During Flag off Ceremony of  Campaign For A Lane (CFAL) TriState @ Juru Auto City

Today we marked a historical day by making the mainland Seberang version of CFAL a reality. This event is sponsored by Ideal Property CFAL (TriState ).

I am happy to know that today we have a total of 1, 907 cyclists on road with us for a 128km TriState Ride today, which will cover Penang, Kedah & Perak. The event will start and end at Juru Auto City.

This year we have a total of 1282 Penangites registered for this inaugural TriState event, followed by Kedah 185, Perak 161, Selangor 128, Wilayah Persekutuan 87 and 20 from overseas.

We thank the title sponsor – Ideal Property again for making our dream of the CFAL TriState ride in Seberang Perai come true! We also wish to thank our co-sponsors Majlis Perbandaran Seberang Perai (MPSP) , LP cycling club and all the volunteers for making this event a success.

This is not a race, please ride safely on the road.

Penang 2015 New Year Message

Penang 2015 New Year Message By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 31.12.2014.

Depending Not On Personalities But Building Institutions Based On Systems, Policies And Principles That Works To Preserve A Prosperous Way Of Life As Well As Spread Opportunities Of Upward Mobility To The Poor, Women And Youth.

The Penang state government wishes to extend our sympathy, support and solidarity to the nearly 250,000 flood victims in the Kelantan, Terengganu, Pahang, Perak, Kedah and Perlis. Despite being a small state, the Penang state government has followed Selangor in donating RM 1.5 million to show our concern and let the flood victims know that they are not alone in their sufferings. We wish to record our deepest appreciation to 1.6 million Penangites who had also generously donated to our fellow Malaysians in their hour of need.

The Penang state government extends our condolences to the families of 162 persons on board the Air Asia flight QZ 8501, which crashed into the Java Sea on 28.12.2014. We also remember those who lost their lives tragically in the two MAS flights MH370 and MH 17 earlier this year. We hope that the real cause of this disasters can be determined and justice done to give closure to the family members.

Whilst Penangites can give our prayers of thanks for being spared the worst flood in Malaysian history, we must not forget victims of a freak storm yesterday in Balik Pulau that damaged 367 houses, especially the 220 houses in Sungai Rusa and 100 houses in Permatang Pasir. State government agencies have responded quickly to normalise the situation and we would assist in repair works.

These disasters remind us all that whilst we are helpless in facing the power and wrath of nature, we can mitigate the adverse impact provided we have an effective mechanism and efficient crisis management. The time has come for good governance to depend not on personalities but building institutions based on systems, policies and principles that works to preserve a prosperous way of life as well as spread opportunities of upward mobility to the poor, women and youth

We should not only be focused about preserving a prosperous way of life that works well for most people who are in secure jobs or retired on adequate pensions but also to spread the opportunities around, especially our youths. For instance, youth unemployment in Spain is 54%, in Italy 44% and in France 25% where the young despair of ever finding work. In Penang, we have a shortage of workers and youths who want to work have no problem getting jobs.

Apart from job opportunities, the Penang state government has worked hard to expand opportunities for young families by providing affordable housing, building 22,545 units whilst the private sector would also contribute a similar number. The largest number ever built by a state government in Malaysian history has resulted in Penang being recognised as the ONLY state in Malaysia offering an almost adequate amount of low-cost housing proportionate to its population. The Malaysian average is 5.5% while Penang is at 13.15% of low-cost unit over total population!

Penang would continue with our golden cash contribution programmes amounting to RM 287 million distributed to more than 200,000 Penangites since PR took power in 2008. In 2015 RM 117 million has been allocated for this social purpose. Penang has also succeeded best in Malaysia in bridging income inequality, with Penang’s Gini Coefficient improving by 12% in only 3 years from 0.42 in 2009 to 0.37 in 2012.

Penang’s investment improved to RM6 billion for the first nine months of 2014, far exceeding the RM3.9 billion for the entire year of 2013. Since PR took power in 2008, Penang has attracted investments of RM40 billion for the 6 year period between 2008-2013, which is 90% higher as compared to RM21 billion for the corresponding period between 2002-2007.

