Resolve Malaysia’s Education Crisis By Rejecting “One Size Fits All” Uniformity In Favour Of Customization That Returns To The Basic Principles Of Pursuing Excellence And The Teaching Of Cognitive And Non-Cognitive Skills.
Malaysia’s education crisis is in a downward spiral following the latest Organisation for Economic Co-operation and Development (OECD) report on education assessment that only one out of 100 15-year-old Malaysian students able to solve complex problems. We are willing to work together with the Federal government to address the wide disparity between its best and worst performers in order to improve educational standards.
 
The 2012 Programme for International Student Assessment (PISA) put Malaysia again at the bottom 25%, coming in at 39th out of 44 countries, in the test on creative problem-solving. Malaysian students had been assessed by PISA to be 3 years behind the best students in South Korea, Shanghai or Singapore, scoring below average and ranked 52 out of the 65 countries in mathematics, science and reading. What is shocking is that Malaysia is worse than Vietnam of Thailand in science and mathematics.
 
Whilst Malaysia invests more than 20% of our national budget in education, there is no value for money as such investment serves to satisfy the needs of bureaucrats rather than meet the aspirations of the students to acquire knowledge and skills in order to realise their talent and potential. For instance Malaysia spends less than Thailand in education for students in the first ten years of their education from 6 years to 15 years old.
 
Unless there is a mindset shift towards investment in education accompanied by high aspirations as a nation to build on human capital, how can we grow into a high-income developed economy? One solution towards resolving Malaysia’s education crisis is rejecting the stultifying “one size fits all” uniformity in favour of customization that returns to the basic principles of pursuing excellence and the teaching of cognitive and non-cognitive skills
 
The time has come to empower teachers by rewarding the best, getting the best out of them with cognitive and non-cognitive teaching and able to help students who fall behind. Malaysia has no choice but to develop a high-performing education systems that focus on both cognitive (factual knowledge) and non-cognitive (team work, leadership and communication) skills. We cannot permit our education to fail our economy.

Krisis pendidikan Malaysia kian merosot berdasarkan laporan penilaian terkini Organisation for Economic Co-operation and Development (OECD) yang menunjukkan hanya satu daripada 100 pelajar Malaysia yang berusia 15 tahun mampu menyelesaikan masalah yang rumit. Kami bersedia untuk bekerjasama dengan kerajaan Persekutuan bagi menangani jurang perbezaan yang luas antara pelajar terbaik dan yang paling teruk untuk meningkatkan taraf pendidikan.
 
Programme for International Student Assessment (PISA) 2012 sekali lagi meletakkan Malaysia di kedudukan 25% tercorot, pada tangga ke-39 daripada 44 negara, dalam ujian penyelesaian masalah kreatif. Menurut penilaian PISA, murid Malaysia berada 3 tahun di belakang murid terbaik dari Korea Selatan, Shanghai atau Singapura, dengan skor di bawah nilai purata dan menduduki tempat 52 daripada 65 negara dalam bidang Matematik, Sains dan membaca. Apa yang mengejutkan adalah Malaysia adalah lebih teruk berbanding Vietnam dan Thailand dalam bidang Sains dan Matematik.
 
Walaupun Malaysia melabur lebih daripada 20% daripada bajet negara dalam pendidikan, namun hasilnya tidak berbaloi memandangkan perbelanjaan lebih banyak tertumpu bagi memenuhi keperluan birokrat dan bukannya memenuhi aspirasi pelajar untuk memperolehi pengetahuan dan kemahiran bagi merealisasikan bakat dan potensi mereka. Sebagai contoh, Malaysia membelanjakan kurang daripada Thailand pada pendidikan bagi pelajar dalam sepuluh tahun pertama pendidikan mereka dari 6 tahun hingga 15 tahun.
 
Tanpa anjakan pemikiran  ke arah pelaburan dalam pendidikan dan disertai dengan aspirasi tinggi sebuah negara untuk membina modal insan, bagaimana kita boleh berkembang menjadi ekonomi maju dan berpendapatan tinggi? Satu pendekatan ke arah menyelesaikan krisis pendidikan Malaysia adalah menolak keseragaman “satu saiz untuk semua” dan sebaliknya memilih penyesuaian yang berbalik kepada prinsip asas untuk mengejar keunggulan dan pengajaran kemahiran kognitif dan bukan kognitif.
 
Masanya telah tiba untuk memberi kuasa kepada guru-guru dengan memberi ganjaran yang terbaik, mendapatkan yang terbaik daripada mereka dengan pengajaran kognitif dan bukan kognitif agar mereka dapat membantu pelajar yang ketinggalan. Malaysia tidak mempunyai pilihan melainkan membangunkan sistem pendidikan berprestasi tinggi yang memberi tumpuan kepada kemahiran kognitif (pengetahuan fakta) dan bukan kognitif (kerja pasukan, kepimpinan dan komunikasi). Kita tidak boleh benarkan pendidikan menggagalkan agenda ekonomi negara.

