Sacrifice 1MDB And Not Our Children’s Future To Save Our Jabatan Perkhidmatan Awam(JPA) Scholarships.

As a major exporter of crude palm oil that also relies on oil-related revenues to finance growing expenditures by the Federal Government, Malaysia faces a fiscal crisis with recent drop in oil prices. For this reason, Prime Minister and Finance Minister Datuk Seri Najib Tun Razak is forced to recalibrate the 2016 Budget on 28 January 2016 to make up for the revenue shortfall.

Based on Penang Institute’s statement back in October 2015, it was already expected that the then decrease in oil price would reduce the national coffers from RM64 Billion in 2014 to RM29.4 Billion in 2016. This would translate to crude oil based revenue forming 29 percent of total government revenue in 2014 and a low 13 percent of total government revenue for 2016.

The slump in oil prices will force the Federal government to cut down on the 2016 Federal Budget of RM267 billion but instead of reducing leakages such as corruption, waste and inefficiencies, DAP is shocked that our students’ future is targetted. We should be protecting our top students’ right to higher education scholarships both locally and overseas, as the first bastion for a better future, instead of sacrificing it as the first victim of a weakened economy and poor governance.

Undoubtedly, this move will affect 700 student placements yearly and significantly jeopardises tertiary study opportunities for top students from poor and underprivileged backgrounds. More important however, is the perverse logic behind the Federal Government’s move. On one hand, we are annually ‘surprised’ by the record number of students obtaining straight A’s in major national examinations. On the other hand, why create more ‘candles’ to light the nation only to snuff them out in dark or financially trying times?

DAP urges BN to focus their attention on promoting better governance within the public administration; fishing out and punishing corrupt leaders and office-bearers; curbing unnecessary wastages and suspicious spending as have been emphasised in the yearly Auditor-General’s Reports; stopping funds from disappearing though the many leaking holes in the system; doing away with exorbitant foreign consultancies; delaying mega-projects which will only enhance our federal leaders’ penchant for useless white elephants instead of benefiting the citizens and reducing wasterful government expenditures on private jets or purchasing expensive hotels in London. The Federal government should be sacrificing 1MDB, which caused the RM42 billion scandal, or even exchange the RM2.6 billion donation scandal to save our JPA scholarships for our top students’ and our country’s future.

In contrast, the Penang State Government will not follow the Federal Government’s irresponsible action to destroy our youths’ aspirations and future. Last year, the Penang state government started the RM40 million Penang Future Foundation (PFF), from private contributors to provide Penang and Malaysian top students with local scholarships to local universities.  Focused on science, engineering and technology courses, the PFF will not be cut but continue to provide scholarships for local universities.Interested students are advised to visitwww.penangfuturefoundation.myfor more information on the scholarship and timelines.

为拯救公共服务局奖学金,我们应该牺牲的是一个马来西亚发展机构,而不是我们孩子的未来。

作为毛棕榈油的主要出口国,且依赖石油相关收入来支撑联邦政府不断增加的开支,马来西亚在近期国际油价大跌之际,将面对财政危机。因此,首相兼财政部长拿督斯里纳吉被逼在2016128日提呈附加预算案,以弥补这收入的缺口。

根据槟城研究院在201510月份所发布的文告指出,该院已预测当时的油价下降,将导致我国国库从2014年的640亿令吉,减至2016年的294亿令吉。这将导致在2014年占政府总收入29%的原油收入,在2016年跌剩13%的新低。

油价暴跌逼使联邦政府减少2016年总额2670亿令吉的预算,但政府非但没有减少贪污、挥霍及无效率等浪费,让行动党震惊的是,政府竟然把我们孩子的未来作为削减开支的羔羊。我们理应保护我们优秀生在海内外深造的权益,作为共创美好未来的堡垒,而不是把他们当成国家管理无能、经济衰退的牺牲品。

无疑地,这项举措每年将影响700个学生,很明显地将剥夺贫穷及弱势背景优秀生完成高等教育的机会。更重要的是,联邦政府的不正当逻辑。一方面,我们为每年在国家教育考试全A的学生人数破记录感到“惊讶”,另一方面,为什么点燃了国民的“希望”,却在这种经济不景时期、暗地里将火扑灭?

