Speech by Chief Minister of Penang During The 22nd Penang International Ballroom Dancing Championship 2015

Good evening.

Welcome each and everyone of you from 22 countries to the 22nd Penang International Ballroom Dancing Championship – the premier ballroom dancing competition in Malaysia.

Next year, The Penang State Government will host the World Dance Council Professional Latin World Championship on 25th November 2017 at the SP Setia SPICE. This championship was held in Tokyo 12 years ago. With the highest prize money of USD 150,000 (one hundred and fifty thousand) for all the first 24 couples, we expect the participation of the world best competitors from 35 countries.

I am certain the competitors tonight will dance their way into your hearts and delight us with their incredible dance moves.

I commend the Organizing Committee for their hard work and dedication in staging tonight's international event and thank all the sponsors, international adjudicators, competitors, officials and volunteers.

I wish all of you enjoy your stay in Penang tasting the best hawkers food and visiting our UNESCO World Heritage City of George Town.

To everyone here keep your feet on the dance floor but reach for the stars. Good luck!

The Georgetown Literary Festival

Speech by Chief Minister of Penang at The Georgetown Literary Festival

Good evening.

First of all, I would like to extend a warm welcome to all of you to Penang. Today, Penang is proud to host the fifth edition of the Georgetown Literary Festival.

Since its inaugural edition in 2011, the Georgetown Literary Festival has gone a long way in establishing itself as the platform for authors, poets, publishers, readers, and book lovers to share their works, exchange ideas, and discuss literary works.

This three-day festival strives to cultivate creativity and appreciation of literature, encourage freedom of expression, and promote reading habit among Penangites and Malaysians in general.

Once a year, the Georgetown Literary Festival transforms Penang into a global city of ideas, where readers, writers, and book lovers from different parts of the world gather at the heart of Georgetown to engage in deep conversations about their common passion that is literature. The Georgetown Literary Festival is the biggest literary event in northern Malaysia and is an annual literary haven and meeting place for the like-minded.

The theme of this year’s festival, “We Are Who We Are/Are We Who We Are?” couldn’t be more appropriate. Malaysia is at a critical crossroad. As we seek to resolve the current crises and shape a new future, we have to contemplate who we are as a nation, and what we want to become in the future.

We arrive at the idea for the future through our understanding and reflection of the past. We achieve this not by some dictation or submission to the will of the authority, but through careful deliberation and acceptance.

Only in a free and vibrant society, that we can truly achieve such an understanding and arrive at the idea of who we are and who we want to be as a nation and as a people. It is a dangerous thing to ignore our history and identity to the point that they are twisted to fit the interests of the powerful in the present moment. As George Orwell says, “He who controls the past controls the future. He who controls the present controls the past.”

Speaking of George Orwell, we are once again reminded of the power of words contained between the pages of a book. A great book of literature can convey a powerful message which is not possible in other medium of expression.

Maybe it is time for us to read and reread George Orwell’s books. At a time of crackdown on political dissent, strict media control, and manipulation of state machinery, Animal Farm and Nineteen-Eighty-Four are such an accurate depiction of our society and who the Big Brother is. To all those who continue to brave against the tyranny of the authority, including our very own cartoonist Zunar who is slapped with multiple charges for sedition, the words of George Orwell couldn’t be more accurate: “In a time of deceit, telling the truth is a revolutionary act.”

Ladies and gentlemen,

Penang has always been a vibrant place for intellectual discussions, cultural melting pot, and exchange of ideas. For over the past two centuries, Penang has been a cosmopolitan city that attracts and inspires creative intellectuals, artists, and scholars. It was a place of refuge for Dr Sun Yat-Sen, a fertile ground for the Muslim reformist movement known as Kaum Muda, and the birthplace of modern printing presses in Malaysia. In fact, William Roff, a prominent scholar of Southeast Asian history, mentioned that Penang once had more printing presses than the rest of the Malay Peninsular combined!

The state government is committed to revive Penang’s reputation as the birthplace of the intellectuals and a premier literary scene in Asia. We will strive to make literature accessible and enjoyable to the people, and will continue to support this festival for as long as we can.