拒绝“一体适用”的统一教育制度来解决马来西亚的教育危机,选择定制教育,回到教育的基本原则,追求卓越、认知开发及非认知技能并重的教育。

马来西亚的教育危机正在日趋严重,最新的经济合作及发展组织针对教育所做的报告显示,每100名15岁的马来西亚学生当中,只有一名能够解答复杂的问题。我们愿意与联邦政府一起解决这个最佳表现及最坏表现的鸿沟,以提升教育素质。

2012年国际学生评估(PISA)报告又把马来西亚列入最后25%,我国在创意解决问题方面,在44个国家中排名第39名。我国学生曾被这项评估评为,比起韩国、上海、新加坡最优秀学生的数学、科学及阅读方面落后三年,在65个国家中排名第52名。我国学生的数理科方面比越南及泰国还差。

马来西亚每年的教育拨款超过总拨款的20%,这种投资只是为了满足官僚的需求,而不是启发学生让他们进取知识及技能、发挥所长及潜能,所以不是物有所值。例如,马来西亚在学生首10年(6岁到15岁)的花费比泰国更少。

除非我国转变教育投资的理念、并积极启发全国栽培人才,否则我们要如何成为高收入经济体?其中一个解决我国教育危机的方案就是拒绝“一体适用”的统一教育制度来解决马来西亚的教育危机,选择定制教育,回到教育的基本原则,追求卓越、认知开发及非认知技能并重的教育。

是时候下放权力给教师们,奖励优秀的老师,从中选出认识及非认识教学的优秀老师,由他们来辅助学业进度落后的学生。马来西亚没有选择,必须发展高绩效的教育制度,认知(事实知识)教育及非认知(团队、领导及沟通)技能并重。我们不能允许教育失败导致经济失败。

Appointment of Y. Bhg. Dato' Suppiah Manikam as the Honorary Counsul of the Republic of Poland to Malaysia

It is my pleasure to announce that the Penang State Government warmly welcomes the appointment of Yang Bahagia Dato' Suppiah Manikam as the very first Honorary Consul of Republic of Poland to Malaysia.
The appointment of Dato' Subbiah Manikam signifies the Republic of Poland's desire to enhance its bilateral relations with Malaysia, particularly with Penang.
Dato' Suppiah Manikam's personal merits and his experience as an entreprenuer and philantropist would help to strengthen the people to people relationship between Malaysia and Republic of Poland.
The formation of a new Republic of Poland's Consulate-General office here in Penang is an acknowledgment of Penang's growing importance as an international and intelligent city. As the second city in Malaysia with a UNESCO World Heritage city of George Town, world-class tourist destination and manufacturing cluster in electronics and medical devices.
Penang has what it takes to be a metropolitan habitat that is home to all the nationalities in the world. This can be seen by the present 19 Consul-Generals and Honorary Consuls already in Penang and Poland’s appointment of Dato Suppiah Manikam makes 20 foreign official representatives in Penang.
Penang State Government is fully committed to promoting our bilateral relations, endorsing mutual interests and further strengthening Penang's relations with the Republic of Poland, whereby Penang State wishes to be the gateway for Polish companies who plan to invest in Malaysia.
I am proud to announce that the Penang State Government has already agreed to the signing of the “Friendship Cities” project proposal between Krakow City in Poland and Georgetown, Penang. The collaboration between Krakow and Georgetown will be quite unique as both cities are listed in Unesco's World Heritage List. Krakow and Penang, both being a major economical, commercial, cultural and education hub in their respective countries, will greatly benefit from this collaboration.
We can be sure that Dato' Suppiah Manikam will successfully contribute to finding new possibilities in developing economical and cultural ties between Penang and Poland and to give advice and assistance to Malaysians and people of Republic of Poland alike.
I also wish to express my gratitude to His Excellency Adam W. Jelonek for his crucial role in establishing the new Polish Consulate-General office in Penang. I hope our collaboration will be very successful in promoting broad and deep relations between our two countries.

SEMPENA MAJLIS ANUGERAH PELAJAR CEMERLANG STPM TAHUN 2013

PELAJAR CEMERLANG STPM TAHUN 2013

Selamat petang dan salam sejahtera kepada semua.

Terlebih dahulu saya ingin mengucapkan setinggi-tinggi penghargaan dan ucapan terima kasih kepada jawatankuasa pengelola majlis yang bertungkus lumus memastikan majlis pada hari ini dapat dijalankan dengan jayanya.