行动党促请国阵把工作焦点放在促进公共领域良好施政;严惩贪官污吏;遏止不必要的浪费及可疑的开销,正如总稽查司每一年所强调的;阻止资金因为体制内的疏漏而消失;不再聘用收费昂贵的外国顾问;展延那些只是为了撑饱联邦领袖口袋、而不是惠及人民的白象计划;减少使用私人专机或购买伦敦豪华酒店的政府开销。联邦政府已经首先牺牲涉及420亿令吉丑闻的一马发展机构,甚至是26亿令吉捐款丑闻,为我国的优秀生及国家的未来保留公共服务局奖学金。

相反地,槟州政府不是像联邦政府那样不负责任,毁灭年轻人的梦想和未来。去年,州政府开始创建了4000万令吉的槟州未来基金会,我们向私人界筹款,向槟城及马来西亚的优秀生提供进入本地大学的奖学金,上述奖学金首要考虑选读科学、工程及科技相关的学生,政府不会取消这项奖学金,反之我们会继续提供进入本地大学的奖学金。有兴趣的学生可以登录www.penangfuturefoundation.my获取更多详情。

Pada hari ini kita semua akan mendengar satu penerangan berkenaan pelaksanaan Pelan Induk Pengangkutan Pulau Pinang bersama dengan SRS Consortium sebagai rakan penyampaian projek Kerajaan bermula sekarang sehingga tahun 2050. Tuan-tuan dan Puan-puan semua bolehlah mengajukan soalan dan pendapat selepas sesi penerangan ini berlangsung selepas ini.

Kerajaan Negeri sememangnya memandang serius isu kesesakan jalan dan sistem pengangkutan awam di Pulau Pinang semenjak memerintah negeri ini pada tahun 2008. Kerajaan Negeri telah memulakan inisiatif untuk menjalankan kajian menyeluruh berkenaan keadaan semasa sistem pengangkutan dan lalulintas di Pulau Pinang. Pada bulan Mei 2011, Kerajaan Negeri telah memulakan satu kajian yang dinamakan Kajian Pelan Induk Pengangkutan Pulau Pinang (PIP).

Seperti mana yang kita semua sedia maklum, Pulau Pinang kini sedang menghadapi masalah utama yang terdiri daripada 3C iaitu Crime (Jenayah), Cleanliness (Kebersihan) dan Congestion (Kesesakan). Masalah ini makin meruncing dengan kemasukan para pelabur dan pelancong ke negeri ini. Negeri Pulau Pinang telah mencatat pelaburan sebanyak RM48.2 bilion dari tahun 2008-2014 berbanding RM24.9 bilion sahaja pada tahun 2001 – 2007. Peningkatan sekali ganda pelaburan ini turut mendorong pertambahan jumlah pelancong.

Sebagai contoh, Lapangan Terbang Antarabangsa Pulau Pinang (LTAPP) dengan kapasiti 6.5 juta pelancong yang patut dicapai pada tahun 2020 telahpun dicapai pada tahun 2015. Ini menunjukkan Pulau Pinang telah mencapai jumlah pelancong yang begitu memberangsangkan dan mendorong kepada kesesakan lalu lintas yang teruk. Atas sebab itulah, Kerajaan Negeri tidak mempunyai pilihan selain melaksanakan Kajian Pelan Induk Pengangkutan Pulau Pinang (PIP).