In this spirit, I would like us to ponder this question, “Are Malaysians reading enough books?” I’m not just talking about reading textbooks or revision books to pass the exams or reading the newspapers. We ought to encourage people to read real books, fiction and non-fiction. We can learn from the experts here today. And do not forget the book stores.

Books are fundamental engines of advancement. Reading is fundamental. It fuels the fires of intelligence and imagination of a child and even adults. Reading is therefore transformative.

That is why the Penang State Government is proud to support the Georgetown Literary Festival. We actively provide a platform and support to both local and international writers, as well as independent publishers and bookstores. In fact, the official bookstore of this festival is Penang Gerak Budaya, an independent bookstore which is situated along Jalan Masjid Kapitan and operated by a handful of dedicated staff and volunteers.

It is important to appreciate our creative talents and pave a way for their success. I hope that this festival sends a loud and clear message that Penang will always be at the forefront of encouraging and supporting creative talents. To all artists, writers, and performers, you have a place here in Penang!

I’m pleased to hear that we have more than 30 writers and 5 special performances throughout the festival. I would also like to thank and congratulate the team behind this festival for putting together such a wonderful literary festival. To all our sponsors, especially Penang Global Tourism, thank you for your generous contribution to ensure the success of this festival.

Ladies and gentlemen, let me end with a quote from A Game of Thrones, “A reader lives a thousand lives before he dies. The man who never reads lives only one.” And if I may add, “a brave man dies but once, a coward dies a thousand deaths – so don't be a coward, just read.

The Launching Of The Official Website Of The German Dual Vocational Training Programme

 The Launching Of The Official Website Of The German Dual Vocational Training Programme

I would like to take this opportunity to thank everyone for including the launch of the official website of the German Dual Vocational Training Programme in Penang into your busy schedules today. In particular, I am very pleased to see representatives of the participating local companies as well as representatives of the training provider, the Penang Skills and Development Centre (PSDC).

The GDVT programme is designed to bolster vocational training in Penang and to up-skill the local workforce with international recognized skills. Today's launch of the GDVT website,, marks an important step to attract the programme to future apprentices.

This programme of an advanced diploma in vocational training is truly unique in Malaysia, because while working at the companies, trainees gain practical knowledge from their senior colleagues and theoretical knowledge at the training provider. Being recognised by the Jabatan Pembangunan Kemahiran (JPK), the GDVT programme is fully integrated into the Malaysian education system. Additionally to that, graduates are rewarded with a German Chamber certificate, which is recognised for its high quality not only in Germany, but also throughout the world.

So far, we have seven companies in Penang joining the programme. Namely: B. Braun, Carsem Malaysia, Dynacraft, Inari, OSRAM, Robert Bosch and Southern Steel. The GDVT introduces the best vocational training in the world to Penang and Malaysia, the secret behind German economic miracle.

The key feature of the programme is WORK, EARN AND LEARN. Apprentices are hired by their host companies and receive remuneration for their work. Theoretical and Classroom training will be held on weekends at the PSDC. Until now, no other programme in Malaysia offers this kind of training.

The State Penang Government supports this program with a RM2 million grant to sponsor between 500 – 600 students on their diploma fees and the agreement with PSDC was inked on 18th of September. We hope that this 42 months advanced diploma course will help to brand Penang's work-force as world-class.

The words "Made in Germany" is identified as a seal for high quality products throughout the world, it is now our aim to establish "Trained in Penang" as a new benchmark for high quality training in Malaysia.

Ladies and Gentlemen.

Through this website, prospective students in Penang and later throughout Malaysia can now apply online for this programme. After uploading your CV and personal details, this information will be distributed through PSDC to the participating companies. After this, the applicants will be assessed for potential employment. The programme has three intakes per year. Each intake is around 20 students but can go up to 30 students. They have 90 students maximum in one year.

As GDVT requires industry training to get 2,000 students participating, this essentially requires either existing employees to be trained and/or new recruits being hired into the companies. Therefore we need more programmes and more participating companies. Currently we only have 7 host companies and 1 programme.

We are also working with representatives from the industry (SAMENTA, FREPENCA, FMM, Chambers of Commerce) and PSDC to have more companies joining the GDVT programme. This website should introduce and raise the awareness of the GDVT programme to school leavers of local schools with interest in technical education.

