Ladies and gentlemen

Good afternoon.

I would like to thank the E&O Group for hosting this Chinese New Year Open House and giving me the honour to celebrate the festive season with the Tanjung Tokong community.

I still remember when YAB Tuan Lim Guan Eng launched the 4-acre Straits Green public park in 2013 and it has since been the site of many events and activities involving the residents of Seri Tanjung Pinang and the communities surrounding it. Credit must be given to E&O Berhad for not just investing in the landscaping of this beautiful space but also for their continued support in the maintenance and management of the park for the past 6 years.

In 2014, E&O elevated the use of Straits Green by establishing the Think Green Community Education Programme which I had the pleasure of launching. With a focus on engaging the younger generation, the Think Green Programme has successfully nurtured eco-consciousness, healthy living and more importantly a strong sense of community spirit amongst the participating schools.

I am truly impressed to see how this programme has grown over the years, from its initial start with just one school to its current participation of 6 schools with about 950 students benefitting from a whole range of indoor & outdoor programmes. I was informed that recently the Think Green Club of Sekolah Kebangsaan Tanjung Tokong took home the prize for the “Best Co-Curriculum Club 2018”. Kudos to the winning team.

This initiative is a great example of a corporate organization whose ethos is to contribute to positive social change and I applaud E&O for their dedication and commitment in this regard which is also reflective of the support for Penang2030 which I launched last year with an emphasis on improving liveability, the economy, civil participation and balanced development to achieve a "family-focused, green and smart state".

Nurturing our students through eco-consciousness programmes is indeed a step in the right direction to make Penang a green state.

Finally, on behalf of the State Government, I thank the E&O Group for their generosity in contributing RM200,000 towards the Penang State’s Chinese New Year celebration. This is the Group’s 13th consecutive year supporting the State and I would like to encourage other corporate entities to take the lead in giving back to the community through CSR programmes as a framework of your businesses.

Last but not least, it is my hope that the New Year will bring good fortune, good health and lasting happiness to all.

Selamat Pagi dan Salam Harapan.

Saya berasa amat berbesar hati pada hari ini kerana dapat bersama-sama dalam Majlis Pecah Tanah Projek Perumahan Kos Sederhana Rendah (LMC) Pintasan Cecil.

Projek Perumahan Kos Rendah di Pintasan Cecil ini adalah inisiatif Kerajaan Negeri untuk membangunkan lebih banyak rumah mampu milik di Pulau Pinang. Projek ini terletak di atas tanah seluas 2.059 ekar, terdiri daripada satu blok rumah pangsa setinggi 24 tingkat dengan 348 unit rumah kos sederhana rendah dan 9 unit unit kedai akan dibina. Projek perumahan awam atau rumah mampu milik ini dibiayai sepenuhnya oleh Kerajaan Negeri dan PDC telah dilantik sebagai pengurus projek / pemaju yang menguruskan pembangunan projek ini. Kos Pembangunan Kasar (GDC) untuk projek Pintasan Cecil ini adalah sebanyak RM55.9 juta dan kontrak projek ini telah diberikan kepada Kok Aun Engineering Sdn Bhd melalui tender terbuka.

Di samping menyediakan perumahan yang mampu dimiliki oleh rakyat, objektif lain projek ini adalah untuk memindahkan atau menempatkan semula penduduk setinggan di kawasan Pintasan Cecil dan Weld Quay ke pembangunan ini. Kemudahan-kemudahan yang disediakan di dalam pembangunan ini adalah seperti surau, dewan komuniti, kawasan rekreasi, pejabat Pengurusan (M.C Office), pusat pembuangan sampah dan tempat letak kereta di aras podium. Semua kemudahan-kemudahan ini diharapkan dapat memberikan persekitaran yang baik kepada komuniti setempat dan akan memupuk semangat kejiranan yang bersepadu. Ini adalah aspirasi dan komitmen kami untuk membina kediaman yang terbaik dan berkualiti dengan menyediakan kemudahan-kemudahan dan infrastruktur yang lengkap untuk masyarakat. Inisiatif kemudahan ini adalah antara salah satu komitmen yang disenaraikan dalam Visi Penang2030 yang dilancarkan tahun lepas.

Kerajaan Negeri kini mempunyai 22 projek di dalam perancangan, di mana akan terdapat lebih daripada 26,300 unit kos rendah, kos sederhana rendah dan perumahan mampu milik di semua lima (5) daerah di negeri Pulau Pinang. Satu projek telah berjaya disiapkan di mana Sijil Perakuan Siap Dan Pematuhan (CCC) telah diperolehi dan kunci telah diserahkan kepada pembeli pada 7 Mei 2018. Projek tersebut ialah Suria 1, di Bandar Cassia, Batu Kawan. Sementara itu sebanyak 6 projek lain lagi kini dalam pelbagai peringkat pembinaan seperti projek Sandilands Foreshore, The Rise SP Chelliah (DTL), Dua Residensi (DBD), Jiran Residensi (SPU), Permatang Tok Suboh (SPT), Kampong Kepala Gajah (SPS). Baki sebanyak 15 projek lain adalah dalam perancangan.

