尔卡立批评槟州调高水价以应付挥霍用水的问题,因为槟城可以采取该部长的措施来节水。然而他也承认人民并没有听取劝告节约用水(看附件)。

由于州政府过去六年一切关于节约用水的教育活动及水源保护附加费的措施皆失败,因为我们不得不调高水价,以避免未来需要配水的问题。消费人在雪州、吉隆坡、柔佛及太平都面对配水的苦恼,这对妇女及老人家都造成不便。(见附件)
 
气候变化将导致今年的旱季延长。更糟的是,这种旱季将在未来5年内每年发生一次,像澳洲那样。我们必须记得这种旱季是现实,新加坡的亚细安专业气象中心预料,4月到5月雨量较少,6月到10月可能再次干旱。

槟城政府强调,就算我们抬高水价槟城依然是全马水价最低的州属。槟城水供机构在去年已经津贴将近7000万令吉,以维持全国最低的家庭用水价格,那就是一个月3万5000令吉31仙。这个31仙是全国平均水价66仙的一半,水费最高的是柔佛105仙。

我也要强调,那些拥有超过8人或以上的家庭,他们将在2014年5月1日开始,获得保护水源附加费60%的折扣。这些大家庭需前往槟城供水机构,出示家庭成员的身份证以获得这项折扣。槟州供水机构总裁加西尼将处理这项机制。

The Penang State Government’s Priority Is To Avoid Any Water Rationing, Where Efficient And Effective Water Supply And Water Demand Management Is Essential.

The Penang state government’s priority is to avoid any water rationing, where efficient and effective water supply and water demand management is essential. For the last 6 years, focus has been on water supply management to meet not only increasing demands from Penang’s growing population but also accelerated development and investment projects. This is proven by Penang’s Non-Revenue Water(NRW) of 17.6%, the lowest in the country, as compared to the national average of 36.4%.
 
There is no doubt that the pace of development in Penang over the last 6 years is more than the previous 18 years. Penang as a location of choice for investment is demonstrated by being the top FDI recipient in Malaysia for the period of 2010 to August 2013, of RM 19.7 billion or nearly 20% of Malaysia’s total FDI of RM103 billion. Previously Penang was never the top investment state in Malaysia but achieved that distinction twice in 2010 and 2011.
 
Any water rationing would be disastrous not only for residents but also for the business community. Whilst the efficient and effective water supply management has been effective in meeting the growing water needs from 865 million liters per day in 2007 to 1,035 million liters per day(more than 1 billion liters per day) as at March 2014, there must also be efficient and effective water demand management. There can only be so much water sources we can take.
 
Water demand management depends on pricing, water saving features and education. The Penang state government had earlier opted not to increase pricing even though the last time there was a hike in domestic tariffs was in 1993. However the failure of education programs and water conservation surcharge to penalise those who waste water has resulted in Penang recording the highest consumption of 311 liters per capita per day which is nearly 50% more than the national average of 212.
 
Such high water consumption is just not sustainable and if left unchecked would leave Penang no choice but to do water rationing in future. Climate change may result in a prolonged drought this year. Worse this drought may recur annually for an extended period for 5 years as had happened in Australia. We must remember that the prospect for a drought is very real with the ASEAN Specialised Meterological Centre in Singapore predicting lower rainfall in April to May and a dry spell between June to October this year.
 
Let us not forget it is not only Selangor and Johor that are carrying out water rationing. Even the wettest town in Peninsular Malaysia, Taiping,  has started water rationing today. The people of Penang has no choice but to reduce water consumption. If higher water tariffs is necessary to reduce water consumption to avoid water rationing, then the state government will bite the bullet and raise water tariffs.
 
The Penang state government stresses that even after we raise water tariffs, Penang will still enjoy the lowest water tariffs in Malaysia. 槟州政府的首要任务是避免任何配水情况,确保有效率的水源供应及需求管理。过去六年, 我们一直把焦点放在水源供应管理,不只是应付槟城逐年增加的人口,也是为了催化发展及投资项目。由槟州无收入水为17.6%,比起全国无收入水36.4%,为全国最低。

无疑的是,槟城过去6年的发展脚步,快过之前的18年。槟城已经成为投资者的首选地,从2010年到2013年8月期间,我们在招商引资方面是全国冠军,外国投资额达197亿令吉,占了全马外国投资额1030亿令吉的20%。之前,槟城在投资额方面从来没有成为第一名,但是在2010年及2011年都表现杰出。

如果需要进行配水,不只是居民受到影响,商界也会受到影响,当我们有效率及有效力的水供应管理能让我们供应需求,让水供从2007年每天提供8650亿公升水源,至2014年3月每天1亿3500万公升(每天超过10亿公升),我们也必须进行有效率及有效力的水需求管理。我们能用的水源是很少的。
 
水需求的管理是根据水价、节水仪器及教育。槟州政府之前已经选择不增加水费,尽管最后一次调整家用水费是1993年。但是,由于教育活动及水源附加费惩戒浪费水源人士的失败,导致槟城的每日人均用水量达311公升,比全国每日人均用水量212公升高出50%.

