A very good morning to all

The Malaysian Consultative Council of Buddhism, Christianity, Hinduism, Sikhism and Taoism (MCCBCHST) is a non-profit interfaith organisation in Malaysia. Formed in 1983 as the "Malaysian Consultative Council of Buddhism, Christianity, Hinduism and Sikhism", it is composed primarily of officials from the main non-Muslim faith communities in Malaysia and acts as a consultative and liaison body towards more open dialogue and co-operation.

Past 3 years MCCBCHST Penang Branch has been very actively involving into Unity programs and hosted project to preserve and conserve LOVE, PEACE and HARMONY. In 2013 they have hosted two projects Uniform Donation and Inter-Faith Goodwill Dinner, Uniform Donation for less privilege kids from various home, the project took place again in 2014 and they have spent almost RM70,000.00 and Inter-Faith Goodwill Dinner took place in conjunction Hari Malaysia celebration. A unique closed door dinner served only pure vegetarian foods and other programmes will help to tear down the walls of prejudice, discrimination and intolerance.

As for this year 2016 they have projected another new project to preserve and conserve LOVE, PEACE and HARMONY. Sports, yes this year 2016 MCCBCHST had travel extra mileage by using Sport as a platform to create UNITY. The project chairman Mr. Uvarajan Shanmugam, he has put in a great effort in organizing this event. With Good and great team work from our Brothers and Sisters from BUDDHISM, CHRISTIANISM, HINDUISM, SIKHISM and TAOISM, also not forgetting our brothers from the ISLAMIC committee under Dato' Haji Thasleem Mohamed Ibrahim. Even though its Bulan Puasa, We a very delighted to see the commitment from our Muslim brothers so actively involved and making this event more successful and meaningful.

Selamat Petang dan Salam Sejahtera. Saya berasa amat gembira berjumpa dengan anda semua sekali lagi dalam Majlis Pemberian Bantuan Khas kepada:

a) Tadika-Tadika yang diuruskan di sekolah-sekolah Tamil
b) Tabung Khas untuk Jawatankuasa Khas Sekolah-SekolahTamil Pulau Pinang
c) Bantuan Khas kepada sekolah-sekolah Punjabi

Misalnya, keadaan infrastruktur di semua sekolah Tamil di negeri Pulau Pinang kini telah dipertingkatkan berbanding dengan keadaan sebelum 2008. Tidak ada sekolah Tamil di negeri ini yang tidak mempunyai kemudahan-kemudahan asas seperti tandas atau kantin. Malahan semua sekolah Tamil kini dilengkapi dengan kemudahan ICT. Untuk makluman para hadirin, kini kami dalam proses membekalkan kemudahan Kelas 21 Century di semua sekolah Tamil.


Sehaluan dengan itu, kami juga sedang mengambil langkah untuk memastikan bahawa kanak-kanak yang menghadiri sekolah Tamil menikmati kemudahan pendidikan prasekolah yang bermutu tinggi. Untuk mencapai tujuan itulah setiap tahun Kerajaan Negeri Pulau Pinang menghulurkan bantuan kewangan khas kepada semua tadika yang diuruskan di sekolah-sekolah Tamil di negeri ini. Sama seperti dalam kes sekolah-sekolah Tamil, dalam pemberian bantuan ini pun kami tidak mendiskriminasikan antara sekolah penuh kerajaan dan sekolah bantuan modal. Kami memberikan bantuan RM 100,000 kepada semua tadika yang ada dalam 27 sekolah-sekolah Tamil di negeri ini.


Saya dimaklumkan oleh Jawatankuasa Khas Sekolah-Sekolah Tamil Pulau Pinang bahawa bilangan tadika di sekolah Tamil telah meningkat setiap tahun sejak 2012. Misalnya, pada 2012, tadika masih belum lagi dimulakan dalam empat buah sekolah Tamil. Akan tetapi kini bilangan itu telah dikurangkan kepada hanya sebuah sekolah sahaja. Sekolah itu ialah SJKT Subramaniya Barathee.

Atas pemberian tanah secara ehsan oleh Kerajaan Negeri, kini Subramaniya Barathee, yang dahulunya terletak dalam tanah swasta yang luasnya kurang daripada satu ekar, kini memiliki tanah seluas 2.3 ekar.


Jangan lupa bahawa Kerajaan Negeri sedia membantu jika ada permintaan dari pihak sekolah atau pun PIBG untuk membantu memulakan tadika. Kami pernah membantu memulakan tadika di SJKT Rajaji dan SJKT Ladang Transkrian. Kami juga telah membina bilik khas untuk menjalankan tadika di SJKT Ladang Krian dan SJKT Sungai Bakap.


Pada tahun ini, kami sedang membina dua buah bilik kelas dengan serba kelengkapan untuk tadika di SJKT Ladang Malakoff. Tadika ini yang sehingga waktu ini ditempatkan dalam sebuah bangunan yang tidak mempunyai sebarang kemudahan di kawasan luar sekolah akan dipindah ke bangunan baru ini setelah selesai pembinaannya tidak lama lagi.