Pulau Pinang akan meneruskan visinya untuk menjadikan Pulau Pinang sebagai sebuah bandar hijau, pintar dan bertaraf antarabangsa, dengan memberi keutamaan kepada pembinaan perumahan awam dan perumahan mampu milik kepada rakyat di Negeri Pulau Pinang. Semua projek-projek ini adalah satu tanda aras kepada kerajaan negeri yang sentiasa memberi keutamaan kepada kebajikan rakyat.

Pulau Pinang akan terus menjadi negeri yang berdaya saing terutamanya dalam sektor perumahan. Dengan pentadbiran yang cekap, akuantabiliti dan telus, Pulau Pinang pasti akan menjadi destinasi yang popular sebagai sebuah bandar untuk didiami.

Saya percaya pasaran perumahan di Pulau Pinang akan terus berada di tahap yang baik selagi permintaan untuk unit-unit kediaman dari golongan berpendapatan pertengahan atau sederhana dan berpendapatan rendah dipenuhi. Kerajaan Negeri juga yakin bahawa “liveability” itu dipengaruhi oleh kualiti kehidupan yang lebih baik untuk setiap lapisan masyarakat.

Dengan ini, saya dengan sukacitanya merasmikan Majlis Pecah Tanah Projek Perumahan Kos Sederhana Rendah (LMC) Pintasan Cecil, Pulau Pinang.

Ladies and gentlemen

Good afternoon.

It gives me great pleasure to be here for the launching of “Paakumara Teevil Tekumara Talaivan - In The Island Of Betel Nut Trees, There Is A Teak Tree Leader” book. The book is a political biography of Profesor Dr. P. Ramasamy, the first Malaysian of Indian origin to be appointed as a Deputy Chief Minister of Penang in Malaysia.

I wish to congratulate the author, Saudara S. Gunalan for completing the book after conducting interviews and examining materials on Prof. Dr. P. Ramasamy’s social and political contributions. As we all know, Saudara Gunalan is an active DAP member and a journalist with Makkal Osai Tamil daily. He has also served as a Seberang Perai Municipal Councilor from 2012 to 2013.

For about 25 years, Prof. Dr. P. Ramasamy took up matters such as wages and living conditions of the working class and the deprivation suffered by other poorer social segments in Malaysia. I have known Prof. Dr. P. Ramasamy since the time he was a political science lecturer in Universiti Kebangsaan Malaysia (UKM).

He was instrumental in exposing the Selancar Empat incident or the slave labour camp in the early 1980’s where contract workers were exploited by a private contractor in the Felda land settlement in Pahang.

He was also involved in various trade unions and has served as an adviser to the International Labour Organisation (ILO) in the setting up of educational programmes for senior trade unionists.

Profesor Ramasamy was also very much involved in the peace building process in countries like Sri Lanka, Aceh in Indonesia, the Republic of Colombia and Mindanao in the Philippines. He played an active role in the Aceh peace process that eventually led to a peace agreement between the Government of Indonesia and Free Acheh Movement (GAM) on August 15, 2015 after more than three decades of civil war.

In 2006, Prof. Ramasamy was appointed as a Visiting Senior Research Fellow at the Institute of Southeast Asian Studies (ISEAS) in Singapore. While at ISEAS, he edited a book on Rising India and its impact on South East Asian nations. During his tenure in ISEAS, he conducted research on the Chola sea voyages.

As we all know, Prof. Ramasamy was selected as the Deputy Chief Minister (II) of Penang after winning the Batu Kawan parliamentary seat and the Perai state seat in 2008. Since then, I have become much more familiar with him when we were involved in numerous committees and took part in the various decision-making stages concerning the state government.

Prof. Dr. P. Ramasamy chairs the Penang State Executive Committees of Economic Planning, Education and Human Resources Development, Science, Technology and Innovation. He is also the Chairman of Penang STEM Sdn Bhd, an organization formed by the State to play a significant role in creating awareness and access to quality Science, Technology, Engineering and Mathematics (STEM) opportunities and programmes.

We have entrusted Prof. Ramasamy to oversee the efforts and initiatives through public private partnerships to create human talent and to boost the Technical and Vocational Education and Training (TVET) for students and youths in Penang.

Prof. Ramasamy is always committed to social justice and has deep concern for the socioeconomic issues that affect the Indian community on matters such as education, employment and cultural rights.

For the past ten years, Prof. Ramasamy in his position as the Chairman of the Penang Hindu Endowments Board (PHEB) and the Penang State Special Committee for Tamil Schools have brought about positive changes for the Indian community and for the betterment of Tamil Education in Penang.

I believe that this book which depicts the political biography of YB. Prof. Dr. P. Ramasamy will inspire the younger generations to come forward and serve Malaysians selflessly, especially those in the marginalized segments.

Let me take this opportunity once again to congratulate S. Gunalan for taking this great effort.
