  1. 1. Good Morning.


I would like to thank PBAPP for inviting me to officially launch the Bukit Dumbar Reservoir 4, or BDR4, here today.


For the record: the newly formed Penang State Government will continue to prioritise continuous good water supply in our state for the benefit of 1.76 million people who live here, as well as all the businesses that operate here.


We intend to uphold Penang’s good record in water supply. Our long-term goal is to work with PBAPP, the leading water supply operator in Malaysia, to achieve water supply security in Penang until Year 2050.


  1. 2. Looking back in the past 10 years, Penang’s water demand increased by 11.0%, from an average of 744 million litres per day, or MLD, in 2008 to an average of 826 MLD in 2017.


The point I wish to make is this:


Penang’s water demand does not remain the same, year after year. It will continue to grow, in line with population growth and increasing socioeconomic activities.


More people and more businesses will need more water in the future.


Based on PBAPP’s projections, our water demand will reach 1,884 MLD by Year 2050.





  1. 3. As such, PBAPP operates in accordance to an ISO 9001:2015 policy of continual improvement in water supply engineering.


PBAPP continually implements smart and effective water engineering projects and services to ensure water supply sustainability.


In fact, as a responsible water supply operator, PBAPP has been working hard to stay ahead of water demand in Penang. As a result, Penang has achieved a water treatment reserve margin of 34.8% in 2017, the highest in Malaysia.


A high water treatment reserve margin is important. Our high reserve margin means that our risk of a water supply shortage is low.


  1. 4. In this context, we may say that PBAPP is a forward-looking water supply operator. Staying ahead of water demand is important because in the field of water supply engineering, it is always better to be safe than to be sorry.


We must always plan ahead to avoid a water crisis because we do not want the people to suffer. At the same time, we do not want Penang-based businesses to suffer losses.


  1. 5. Accordingly, I am pleased to note that PBAPP has undertaken the following 3 key water engineering projects, with a combined value of RM140.4 million, for the benefit of Penang and its people:


  • The RM125.0 million Butterworth-to-Penang Twin Submarine Pipeline Project which will facilitate more efficient pumping of more treated water from Sungai Dua to this location in the future. This third submarine pipeline project for Penang is scheduled for completion in December 2020;


  • The RM6.1 million Phase 1 of the Penang Water Supply Command Centre in the Sungai Dua Water Treatment Plant that enables real-time monitoring and implementation of daily water supply operations in Penang; and


  • This RM9.3 million BDR4 treated water reservoir which we are launching today.



  1. 6. BDR4 provides the following benefits:


  • Availability of more treated water to meet future water demand

in the southern areas of Penang Island;


  • Enhanced water supply security, 24/7, 365 days a year;


  • Less incidences of water supply interruptions as related to

treated water availability;


  • Lower risks of water shortages, especially during dry seasons;


  • More consistent delivery of water to all supply areas, even

during periods of high water demand.


  1. 7. As mentioned by Dato’ Ir. Jaseni, this new reservoir enhances the assurance of continuous good water supply for about 315,000 people and thousands of businesses located in the southern areas of Penang Island.


  1. 8. In closing, I would like to thank PBAPP for continually investing in water supply engineering projects for the benefit of Penang and its people. Please keep up the good work.

An Evening Up Close with Chief Minister of Penang

Good evening and thank you for taking time from your busy schedule to join us at this event - An Evening Up Close with Chief Minister of Penang tonight. I am pleased to join the business community and state agencies in Penang in this dinner organized by InvestPenang, the State’s investment promotion arm. Also, I hope that everyone present will be able to get updates on the initiatives of the State and to take the opportunity to get to know each other better and network amongst ourselves.


The outcome of GE14 was unprecedented and unexpected. Not only did Pakatan Harapan retain state government, the coalition (Pakatan Harapan) and its allies had also secured 122 or 55% of the 222 parliamentary seats, enabling them to form the Federal government for a fresh 5-year term. The change process which started 10 years ago in Penang and Selangor set examples to the rest of Malaysia that an alternate government based on principles of C-A-T can bring prosper to the rakyat. Thank you for giving us the vote of confidence.


Penang’s robust growth and investment records

Based on Department of Statistics latest data, Penang achieved manufacturing GDP growth of 5.7% in 2017, outperforming our performance of 4.2% in 2016. In terms of services GDP, the state achieved 5.6% growth. All of these achievements are testament of the economic contribution by the multinational companies, local large companies, small and medium enterprises and the State’s dedicated talents. I look forward to working with all stakeholders to continue to propel our twin engines of growth – the manufacturing and services sectors – towards higher value creation and sustainable growth.


Investments and re-investments remain an important trajectory of growth for Penang. It is not difficult to literally get a view of Penang’s industrial success – one will just need to stand at the lobby of this hotel and look out through the glass panel. We are able to see the dynamism of the Bayan Lepas Industrial Park and may even get a glimpse of the emerging Batu Kawan Industrial Park. The job creation, knowledge transfer, residual intelligence and multiplier effect of investments and expansion in Penang’s industry is immense and the spillover effect is large.