Kerajaan Negeri terpaksa memulakan langkah ini setelah Barisan Nasional (BN) enggan menunaikan janji yang dibuat sebanyak 3 kali untuk membina sistem LRT. PIP dengan sistem LRT yang disyorkan di bawah Barisan Nasional (BN) adalah berbeza kerana PIP merangkumi keseluruhan Pulau Pinang di mana ia tidak tertumpu di bahagian Pulau sahaja tetapi merangkumi bahagian Seberang Perai melalui Butterworth, Perai, Seberang Jaya, Bukit Mertajam dan Batu Kawan.

Bernilai hampir RM27 bilion, ia bukan sahaja pemangkin pertumbuhan ekonomi tetapi juga wadah perpaduan rakyat kawasan Pulau dan Seberang.

Kajian PIP ini mengambil masa selama 16 bulan untuk disiapkan sepenuhnya. Kajian ini merangkumi keseluruhan bahagian Pulau dan Seberang Perai. Hasilnya ialah pendekatan seimbang yang menggabungkan pembinaan lebuhraya baru dan pembinaan sistem pengangkutan awam yang berintegrasi. Hasil daripada kajian PIP ini juga terbahagi kepada 5 komponen utama iaitu :

1. Pembinaan Lebuhraya (Highway Strategy)
2. Pembinaan sistem pengangkutan awam (Public Transport Strategy)
3. Kebolehsampaian (Accesssibility)
4. Kajian pengangkutan air (Water Study)
5. Pembangunan institusi (institutional Plan)

Kajian ini telah diterima sepenuhnya oleh Kerajaan Negeri pada 25 Mac 2013 dan telah menjadi dokumen rasmi Kerajaan Negeri untuk dilaksanakan oleh semua agensi serta jabatan yang terlibat. Bermula dari tahun 2013 lagi Kerajaan Negeri telahpun mula melaksanakan strategi di dalam PIP. Ini termasuklah dengan melantik Zenith BUCG pada 6 Oktober 2013 bagi melaksanakan 3 projek lebuhraya dan satu pembinaan terowong bawah laut. Ini merupakan RFP pertama Kerajaan Negeri bagi pelaksanan PIP ini. Selepas itu, Kerajaan Negeri berpendapat bahawa kaedah bagi melaksanakan strategi lain dalam Pelan Induk Pengangkutan Pulau Pinang perlu dijalankan secara menyeluruh. Pada bulan Mei 2014, Kerajaan Negeri bersetuju untuk melaksanakan strategi pelaksanaan PIP menggunakan konsep Project Delivery Partner (PDP). Ini jelas membuktikan Kerajaan Negeri begitu komited untuk melaksanakan projek-projek yang memberi manafaat kepada rakyat Pulau Pinang.

Pada 8 Ogos 2014, Kerajaan Negeri telah mengeluarkan RFP bagi pelaksanaan keseluruhan Pelan Induk Pengangkutan Pulau Pinang. Sambutan yang diberikan amat luar biasa sekali. Sebanyak lebih 50 set dokumen tender telah terjual pada masa itu. Sesi taklimat juga mendapat sambutan yang mana penender memohon pelanjutan masa bagi penyerahan RFP mereka. Pada 16 Februari 2015, tempoh penyerahan RFP telah ditutup. Sebanyak 6 buah syarikat yang mengambil bahagian. Kerajaan Negeri bersama-sama pihak KPMG telah membuat penilaian terperinci terhadap setiap cadangan yang dikemukakan. Ini merangkumi aspek teknikal, kaedah pembiayaan dan tahap kebolehlaksanaan setiap projek yang dicadangkan. Kerajaan Negeri mengambil masa selama 6 bulan bagi menilai dan memilih penender yang berjaya.