如此高的水消费不只是无法永续,如果放纵下去,槟城将不能免于配水措施。气候变化将导致今年的旱季延长。更糟的是,这种旱季将在未来5年内每年发生一次,像澳洲那样。我们必须记得这种旱季是现实,新加坡的亚细安专业气象中心预料,4月到5月雨量较少,6月到10月可能再次干旱。

让我们别忘记,不只雪兰莪和柔佛州正进行配水。就连马来半岛雨量最多的城市太平也在今天开始配水。槟城人民没有选择,只能减少用水。如果调高水价是减少用水、避免配水的必要措施,州政府会忍辱负重,调高水价。

PENANG WILL NOT IMPLEMENT WATER RATIONING FOR APRIL BUT IMPLEMENT CONTINGENCY PLANS TO AVOID FUTURE WATER RATIONING IF DRY SEASON CONTINUES.

PENANG, 2/4/2014: The efficient water supply management implemented by Penang Water Supply Corporation or PBAPP has allowed Penang to avoid water rationing in April 2014. If April 2014 proves to be another dry month, the Penang State Government and Perbadanan Bekalan Air Pulau Pinang (PBAPP) will implement a contingency action plan to avoid water rationing by further upgrading our existing efficient water supply management and implementing water demand management measures.

Amongst the water supply management includes:-
1. The Penang State Government will request the Federal Government to initiate cloud seeding to create rainfall in the Muda Catchments to sustain the level of Sungai Muda;
2. The Penang State Government will inform the Water Supply Department (Jabatan Bekalan Air) of the Ministry of Energy, Green Technology and Water (KeTTHA) to request Kedah to release water into the Sungai Muda to sustain a sufficient level for PBAPP to continue drawing water for water supply in Penang. KeTTHA had provided a written guarantee that water will be released from Kedah into the Sungai Muda whenever there is a shortfall, during the construction and defects liability period of the Mengkuang Dam expansion project. The costs of Kedah releasing water into the Sungai Muda, if any, would be borne by the KeTTHA.

SUNGAI MUDA & DAMS STATUS UPDATE

The most critical factor is the levels of Sungai Muda, from which PBAPP extracts more than 80% of Penang’s raw water needs daily.

As of yesterday, the recorded level of the river was 2.69 meters, which is still above the 2.0 meter “Alert Level”. PBAPP continues to draw water from this river today.

Secondly, the effective water capacities for Penang’s three main dams, which serve as strategic drought reserves at 2nd April as compared to [28th March 2014], are as follows:

The Penang State Government and PBAPP will appeal to the people of Penang to urgently conserve water at all costs to prolong dam storage reserves.

CONSERVE WATER NOW

There is a need to implement effective and efficient water demand management. Water consumption in Penang was the highest in Malaysia at 295 litres per capita per day (l/c/d) in 2013. For the first two months in 2014, the figure further increased by 5.4% to 311 l/c/d. This is 46.7% more than the national average of 212 l/c/d.

The state government is concerned that as a result of climate change, the drought we are facing now may not only persist this year but more worryingly may continue over the next few years. As such it is imperative that effective water demand management must be in force.

So far measures by the state government and PBAPP to reduce water demand management has not been successful whether through education or implementing Water Conservation Surcharge to impose penalties for water wastage. As such the Penang state EXCO has decided in our meeting this morning that whilst we will not impose water rationing for April 2014,we accept PBAPP's management's request to actively study increasing water tariffs to reduce water consumption.