The effort to make Penang the safest state in Malaysia continues with the crime index achieving its Key Performance Indicator(KPI) of declining by 5.3% this year. However there is concern that whilst the crime index has continued to drop every year since 2008, street crime has increased for the first time in 2014. The Penang state government is looking towards marrying policing with technology by implementing cloud computing and Big Data Analytics (BDA).

Finally Penang was granted its overdue city status by the Federal government, joining 12 other towns that have been granted city status earlier. Penang Municipal Council had long ago achieved the minimum qualifying criteria of having a total population exceeding 500,000 people and an annual revenue exceeding RM100 million.

The biggest challenge is still to establish a public transport system to fix up traffic congestion brought about by a vibrant and dynamic manufacturing and tourism sector. In our effort to overcome the Federal government’s stubborn refusal to fulfil its promise to establish a public transport network or even approve the state government’s application for a public transport license, the RM 27 billion Penang Transport Master Plan was launched. We are hopeful that there may be light at the end of the tunnel following the unexpected positive response from all quarters to the RM 27 billon Penang Transport Master Plan.

槟州首席部长林冠英于2014年12月31日在乔治市发表2015年新年献词:

我们不是依赖人治,而是依赖有功能的制度、政策及原则来创建体制,以保留繁荣的生活以及提供向上的机会给贫穷人士、妇女及青年。

槟州政府藉此表达我们对吉兰丹、登嘉楼、彭亨、吉打及玻璃市25万水灾灾民的同情、支持及团结互助。尽管槟州很小,槟州政府也追随雪州的脚步,捐出150万令吉以表达我们的关怀,也让水灾灾民知道他们并不孤单。我们对160万名槟城人在其他国民需要帮忙的时候慷慨伸出援手,表示万分感激。

槟州政府也向亚航客机QZ8501的162名乘客家属致哀,这架客机于2014年12月28日坠入爪哇海域。我们也还记得今年在马航MH370失踪及MH17空难事件中的受害者。我们希望上述两起空难的真相早日水落石出,还家属一个公道。

槟城人可以感恩上天让我们免于马来西亚历史上最严重的水灾,但是千万不要忘记昨天在浮罗山背暴风雨中毁坏的367所房子,特别是双溪鲁沙220所房子及峇东巴西的100所房子。州政府已经迅速反应将规范化灾情,并协助维建工程。

这些灾难提醒我们,纵使我们无力面对大自然的力量及暴怒,如果我们拥有有效的机制及有效率的危机管理,我们可以纾缓不利的局面。是时候不再依赖人治,而是依赖有功能的制度、政策及原则来创建体制,以保留繁荣的生活以及提供向上的机会给贫穷人士、妇女及青年。

我们不能够只是为那些有稳定工作或拥有足够退休金的退休人士保留繁荣的生活,我们也要散布机会特别是给我们的年轻人。例如,西班牙的青年失业率为54%、意大利44%、法国25%,青年都找不到工作而失望。在槟城,我们面对劳工短缺,年轻人想找一份工作并不难。

除了工作机会,槟州政府也努力让年轻家庭拥有可负担房屋,我们正在兴建2万2545个单位,而私人发展商也将兴建部分房屋。槟州兴建的可负担房屋数量之多已经打破各州政府的记录、写下历史,槟州也被认可为全马唯一一个根据人口比例提供适合数量可负担房屋的的州属。马来西亚廉价屋平均比例占人口的5.5%,而槟城的廉价屋占了人口的13.15%。

槟州会继续发放援助金,我们自2008年执政后已经拨出2亿8700万令吉给20万名槟城人。2015年,我们拨出1亿1700万令吉给上述社会福利机制。槟城也成功地缩短贫穷差距,我们的基尼系数改善了12%。从2009年的0.42,下跌至2012年0.37。

槟州的投资也在2014年首9个月达60亿令吉,超越2013年全年投资额39亿令吉。自2008年执政后,在2008-2013年期间,槟城已经吸引了价值400万令吉的投资额,比起2002年-2007年期间所获投资额210亿令吉高出90%。

我们也继续努力,让槟城成为全马最安全的州属,以达到罪案率下跌5.3%的关键表现指标(KPI)。但是,我们关注的罪案率虽然自2008年以来每年下跌,街头罪案在2014年却是第一次增加。槟州政府正寻求方案,将警力与科技结合,采用云端电脑系统及Big Data Analytics (BDA).