I am pleased to encourage students and school leavers now, to apply for the second intake in November this year or following intakes next year.

Hopefully this will help Penang to increase our productivity by more than the national average of 2 %. Press Statement By Penang Chief Minister Lim Guan Eng in Komtar, George Town On 24.11.2015.

Would Lim Guan Eng Be Praised For Permitting The Penang State Government To Go Bankrupt For Paying Compensation So As To Stop Reclamation Projects Approved By The Previous BN Government That Will Only Benefit BN Cronies?

Would Lim Guan Eng be praised for permitting the Penang state government to go bankrupt for paying compensation, so as to stop reclamation projects approved by the previous BN government that will only benefit BN cronies?

This would appear to be the conclusion in a malaysiakini columnist endorsing DAP Tanjung Bungah ADUN Teh Yee Cheu for supporting the UMNO motion and the 5 PKR ADUNs led by Ong Chin Wen((Bukit Tengah) and the others Norlela Ariffin (Penanti), Cheah Kah Peng (Kebun Bunga), Dr T Jayabalan (Batu Uban), and Lee Khai Loon (Machang Bubuk) for abstaining from voting. Teh had admitted his mistake and apologised to the party, saying he would return to DAP’s struggle. He added that he accepts any punishment by the party for his mistake and is awaiting disciplinary action.

I do not believe that I was elected to allow Penang to go bankrupt. I am willing to be condemned than praised to keep Penang free from bankruptcy with a healthy surplus for us to undertake investment in building public infrastructure, education and innovation.

The present Penang state government has undergone the bitter and painful experience of paying RM 14.7 million(still unrecovered) for the Tang Hak Ju land scandal incurred by BN and another RM20 million to Boustead Holdings Bhd for reducing the height of their hotel in George Town to 5 storeys from the 12 storeys approved by BN.

Even though BN had approved 3,241 acres of land reclamation, only 744 acres had been reclaimed. Postponing the remainder, especially the Tanjung Pinang land reclamation project by E&O Bhd, could have entailed compensation costs of up to RM1 billion. This may bankrupt the state.

In moving the motion against land reclamation, UMNO ADUN Muhammad Farid Saad did not apologise for being a part of the BN government before 2008, that approved 3,241 acres of land reclamation as compared to 60 acres by the present Pakatan Harapan(PH) state government. Neither did he offer full indemnity from the Federal government to pay back-to-back to the state government for making compensation payments for any cancellation of land reclamation projects by BN. What I find surprising is that some NGO activists, chose to support Farid’s motion and ignore the huge 3,241 acres of land reclamation approved by BN or the possible compensation payouts and lack of indemnity from the federal government.

On the other part of Farid’s motion asking for comprehensive studies, such as Detailed Environmental Impact Assessment(DEIA) studies and conducting public consultation, is quite irrelevant because this is already a legal requirement contained in existing Federal laws. Failure to comply would simply mean that the land reclamation is not allowed to proceed. Further the state government have never shied from conducting public consultations or town hall meetings.

The Difference Is That The PORR Had Not Being Finalised(And Is Never Built Until Today) Unlike The Land Reclamation Projects That Were Approved And Finalised By BN.

Malaysiakini had published a column wondering why veteran DAP leader Lim Kit Siang can ask that BN respects the rights of 2 MCA ADUNs, who abstained against a DAP motion by YB Danny Law in 2002, but his son cannot respect the rights of the PKR 5 to abstain against an UMNO motion. We must remember that the 2 MCA ADUNs were abstaining because they opposed the RM 1 billion Penang Outer Ring Road(PORR) project that were proposed by their own BN government.

The difference is that the PORR had not being finalised(and is never built until today) unlike the land reclamation projects that were approved and finalised by BN.

Now, the UMNO motion proposes to postpone land reclamation approved by BN that could result in compensation to be paid not by BN, but by the present PH state government. This is patently unfair and is the reason why 23 PH state government ADUNs opposed UMNO’s motion. Opposing UMNO’s motion would also show our disapproval of BN approving 3,241 acres for land reclamation. Abstaining or supporting UMNO’s motion would be to let them BN and UMNO off the hook for such failure to protect public interest. Abstaining or supporting UMNO’s motion would also expose the present state government to compensate for postponed land reclamation that may lead to bankruptcy.