Tanggal 14 Ogos 2015, secara rasminya Kerajaan Negeri mengumumkan melantik SRS Consortium sebagai PDP bagi pelaksanaan keseluruhan strategi Pelan Induk Pengangkutan Pulau Pinang bermula sekarang sehingga tahun 2065 (50 tahun perancangan). Dengan pelantikan ini Kerajaan Negeri akan bekerja dengan lebih rapat bersama pihak SRS Consortium bagi memuktamadkan perjanjian fasa pertama pelaksanaan yang dijangka akan ditandatangani pada bulan Jun 2016. Ini termasuklah memuktamadkan jajaran LRT, Sky Cab dan Terowong bawah laut di persiaran Gurney. Fasa pertama pembinaan dijangka akan bermula pada tahun 2017 dan mengambil masa selama 8 tahun untuk disiapkan. Ini termasuklah menyiapkan 3 lebuhraya dan satu jajaran LRT dari George Town ke Airport.

Pada masa kini, Kerajaan Negeri telah mengorak langkah dengan memulakan sesi penerangan kepada semua pihak yang berkepentingan di Pulau Mutiara ini. Pelbagai sesi telah dijalankan dan akan dirangka bagi memastikan maklumat berkaitan pelaksanaan PIP ini benar-benar sampai dengan tepat kepada semua terutama rakyat Pulau Mutiara. Kerajaan Negeri akan sentiasa update apa jua perkembangan terhadap pelaksanaan PIP dari semasa ke semasa. Jawatankuasa Komunikasi Strategik yang diterajui oleh YB Chow Kon Yeow akan memastikan semua pihak mendapat info yang tepat dan memastikan setiap maklum balas yang diterima diambil kira sebelum keputusan akhir dibuat.

Dari segi pembiayaan kepada PDP pula, Kerajaan Negeri mencadangkan agar kaedah land swap digunakan. PDP telah membuat kajian lokasi yang sesuai adalah di selatan Pulau Pinang. Kawasan ini akan dibangunkan dan semua hasil jualan pembangunan tersebut akan digunakan bagi kos perkhidmatan PDP. Kawasan yang ditambak menjadi hak mutlak kepada Kerajaan Negeri. Kerajaan Negeri juga mempunyai hak bagi memilih kontraktor dan pembekal yang berpotensi setelah dinilai oleh PDP. PDP akan membantu dari segi perolehan setiap projek yang terlibat dari awal hingga semua projek selesai. Sekiranya berlaku apa jua masalah yang timbul, PDP akan tampil untuk menyambung tugas-tugas berkenaan mengikut masa dan kos yang telah ditetapkan di dalam perjanjian kelak. Inilah salah satu faedah konsep PDP ini digunapakai oleh Kerajaan Negeri. Akhirnya nanti semua projek yang dirancang dapat diterjemahkan dan dapat dinikmati oleh semua rakyat Pulau Mutiara.

SRS Consortium akan memberikan penerangan lanjut mengenai pelaksanaan PIP ini sebentar lagi. Tuan/Puan bolehlah membuat pertanyaan terhadap sebarang kemusykilan berkenaan strategi pelaksanaan PIP bermula sekarang hingga tahun 2065.

I wish to congratulate the organizer of this event, the Penang State Housing Committee for organizing this second installment of the Penang International Property Summit, at the SPICE Arena.

This summit is a testament to our motto of being Competent, Accountable and Transparent (CAT), the axis upon which we have administered our state.

The Penang State Government has continued engaging with all stakeholders in the property sector in Penang, from the developer to the consumer.

Since we took over the reigns of administration in Penang in 2008, I am confident that I am correct when I say that there has been much positive changes in Penang, which has made Penang in turn, one of the most attractive states to live in and invest in, where property is concerned.

As a result of our CAT governance, which abhors corruption and which prioritizes good governance and clean leadership, citizens throughout Malaysia and even outside of Malaysia, want a piece of the pie in Penang.

This however, has led to Penang seeing, in the recent years, a rise in property prices. The Penang State Government is clearly aware of this phenomenon and in order not to become the victims of our success, we have prioritized the provision of public and affordable housing to Penangites in particular.