In terms of the Global Business Services sector, realizing the increasing needs for MSC office spaces, and with the encouraging demand for the GBS@Mayang, PDC and InvestPenang are working on plans for more MSC status spaces and the announcements on this is expected to be made soon.


The AT Kearney Foreign Direct Investment Index 2018 also indicated that the Asia Pacific region is among the most preferred location of choice for FDI. Penang expects to partake in attracting more investment flow and to continue our efforts to become the preferred destination of choice for investors. After all, in 2017, Penang recorded the largest FDI inflow of MIDA approved manufacturing FDI among states in Malaysia, valued at RM8.5 billion.


In 2017, Penang is also the second top recipient of total manufacturing investment among states valued at RM10.8 billon. Domestic investment also grew steadily by 92% year-on-year to reach RM2.3 billion in 2017. Thank you for making Penang your growth and investment destination.


Penang Transport Master Plan, flood mitigation projects and affordable housing as first 100 days priorities

After the swearing-in ceremony as the fifth Chief Minister of Penang, I made a statement that the first 100 days priorities are to begin our negotiation with the Federal government on the Penang Transport Master Plan, flood mitigation projects and affordable housing. It is important that in the spirit of ‘I Love Penang’, the fruits of growth in Penang must be inclusive and enjoyed by all segments of the society. All these projects will serve as an important continuity to our existing initiatives to make Penang as an international and intelligent city. It is important to continue to attract and retain bright talents to serve the companies in Penang, besides catalyzing continued growth of the State’s economy.


Talent will remain as Penang’s greatest asset. As such, the State government will continue to increase our initiatives to nurture the interest of our young generation in STEM, besides working closely with the Federal government in the issues of education. This will ensure that our new supply of talent will be future-ready to adapt to the needs of the industry, capitalizing also on the 45-year residual intelligence in Penang’s manufacturing industry. The Penang state government has already allocated RM75 million to the Centre of Excellence (COEs) of @CAT Penang (Accelerator for Creative, Analytics and Technology), Penang Skill Development Centre (PSDC), Penang Science Cluster (PSC), Karpal Singh Penang Learning Centre (KSPLC), Tech Dome Penang (TDP), and Penang Digital Library (PDL).



Closing remarks

For 10 years my predecessor YB Lim Guan Eng led a government which was business and investor friendly. Our state agencies were credited for their professionalism, speed and business acumen that secured many investments and high impact projects that propelled the state into new technology.


Under my governance, the state government will continue this momentum to develop Penang into new area of entrepreneurship. Once again, I wish to thank everyone present tonight. To our Muslim friends, Selamat Menunaikan Ibadah Puasa in this Holy Month of Ramadan. Thank you and have a pleasant evening.



Before leaving the stage, I would also wish to take the opportunity to introduce some members of the new EXCO line-up. They are some of the key persons whose portfolio will be closely related to the business community.

Dato’-Dato’/Tuan-Tuan dan Puan-Puan yang saya hormati sekalian



Terlebih dahulu saya ingin menyampaikan penghargaan kepada Yang Berhomat Tuan Lim Guan Eng, Menteri Kewangan Malaysia kerana sudi melapangkan masa untuk menghadiri Majlis Pelancaran “Spiral Bicycle And Pedestrian Bridge” pada pagi yang bersejarah ini.


Spiral Bicycle And Pedestrian Bridge” ini adalah satu-satunya jejantas di Negara Malaysia yang direkabentuk khas dalam bentuk lingkaran untuk memenuhi keperluan pejalan kaki dan penunggang basikal dalam kawasan pembinaan yang terhad untuk menyeberangi lebuhraya.


Saya juga ingin merakamkan ucapan terima kasih ke atas kesudian tuan-tuan dan puan-puan menghadiri Majlis pada pagi ini.



Para Hadirin yang dihormati sekalian,


Sejak Kerajaan Negeri mengambil alih pemerintahan di Negeri Pulau Pinang pada tahun 2008, banyak usaha telah diambil oleh Kerajaan Negeri dan Majlis Bandaraya Pulau Pinang untuk menggalakkan penggunaan basikal dengan hasrat untuk menjadikan Negeri Pulau Pinang sebagai sebuah negeri berbasikal. Sehubungan ini, Pelan Induk Laluan Basikal Pulau Pinang telah dirangka oleh Kerajaan Negeri dan MBPP pada tahun 2010. Dalam pelan induk tersebut, lebih kurang 180 km laluan basikal telah dirancang untuk disediakan secara berperingkat di bahagian Pulau, Pulau Pinang menjelang tahun 2020. Kini, 95% daripada laluan basikal dalam pelan induk ini atau 171 km laluan basikal telah berjaya disediakan.