Why then should the present state government be compelled to pay compensation for land reclamation approved not by us but by the previous BN government? The PH state government is willing to pay for our own mistakes but not pay for BN’s mistakes and failures, especially when there is no full indemnity by federal government on any compensation paid for postponing or cancelling land reclamation. Failing to protect the interest of the state government from making huge compensation payouts and instead choosing to either abstain or support the UMNO motion, is highly irresponsible.

None of the PKR 5 spoke during the debate and neither did they notify the state government nor the 4 PKR leaders namely Penang Deputy Speaker Dato Maktar Shapee, the 3 PKR EXCOs of Deputy Chief Minister 1 Dato Mohd Rashid Hasnon, Dato Abdul Malek and Dr Afif Bahardin, who had opposed UMNO’s motion. PKR whip Ong Chin Wen can inform a PKR national leader of their intention to abstain, but not his own PKR EXCO or Deputy Chief Minister 1 Dato Mohd Rashid– a vote of no-confidence at his own leaders. There is now widespread confusion as to which PKR is now in charge in the Penang state assembly, the PKR 5 or PKR 4?

Even though such irresponsible actions have caused the confidence of the Penang Pakatan Harapan state government in the PKR 5 and the 1 DAP ADUN, as a reliable and dependable partner to be badly shaken, they remain as Pakatan Harapan government Assemblypersons. At the present moment, their duties as Pakatan Harapan government State Assemblypersons will continue as normal together with their government constituency allocations. The state government will assess their role and performance in government-related tasks.

Adakah Lim Guan Eng mahu dikenang sebagai orang yang membiarkan Kerajaan Negeri Pulau Pinang menjadi bankrap berikutan terpaksa membayar pampasan besar kerana menghentikan projek-projek tebus guna tanah yang telah diluluskan oleh Kerajaan BN dahulu yang hanya menguntungkan kroni-kroni BN?

Nampaknya ini yang menjadi kesimpulan tulisan seorang kolumnis Malaysiakini yang menyokong tindakan seorang ADUN DAP Tanjung Bungah, Teh Yee Cheu, yang memberi undi kepada usul UMNO, dan tindakan 5 ADUN PKR yang berkecuali (iaitu tidak memberi sokongan kepada Kerajaan Negeri Pakatan Harapan Pulau Pinang) sewaktu sidang Dewan Undangan Negeri baru-baru ini.

Lima ADUN PKR tersebut adalah Ong Chin Wen (Bukit Tengah), Norlela Ariffin (Penanti), Cheah Kah Peng (Kebun Bunga), Dr T Jayabalan (Batu Uban), dan Lee Khai Loon (Machang Bubuk).

ADUN DAP Teh telah pun mengakui kesilapannya dan memohon maaf kepada parti serta menjelaskan beliau akan kembali kepada perjuangan DAP. Beliau menambah bahawa beliau rela menerima apa sahaja tindakan daripada parti berikutan kesilapannya, dan kini sedang menanti tindakan disiplin.

Saya tidak percaya bahawa saya dipilih oleh rakyat untuk membiarkan Pulau Pinang menjadi bankrap. Lebih baik saya dikritik daripada dipuji, asalkan saya dapat memastikan Pulau Pinang tidak bankrap, malah dapat terus meningkatkan lebihan hasil ekonomi untuk membolehkan kita melabur dalam pembinaan infrastruktur awam, pendidikan dan inovasi.

Kerajaan Pulau Pinang hari ini telah mempunyai pengalaman yang pahit dan pedih apabila terpaksa membayar pampasan RM14.7 juta (dan masih tidak mendapat pulangan) berikutan skandal tanah Tang Hak Ju yang berpunca daripada perbuatan kerajaan lama BN, dan membayar pampasan RM20 juta kepada Boustead Holdings Bhd kerana mengurangkan ketinggian hotelnya di George Town yang diluluskan oleh kerajaan BN yang terdahulu, daripada 12 tingkat kepada 5 tingkat.