In this regard, I am certain all those attending this Summit, are aware of the various affordable housing guidelines that exists in Penang, whereby incentives are given to developers who partake in the state government’s affordable housing initiative.

I would like to commend the private sector who have joined our initiative, especially having regard to the complete failure by the Federal Government to provide affordable housing to Penang under the various Federally initiated affordable housing programmes.

I remember PM Najib Razak announcing that 9,999 units of affordable housing would be built in the constituency of Air Itam and Air Putih, my constituency on the eve of GE13. Clearly, that proved to be but an empty promise.

To-date, it is disappointing to note that despite Penangites being the third highest tax payer in the country whereby last year alone, we have paid a sum of RM6.3 billion, only a mere 2% of that amount has been re-channeled back to Penang. In any event unfortunately, not a single cent, for public affordable and housing.
This is why a Summit like this, is very important, because the Penang State Government engages with the private sector in its Public-Private Partnership mode, so as to listen to the private sector as to how we can enhance the delivery system of housing in particular, of affordable housing to Penangites.

We are all ears to your constructive suggestions and inputs, and I am confident to say that the said suggestions and inputs will be taken into consideration by the State Government and may be even implemented as policies and guidelines.

This is evidenced by the first PIP Summit held last year, whereby I am certain you are aware, several suggestions and inputs by the private sector had in fact not only been considered, but have been implemented, as you have been briefed just now by YB Jagdeep.

In the last quarter of 2015, the State Government having cognizance of the economic crunch facing developers, have addressed their difficulties by allowing corporate guarantees to be accepted for payments of contributions, as opposed to bank guarantees which was hitherto the practice.

However, in order to curb any form of abuse towards this guideline, we have imposed several strict conditions, which include, amongst others, the requirement for a joint and several guarantee to be submitted by the directors and shareholders of the respective companies and also for a registrar's caveat to be entered into the lands being developed.

This is an example of how the Penang State Government is sensitive to the difficulties being faced by the developers, and it is hoped that by introducing such new measures, they will be able to continue with their affordable housing initiatives, which in turn, will generate economic growth for Penang.

Touching on this aspect, whereby we are sensitive to the needs from the angle of the developers, the Federal Government must forthwith approve all outstanding Advertising Permit and Developers' License (APDL) by Penang developers. By not so approving them, the Federal Government is economically sabotaging, not only developers from Penang but all Penangites as a whole, as the housing industry, as far as any one particular housing development is concerned, involves some 140 industry players.

In my new year’s address, I dubbed 2016 as the ‘Transformational year”. I note YB Jagdeep’s new year’s address where housing was concerned was dubbed ‘The year of delivery of housing in Penang’.

In this regard, when I mention transformation it refers largely to the RM27 billion Transport Masterplan (TMP) – a five-in-one “big bang” approach towards resolving traffic congestion involving buses, taxis, cable-car, watertaxis/ferries and LRT/monorail. It would also encompass transformation in the housing and property sector, whereby we see a realization, commencing this year onwards, of the various people-centric policies that have been introduced by the Penang State Government prior to this.

Although it has been a challenging 2015, and economic pundits prospect that 2016 will be equally if not, more challenging, I am confident that Penang, with its continued vision of being an international and intelligent city, coupled with governance Competency, Accountability and Transparency, will be able to weather 2016, even where the housing and property sector is concerned.

Based on Majlis Bandaraya Pulau Pinang (MBPP) approvals for construction projects, the Gross Development Value was RM RM3,565,075,900.00 in 2014. For the first half of 2015, the GDV of approved projects was RM1,981,540,000.00 clearly indicating that 2015 will easily exceed 2014. This shown that the construction industry is still recording strong growth in Penang despite prevailing economic downturn in Malaysia.

Penang will continue to be an attractive place to invest in and at the same time, the Penang State Government will continue to prioritise the provision of affordable housing to Penangites, so that we will be able to fulfill our aspiration of “Satu Rumah, Satu Keluarga” for Penangites.