最后,槟岛终于获得联邦政府升格为市,成为其它12个升格为市的城市之一。槟岛市政厅很早以前就符合两项最低标准,即超过50万人口及年收入超过1亿令吉。

接下来,最大的挑战还是公共交通系统,以解决州内活跃的制造业及旅游业带来的交通阻塞问题。在我们努力克服联邦政府固执地拒绝履行承诺建立公共交通系统、甚至不愿批准州政府的公共交通执照申请的困难下,我们推介了总值270亿令吉的槟州交通大蓝图。随着各界人士对于270亿令吉的槟州交通大蓝图出乎意料之外的乐观, 我们希望交通问题终见希望的曙光。

2014 Penang State Government Christmas Message By Penang Chief Minister Lim Guan Eng In Komtar, George Town On 24.12.2014.

Penang Must Prosper To Prove The Success Of Embracing Moderation Together With Justice, Freedom, And Democracy As A Basis Of Good Governance.

This Christmas is a most challenging one as it forces Malaysians to choose between two groups, one comprising politicians and opportunists against another group comprising political leaders and statesmen. The former take the easy way out by spewing out hatred and lies to preach extremism and racism whilst the latter takes the difficult approach of adopting the straight line by advocating moderation, justice, freedom and democracy.

Non-Muslims and moderate Muslims have courageously stood together for moderation against forces of extremism. For the fight for moderation over extremism to succeed, we need to show that justice only has meaning when there is also justice for the poor, voiceless, ill and the weak.

Freedom is not limited to freedom of the arts or expression but only exists when every person has the freedom of opportunity to fully realise their potential and be the best they want to be. Democracy does not work when it is restricted to holding elections once every five years when we elect our leaders but is continuous daily and includes local government elections, not just state assemblyman or Members of Parliament.

Penang must prosper to prove the success of embracing moderation together with justice, freedom, and democracy as a basis of good governance. This year our investment figures of RM6 billion for the first nine months of 2014 have exceeded the RM3.9 billion for the entire year of 2013. Since PR took power in 2008, Penang has attracted investments of RM40 billion for the 6 year period between 2008-2013, which is 90% higher as compared to RM21 billion for the corresponding period between 2002-2007.

Income inequality has improved by comparing Penang’s Gini Coefficient that has improved by 12% from 0.42 in 2009 to 0.37 in 2012. Penang has also dealt with the twin challenges of providing adequate affordable and public housing. In fact Penang PR state government’s efforts has resulted in Penang as the only state in Malaysia offering an almost adequate amount of low-cost housing proportionate to its population. The Malaysian average if 5.5% while Penang is at 13.15% of low-cost unit over total population.

Finally, even though the Federal government’s stubborn refusal to fulfil its promise to establish a public transport network or even approve the state government’s application for a license has once again broken its promise and contributed towards severe traffic congestion. The unexpected positive feedback to Penang state government’s RM 27 billon Penang Transport Master Plan has however given some optimism that a solution may be in sight.

槟城必须要证明秉持温和、正义、自由与民主作为良好施政的基础,才能带来繁荣昌盛。

今年的圣诞节最充满挑战,因为马来西亚人被迫必须在政客及机会主义集团与政治领袖及政治家两方阵营中作出抉择。前者采取捷径,脱口而出尽是憎恨与谎话的极端主义与种族主义言论,后者采纳笔直但艰难之道,秉持温和、正义、自由及民主。

非穆斯林及温和派穆斯林有勇气站在一起反对极端主义的压迫。我们必须起而为贫困者、无声者、病痛者及弱势群体伸张正义,正义才有意义,温和才能战胜极端主义。

自由不仅仅只是艺术或言论自由,唯有每个人拥有获取机会的自由,完全发现自己的潜能,成就自己所向往,最棒的一个人,这才是自由存在的意义。民主不是只局限在每5年举行选举或选出我们的领袖而已,民主是每天都在存续,不只要选出州议员或国会议员,也应该包括地方政府选举。

最后,联邦政府虽然固执的拒绝履行其承诺在槟城建立公共交通运输网,甚至拒绝让州政府申请公共运输执照,违背了其承诺要解决严重的交通阻塞,但槟州政府270亿令吉的《槟州交通大蓝图计划》,则预料之外收到了各方正面回馈,乐观的话或许将能看到一些解决之道的曙光。