Fakta sebenar tentang usul ADUN UMNO berhubung isu tebus guna tanah

Walaupun BN telah meluluskan 3,241 ekar tanah untuk tebus guna tanah, hanya 744 ekar telah ditebus guna. Menangguhkan yang selebihnya itu, terutama projek tebus guna tanah Tanjung Pinang oleh E&O, boleh menyebabkan Kerajaan Negeri Pulau Pinang terpaksa membayar pampasan sehingga RM1 bilion. Ini boleh menyebabkan Pulau Pinang menjadi bankrap.

Sewaktu mengemukakan usul tentang tebus guna tanah, ADUN UMNO Muhammad Farid Saad tidak pula meminta maaf kepada rakyat Pulau Pinang walaupun beliau sendiri adalah salah seorang wakil Kerajaan Negeri BN sebelum tahun 2008 yang telah meluluskan 3,241 ekar tanah tersebut, berbanding 60 ekar oleh Kerajaan Pakatan Harapan pada masa ini.

Beliau juga tidak menawarkan sebarang ganti rugi daripada Kerajaan Pusat BN kepada Kerajaan Negeri Pulau Pinang jika projek tebus guna tanah tersebut ditangguh atau dibatalkan.

Apa yang mengejutkan saya ialah ada beberapa aktivis NGO yang menyokong usul Farid dengan tidak mempedulikan fakta bahawa tebus guna tanah 3,241 ekar yang begitu besar itu adalah diluluskan oleh kerajaan BN, serta mereka buat-buat tidak nampak tentang ketiadaan pampasan dan gantirugi daripada Kerajaan Pusat BN jika tebus guna tanah ditangguh atau dibatalkan.

Mengenai usul Farid yang meminta dilaksanakan kajian menyeluruh seperti kajian Penilaian Impak Alam Sekitar yang Terperinci (DEIA) serta menjalankan rundingan awam, ia memang sudah menjadi kewajipan undang-undang yang tercatat dalam undang-undang Persekutuan. Jika gagal melaksanakannya, ia bererti tebus guna tanah tidak boleh dilakukan. Kerajaan Negeri Pakatan Harapan Pulau Pinang tidak pernah lari dari tanggungawab untuk mengadakan rundingan awam atau pertemuan dewan orang ramai. Jadi memang tidak ada isu berbangkit dalam hal ini.

Perbezaan di antara PORR dan tebus guna tanah adalah PORR belum dimuktamadkan (dan tidak pernah dibina sehingga hari ini) sedangkan projek-projek tebus guna tanah telah diluluskan dan dimuktamadkan oleh BN

Malaysiakini telah menyiarkan satu kolum yang bertanya tentang pemimpin veteran DAP Lim Kit Siang pernah meminta BN menghormati hak 2 ADUN MCA yang berkecuali terhadap usul DAP oleh Danny Law pada tahun 2002, tetapi Lim Guan Eng tidak boleh menghormati hak 5 ADUN PKR untuk berkecuali dalam isu usul UMNO ini.

Kita perlu ingat bahawa 2 ADUN MCA yang berkecuali pada 2002 itu adalah kerana mereka membantah projek Lingkaran Jalan Luar Pulau Pinang (PORR) bernilai RM1 bilion yang dicadangkan oleh kerajaan BN mereka sendiri.

Perbezaan di antara PORR dan tebus guna tanah adalah PORR belum dimuktamadkan (dan tidak pernah dibina sehingga hari ini) sedangkan projek-projek tebus guna tanah telah diluluskan dan dimuktamadkan oleh BN

Sekarang, usul UMNO mencadangkan supaya ditangguhkan tebus guna tanah yang diluluskan oleh BN yang akan mengakibatkan pampasan dibayar oleh Kerajaan Pakatan Harapan Pulau Pinang, dan bukannya oleh BN.

Ini sangat tidak adil dan inilah sebabnya mengapa 23 ADUN Pakatan Harapan menolak usul UMNO itu. Menolak usul UMNO tersebut juga memperlihatkan pendirian kami yang tidak bersetuju dengan keputusan BN meluluskan 3,241 ekar tanah untuk tebus guna.