Jawatankuasa khas Sekolah-Sekolah Tamil Pulau Pinang di bawah Dato' Anbalakan telah membekalkan komputer, printer dan projektor LCD kepada tadika-tadika ini. Selain itu, kami juga memastikan bahawa semua tadika di sekolah Tamil mempunyai Alat Bantu Mengajar (ABM) dan alat permainan yang sesuai bagi kanak-kanak. Kami berharap peningkatan kemudahan ini akan memujuk lebih ramai ibubapa menghantar kanak-kanak mereka ke tadika ini.


Dalam Majlis ini Kerajaan Negeri juga akan menghulurkan peruntukan khas sebanyak RM 90,000 kepada Jawatankuasa Khas Sekolah-Sekolah Tamil untuk menampung kos keperluan-keperluan kontingensi di sekolah-sekolah Tamil dan juga untuk pengembangan pendidikan Tamil di sekolah kebangsaan, sekolah menengah kebangsaan dan institusi-institusi pengajian tinggi di Pulau Pinang.


Selain itu, Kerajaan Negeri juga akan menghulurkan bantuan kewangan kepada tiga buah Pusat Pendidikan Punjabi sebanyak RM 70,000. Kami akan teruskan bantuan tahunan yang diberikan dan harap Kerajaan Persekutuan juga boleh berikan bantuan tahunan kepada Sekolah Tamil dan Punjabi.


Maka, dengan bangganya saya mengumumkan jumlah wang yang diperuntukkan seperti berikut:

1) Tadika RM100,000.00

2) Tabung Khas Jawatankuasa Khas Sekolah-Sekolah Tamil RM90,000.00

3) Sekolah-Sekolah Punjabi RM70,000.00.


Saya berharap peruntukan ini akan digunakan dengan cermat demi membantu memajukan pendidikan Tamil dan Punjabi di negeri Pulau Pinang.

GDVT Engagement with the Industry

On the 18th of September last year, the State Government signed a RM2 million – Penang State Government sponsorship agreement with the Penang Skills and Development Centre (PSDC), to finance the German Dual Vocational Training (GDVT) programme in Penang.

Today, I am very pleased to announce that the programme has been successfully embraced by the manufacturing industry. The manufacturing industry's participation is crucial if we are to succeed in deepening the talent pool for middle managers. German Vocational Training (GDVT) is the best in the world and we are proud to be able to bring it to Penang.

While many businesses in Penang are primarily export focused, many Small and Medium Enterprises (SME) are not. However, SMEs are part of the ecosystem that makes Penang such a powerful industrial cluster. So, in order to remain competitive, businesses have to continue to invest in capital and in talent. Therefore, I am proud to say that the State Government’s sponsorship is open to all companies in Penang, irrespective of whether it is a SME or an MNC. However, only Malaysian students will qualify for the sponsorship and preference will be given to Penangites.

Ladies and gentlemen

Through our website PENANGGDVT.COM, those who are interested can apply online for the programme, and their CVs and personal data will be forwarded to the participating companies. With this, we want to ensure, that the GDVT partner companies have direct access to highly talented trainees in Malaysia that they require.

I am proud to say, that less than a year after signing the sponsorship agreement, we have over 120 students enrolled in current and future batches for our Mechatronics programme. I am also pleased that the success has proven the need for a second programme, which is currently in its approval stages at a federal level. The programme "Precision Machining" is likely to start in September this year.

Ladies and gentlemen.

The German Dual Vocational Training programme in Penang is truly unique within the Malaysian educational system. While being hired by the training company as a regular staff with a monthly salary at the minimum wage of RM1000, the students get trained concurrently at the training institution to enhance their theoretical knowledge. In other words, these fortunate students are paid to study – the tuition fees paid by the State Government and the GDVT companies. In practice, this means that trainees will benefit greatly from the practical exposure primarily from the training and experiences of their senior colleagues, applying their knowledge immediately. As specialists in their own field, they will be able to attract higher pay.

Once again I would like to repeat my encouragement to our local SMEs in becoming a vocational training company along with MNCs.

Ladies and Gentlemen.

Penang's unemployment rate is one of the lowest in Malaysia at 1.5% as at 2014, well below the natural rate of unemployment of 4%. This shows that the labour market in Penang has been very competitive.

I would now like to encourage you here today to share your thoughts and concerns regarding the GDVT programme.

Again, I would like to thank the PSDC very much for organizing this forum here today and all participating companies. Please be assured, that the GDVT programme has the State Government's full support. Let us work together with the Penang State Government and Multi National Corporations (MNCs) together with SMEs as “GDVT corporations” to make our labour force competitive so that Penang remains the premier location to invest, learn, live, work and play. The mere association with being ‘Trained in Penang’ will brand Penang and open up many opportunities.