In the meantime, we urge Penangites to conserve water and support the drive to avoid water rationing in Penang. Until the wet season arrives and Penang’s raw water situation has stabilised, the public should use water wisely as follows:
1. Avoid using a hose as far as possible. Using a hose wastes water.
2. Wash your car or motorcycle less often. Avoid using a hose. Instead, use a bucket and a damp cloth or sponge to clean your vehicle.
3. Water your plants with a watering can. Avoid using a hose.
4. Sweep your porch or driveway. Avoid using a hose.
5. Fix all leaking taps, pipes or toilet systems immediately.
6. Do not leave any taps running in your home or office.
7. Teach your children to shut taps properly.
8. Use your washing machine only when you have a full load.
9. If you wash clothes by hand, do not leave the tap running. Turn it on only when you rinse.
10. Fill and plug your sink when washing/rinsing food, dishes and cutlery.
11. Mop the floor instead of using a hose or splashing water from a bucket.
12. Turn off the tap while you are brushing your teeth. Turn it on only when it is time to rinse your mouth.
13. Turn off the tap while soaping your hands. Turn it on only when it is time to rinse.
14. Take shorter showers.
15. Turn off the shower when you are soaping your body.
16. Install “double-flush” systems in your toilet. Usually, a “half-flush” does the job.
17. Avoid flushing rubbish down the toilet. Put rubbish in the rubbish bin.
18. Call 04 509 6 509 to report leaks at roadside mains or pipes immediately. The PBAPP Call Centre operates 24 hours a day.

槟州首席部长兼槟州水供机构主席林冠英于2014年4月2日是在槟州发表声明:

槟城将不会在四月实施制水,但是,我们会推行紧急计划,以避免未来旱季持续时需实施配水

由于槟州水供机构(PABPP)在水供方面管理有方,槟城不必在2014年4月制水。如果2014年4月还是旱季,槟州政府及槟州水供机构将推行一项紧急计划,以避免未来旱季时需实施配水,我们将提升现有的有效水务管理并推行水需求管理措施。

上述水供管理措施包括:
1. 槟州政府将会要求联邦政府在慕达储水区进行人工造雨,以维持慕达河的水位。
2. 槟州政府将会通过能源、绿色科技及水源部的水供局,要求吉打放水进入慕达河,以维持足够的水位让槟城供水机构可以继续为槟城提供水源。能源、绿色科技及水源部已经以书面保证,在孟光水坝建造或进行中,只要慕达河缺水,水源将会从吉打释放进入慕达河,如果有任何费用将会由能源、绿色科技及水源部承担。

慕达河及水坝概况更新

目前情况最危急的是慕达河的水位,槟城每天的生水供应80%来自慕达河。

昨天,河流水位为2.69公尺,还没有超过2公尺的警惕线。槟州水供机构将继续从这条河里抽水。

其二,比起2014年3月28日,截至4月2日槟城三个水坝的有效水储量如下:

槟州政府及槟城水供机构将会要求槟州人民节约用水,以延长水坝的储水量。


现在就节约用水

我们有需要推行有效力及有效率的水供管理。2013年,槟城的每日人均用水量达295公升。在2014年首两个月,每日人均用水量增加5.4%至311公升。比起全国每日人均用水量212公升增加46.7%。

州政府担心由于气候变化,我们现在变对的旱季不只发生在今年,而是持续好几年。因此我们认为推行有效的水需求管理是非常重要的。

目前州政府及水供机构的减少水需求管理不太成功,无论是通过教育还是实施附加费以惩罚浪费水的人。槟州行政议会已经在今早决定我们不会在2014年4月进行配水,我们接受槟州水供机构的管理需求,积极地研究调高水费以减少水的消费。

同时,我们促请全体槟城人民保护水源,支持避免制水的举措。直到雨季到来及槟城的生水情况稳定下来,公众应该节约用水如下:
1. 尽量不要用软水管,软水管浪费水。
2. 减少清洗汽车或电单车。避免使用软水管,反之,使用水桶或抹布或海绵来清洗汽车。
3. 以喷壶浇花,避免使用软水管。
4. 清扫走廊或车道,避免使用软水管。
5. 马上修复所有漏水的水龙头,水管及厕所系统。
6. 锁紧所有家居或办公室的水龙头。
7. 教导孩子锁紧水龙头。
8. 在盛满衣服时才使用洗衣机。
9. 如果你用手洗衣,不要让水龙头的水流动。轻洗时才开水龙头。
10. 洗碗碟、食物时将水槽盛满水才清洗。
11. 洗地时抹擦地面,而不是使用软水管或从桶内溅水。
12. 刷牙时关上水龙头,漱口时才开水。
13. 双手涂肥皂时关上水龙头,洗手时才开水。
14. 冲凉时间短一点。
15. 冲凉涂擦肥皂时关掉花洒。
16. 在厕所按装“双冲按纽”系统,通常,“冲半水”就可以了。
17. 别将垃圾冲入厕所内。把垃圾丢入垃圾桶内。