Berbekalkan maklumat yang diperolehi daripada Majlis Peperiksaan Malaysia, seramai 63  orang calon STPM Pulau Pinang Tahun 2013 yang mendapat keputusan cemerlang 4A atau Purata Nilai Gred Keseluruhan (PNGK) 4.0 dari sekolah-sekolah menengah pelbagai aliran di negeri ini telah dipilih untuk  menerima insentif kewangan beserta sijil dan trofi daripada Kerajaan Negeri Pulau Pinang atas kecemerlangan yang dikecapi anak-anak negeri Pulau Pinang. Jumlah pelajar sedikit berkurang berbanding seramai 72 orang pada tahun 2012.

Kesemua mereka masing-masing akan menerima wang tunai RM600 dan sijil penghargaan.

Seperti mana yang kita semua sedia maklum, kriteria pemilihan dibuat berdasarkan gred purata sekolah yang telah pun diperolehi daripada Majlis Peperiksaan Malaysia. Syabas diucapkan kepada semua pelajar dan sekolah-sekolah  yang berjaya memperolehi keputusan yang cemerlang untuk peperiksaan kali ini. Semoga kejayaan ini akan menjadi pemangkin kepada semua sekolah untuk terus berusaha mencapai keputusan yang lebih cemerlang pada tahun 2013.

Di majlis ini juga, Kerajaan Negeri Pulau Pinang turut akan menyampaikan anugerah wang tunai sebanyak RM600, sijil penghargaan dan trofi kepada 3 pelajar terbaik daripada setiap kaum dan juga pelajar di bawah kategori pelajar istimewa.

3 buah sekolah yang memperolehi keputusan keseluruhan terbaik turut akan diberikan anugerah dalam bentuk sijil  penghargaan dan trofi.

Decentralisation Of Education To Give More Power To Schools To Decide How To Improve On Their Students’ Performance.

Malaysians should be "alarmed" that their children were doing worse in school than children in Thailand and Vietnam, which are poorer than Malaysia. The Programme for International Students Assessment or PISA 2012 ranked Malaysian students at 52 out 65 as compared to Vietnamese students ranking of 17 out of 65.

Malaysia's poor PISA results contradicted BN’s claim that Malaysia has a world class educaton system on par with United Kingdom highlighting instead the weakness of our school system despite education receiving the largest share of national budget annually. Global management consulting firm McKinsey suggested what schools need to do after studying 25 of the world's school systems, including the top performers in PISA tables.

As reported in The Edge, schools need to do three things:
•get the best teachers;
•get the best out of teachers; and
•step in when pupils start to lag behind.

This is where the Malaysian Education Ministry needs to invest in if Malaysia wants to meet its objective of being in the top third in the PISA ranking. Chart 1 shows countries participating in PISA 2012 by performance ranking and their cumulative spending per student (eduex), in comparison to their per capita gross domestic product (pcGDP). Eduex is the total amount spent on education per student in the six to 15 years age range, over a 10 year period. Per capita GDP is often considered an indicator of a country's standard of living.

Almost all of the performers in the top third spend more than 100% in eduex above their pcGDP. The OECD average is 147%. Malaysia on the other hand is at the bottom of the PISA spectrum and spends the least amount compared with all the countries listed in the chart – a mere 12% on eduex above pcGDP. Even Thailand with a lower pcGDP than us, spends 43%. The highest spender is Slovenia, with 244% on eduex above pcGDP. It is ironic that Malaysia's education budget allocates a huge amount for education, but lags behind on this chart.

Chart 2 shows the per capita GDP trends from 2004 to 2012 of seven countries that participated in PISA 2012. Our pcGDP is within the range of that of Turkey, Poland and Estonia. Estonia and Poland are in the top third tier in their PISA ranking and spend 176% and 188% on eduex over pcGDP, respectively.

If we aim to be in the top third in the PISA ranking, it is apparent that we need to bump up our education expenditure by leaps and bounds. If we need to choose a country we should benchmark ourselves against, it would be Poland. Not only are we within the range of its pcGDP, but Poland's population of 38 million compares with Malaysia's 30 million .

Malaysia must be bold on decentralisation to give more power to schools to make their own decisions based on their local circumstances. Further, schools can be more efficient by grading them on performance and merit which will compel them to seek better trained teachers. Ultimately it is the school teachers that makes the difference and can inspire students towards excellence.

Akhir kata, syabas dan tahniah sekali lagi kepada semua pelajar dan sekolah yang berjaya. Semoga majlis pada petang ini akan menjadi pemangkin semangat kepada semua untuk terus berjuang mencapai matlamat hidup masing-masing.