Sebaliknya, tindakan menyokong usul UMNO itu atau mengambil sikap berkecuali bererti membiarkan BN dan UMNO lepas dari tanggungjawab mereka, sedangkan merekalah yang sebenarnya gagal melindungi kepentingan orang awam.

Menyokong usul UMNO itu atau mengambil sikap berkecuali juga akan memaksa Kerajaan Negeri sekarang membayar pampasan terhadap penangguhan tebus guna tanah yang bakal membawa kepada bankrapsi.

Dengan itu, mengapa perlu Kerajaan Negeri sekarang dipaksa membayar pampasan untuk tebus guna tanah yang bukan kami yang meluluskannya?

Kerajaan Pakatan Harapan Pulau Pinang sedia bertanggungjawab penuh terhadap kesilapan kami, jika ada, tetapi kami tidak akan menyalahgunakan wang rakyat atas kesalahan dan kegagalan BN, terutamanya apabila tiada gantirugi daripada Kerajaan Persekutuan bagi apa-apa pampasan yang perlu dibayar oleh Kerajaan Negeri apabila menangguh atau membatalkan tebus guna tanah.

Kegagalan melindungi kepentingan Kerajaan Negeri daripada dipaksa membuat bayaran pampasan yang besar serta memilih untuk menyokong atau berkecuali dengan usul UMNO tersebut adalah sangat tidak bertanggungjawab.

Tidak ada seorang pun daripada 5 ADUN PKR yang mengambil keputusan itu berkecuali itu telah bangun untuk membahaskan usul tersebut. Mereka juga tidak memberitahu Kerajaan Negeri atau mana-mana empat pemimpin utama PKR Negeri, iaitu Timbalan Speaker, Dato Maktar Shapee; dan Timbalan Ketua Menteri 1, Dato Mohd Rashid Hasnon, serta Exco-Exco Kerajaan Negeri, Dato Abdul Malek dan Dr Afif Bahardin, yang menolak usul UMNO itu.

Sebaliknya, Ketua Whip PKR Ong Chin Wen hanya memberitahu seorang pemimpin kebangsaan PKR tentang niat untuk berkecuali tetapi tidak pula memberitahu Exco-Exco PKR atau Timbalan Ketua Menteri 1 – seolah-olah ia adalah undi tidak percaya beliau terhadap pemimpin PKR Negeri Pulau Pinang. Kini sudah heboh, siapa sebenarnya yang berkuasa dalam DUN Pulau Pinang, PKR 5 atau PKR 4?

Walaupun tidakan tidak bertanggungjawab itu telah menyebabkan terjejasnya keyakinan Kerajaan Negeri Pakatan Harapan Pulau Pinang terhadap 5 ADUN PKR dan 1 ADUN DAP tersebut, mereka tetap kekal sebagai ADUN Kerajaan Pakatan Harapan.

Buat masa ini, semua tugas mereka sebagai ADUN Pakatan Harapan berjalan seperti biasa bersama dengan peruntukan kerajaan untuk kawasan masing-masing. Kerajaan Negeri akan menilai peranan dan prestasi mereka dalam tugas-tugas yang melibatkan tugasan pentadbiran kerajaan.

法力提呈的动议中亦要求进行全面性的研究,诸如环境影响评估及谘询民意,这显然多此一举, 因为在现有的联邦法令下,一切的填海计划都需要通过公共咨询及详细的环境评估报告这两项必备条件,若无法遵循,计划将无法获得通过。更何况州政府对于举办公众咨询会这件事上,从不规避。

这5名公正党议员当中,并没有任何人参与辩论,也没有任何人知会州政府或4名反对巫统动议的公正党州级领袖,如槟州立法议会副议长拿督玛达、3名公正党的行政议员,即第一副首席部长拿督拉昔、拿督阿都马烈及阿菲夫医生。公正党党鞭王敬文可以知会他们的全国领袖关于他们弃权投票的立场,却不能将此讯息告知他们自身的行政议员或第一副首席部长拿督拉昔-- 这根本就是投不信任票给自己的领袖。现在广泛流传着的混淆是:到底公正党哪一个领袖是负责槟州议会?公正党5人帮还是持有官职的4人帮?