Salah satu laluan utama yang dikenalpasti dalam Pelan Induk Laluan Basikal Pulau Pinang ‘Coastal Cyling Route’ dari Tanjong Tokong melalui George Town ke Jambatan Sultan Abdul Halim Muadzam Shah. Perancangan laluan ini telah diperluaskan untuk menghubungkannya ke kawasan Zon Perindustrian Bebas Bayan Lepas, Bandar Bayan Baru dan Lapangan Terbang Antarabangsa Pulau Pinang. Sebahagian besar laluan berkenaan adalah laluan basikal kategori satu (1), iaitu laluan basikal yang disediakan secara berasingan dengan jalan raya yang lebih selamat serta selesa digunakan oleh penunggang basikal dan pejalan kaki. Setakat ini, 37.3 kilometer daripada 39.3 kilometer jauh atau 95% laluan basikal ‘Coastal Cyling Route’ telah disiapkan.


Spiral bicycle and pedestrian bridge di Queensbay, Bayan Baru merupakan satu komponen untuk merealisasikan ‘Coastal Cyling Route’ di persisiran pantai timur pulau. Kekangan ruang tanah di tapak serta usaha untuk menggalakkan lebih ramai orang berbasikal dan menikmati pandangan indah dari Spiral Bridge telah membuahkan idea dalam perancangan bentuk jambatan ini. Spiral bridge merentangi Lebuhraya Tun Dr. Lim Chong Eu di depan kilang Intel berserta 2 buah jambatan yang telah dibina merentangi Sungai Nibong Kecil dan Sungai Ara adalah bernilai RM8.9 juta yang dibiayai oleh MBPP. Kerja-kerja pembinaan telah dimulakan pada Julai 2016 dan akan disempurnakan pada hujung bulan ini.



Para Hadirin yang dihormati sekalian,

Selain daripada projek ini, terdapat dua projek laluan basikal juga telah disiapkan pada tahun ini iaitu:

  1. Membina Dan Menaiktaraf Laluan Basikal Dan Pejalan Kaki Dari Straits Quay Ke Padang Kota Lama sepanjang 7.1 km dengan kos sebanyak RM 3.7 juta.
  2. Membina Dan Menaiktaraf Laluan Basikal Dan Pejalan Kaki Dari Queensbay Ke Bayan Baru sepanjang 3.9 km dengan kos sebanyak RM 3.78 juta.

Kesemuanya, jumlah kos projek yang terlibat untuk membiayai ketiga-tiga projek ini adalah RM16.38 juta.


Di samping itu, sistem perkongsian basikal (Link Bike) dengan jumlah 25 stesen telah dibina di kawasan George Town, Tanjong Tokong dan Bayan Baru pada tahun 2017. Ini telah memberi kemudahan kepada penduduk tempatan dan para pelancong untuk menggunakan basikal di Pulau Pinang. Bagi meningkatkan bilangan pengguna basikal di Bayan Baru, stesen-stesen Link Bike telah dipasang di Queensbay Mall dan kawasan Gold Coast. Selain itu, stesen Link Bike juga akan dibina di dalam kawasan Kilang Intel yang dibiayai sepenuhnya oleh pihak Intel untuk menggalakkan penggunaan basikal oleh pekerja syarikat tersebut. Kerajaan Negeri ingin mengucapkan terima kasih kepada pihak Intel dan berharap lebih banyak pihak pengurusan kilang-kilang di Zon Perindustrian Bayan Lepas akan menyahut seruan Kerajaan Negeri.



Para Hadirin yang dihormati sekalian,


Penggunaan basikal untuk perjalanan harian, riadah dan pelancongan telah meningkat sejak beberapa tahun kebelakangan ini melalui usaha-usaha yang diambil oleh Kerajaan Negeri dan MBPP. Ini jelas terbukti daripada peningkatan bilangan kedai yang menjual dan menyewa basikal serta bilangan penunggang basikal yang mengambil bahagian dalam aktiviti dan program yang dianjurkan oleh Kerajaan Negeri dan MBPP.


Oleh kerana sambutan dan permintaan penduduk adalah sangat menggalakkan dalam usaha kerajaan untuk meningkatkan penggunaan basikal yang mesra alam dan sihat, maka Kerajaan Negeri akan terus meluaskan rangkaian laluan basikal untuk kemudahan, keselesaan dan keselamatan penunggang basikal. Perancangan juga sedang dibuat untuk menyediakan laluan basikal di kawasan resab sungai dan mewujudkan trek-trek bukit.


Sebenarnya, menjadikan Pulau Pinang sebuah Negeri Berbasikal adalah impian mantan Ketua Menteri Pulau Pinang dan beliau gemar berbasikal apabila mempunyai masa. Beliau telah banyak berjasa kepada Pulau Pinang dan pencapaian beliau akan dikenang selama-lamanya. Kerajaan Negeri akan memastikan halatuju yang ditetapkan oleh beliau akan diteruskan serta impian beliau untuk menjadikan Negeri Pulau Pinang sebuah Negeri Berbasikal menjadi satu kenyataan tidak lama lagi.


Untuk mengakhiri ucapan saya, saya sekali lagi ingin mengambil kesempatan ini untuk mengucapkan ribuan terima kasih kepada Yang Berhomat Tuan Lim Guan Eng, Menteri Kewangan Malaysia kerana sudi melancarkan bersama “Spiral Bicycle And Pedestrian Bridge” pada pagi ini.
