Members of the Media, Distinguished Guests, Ladies and Gentlemen.

First and foremost, I would like to take this opportunity to congratulate the Penang Art Society for your 66th Anniversary. I would also like to express my heartfelt appreciation to the Penang Art Society for the invitation to grace this significant event. It is indeed a great honour for me in addressing all of you – the men and women gifted in the arts – right now at this very moment.

Penang Art Society officially came into being in 1953, even before the independence of Malaysia, and the Society has since then, proven itself to be a great platform for local and foreign artists to showcase their creations. I must commend the current President, Mr Ch’ng Huck Theng and his committee members for their efforts in taking this society a step further as formerly it was only a society with Chinese members but now it has prevailed to be one that is inclusive of all races that also welcomes foreign international participants. As a result, today, the Penang Art Society is not only the oldest but is also the largest art society in Malaysia with more than 600 members and still growing.

The Penang State Government supports such an effort because it is a step in the right direction to contribute towards the identity of Penang as a melting pot. Looking ahead, I strongly encourage more art exhibitions and events with common themes or interests to be held, as it is a significant way to bring individuals of different backgrounds together and help us all bridge our differences and respect for each other’s choices.

On the other hand, the Penang State Government also supports the Penang Art Society’s endeavour for its expansion to cover six different art forms – music, poetry, painting, engraving, calligraphy, and photography as well as opening its membership to non-artists who have a keen interest in the arts, including art enthusiasts, art professionals, art collectors and supporters. Such an effort, will furthermore, promote better interaction amongst artists, art lovers and art dilettantes

Penang is a renowned tourist destination, but we must keep on striving to improve and create new products for visitors to see and to explore. Besides being conferred the UNESCO World Heritage status, we can all work together to place Penang on the world map as a hub for the arts that displays the creativity and unity of a multicultural community. With this identity, Penang will attract more tourists and we can further promote our state as a model to inspire our very own nation.

Through arts, I hope organisations like Penang Art Society will work endlessly towards the flourishing of our talents in the arts as well as working towards the state government’s aim to promote a conducive environment in which people with different ideas and from an assortment of backgrounds are able to socially assimilate into one melting pot. Let us bring the arts closer to the people and visitors. Together, we can Penang an artistic state full of colours, fun and excitement. My hope is that the arts will emerge as an alternate language of communication for everyone in Penang!

Lastly, congratulations once again to the Penang Art Society for your 66th Anniversary Celebration. My best wishes for your future endeavours in promoting unity and our talents through the arts!

Ladies and gentlemen

Penang Future Foundation is the State Government’s continuous commitment in providing outstanding and deserving Malaysian students with financial support to pursue their tertiary education locally. As Chairman of the PFF Selection Committee, it is my utmost pleasure to note that PFF is now in its 5th year and continues to make a difference in the lives of its scholars.

Following the recently completed 2019 Selection Process and the 2019 PFF Bootcamp, I foresee more exciting times and programmes lined-up for our scholarship recipients. At the same time, the State Government remains hopeful that key industry players will step forward with their generosity and contribute towards making PFF, a sustainable scholarship programme for gifted and deserving students. In the pipeline are plans for a fundraising event to appeal to generous individuals and companies for contributions so that more students will benefit from the Penang State’s scholarships.

In expanding this select community of minds and talents, I have also been informed by the Selection Committee that for the 2019 batch, 25 students have been chosen to receive the Mutiara Scholar award and another 87 students selected for the Penang Scholar award. These two distinct scholarship awards are to provide assistance for those with poor financial background and to encourage the academic high-flyers to maintain strong academic performance.         

The State’s ultimate aim lies in transforming Penang into a talent hub. For this purpose, we recognize that the human talent must be appreciated, nurtured and utilized to its fullest potential. Hence, Penang Future Foundation is designed not only to provide our scholars with opportunities but to also connect our future leaders with Penang’s continuous, unimpeded progress for years to come.

Ladies & gentlemen,

Penang Future Foundation would remain merely as a vision if not for the cohesive support and effort by many parties. This luncheon seeks to recognise the commitment undertaken by the Selection Committee members, as well as the co-interviewers who had taken the time off your busy schedules and supported the State Government in this important initiative. I would also like to thank Intel and Vitrox for hosting our scholars yesterday as part of their exposure to life in industry and Mr. Ng Sang Beng, CEO of Aemulus Corporation Sdn Bhd who had shared his experiences and insights with our scholars this morning as part of the 2019 PFF Bootcamp. Last but not least, thank you to the PFF Secretariat for managing this programme behind the scenes.

Finally, I offer my heartiest congratulations to the 61 PFF Scholars who have successfully graduated. We are very proud of your achievements. I trust you will continue to excel and perform your role in making Penang better. Thank you.

Tuan-tuan dan Puan-puan yang saya hormati sekalian

Selamat Pagi dan Salam Sejahtera.

Terlebih dahulu saya ingin mengucapkan jutaan terima kasih kepada Kementerian Pengangkutan Malaysia dan seluruh agensi yang terlibat dalam memastikan Majlis Pelancaran Pas Mutiara pada pagi ini dapat dijalankan dengan jayanya.

Seperti mana yang dimaklumkan, ini merupakan fasa kedua pas perjalanan tanpa had ini dilaksanakan selepas kejayaan MY50 dan MY100 di Lembah Klang sebelum ini. Saya kira ia adalah hadiah dan kemudahan khusus kepada rakyat Pulau Pinang bagi menikmati perjalanan yang lancar ketika menggunakan perkhidmatan bas (Rapid Penang) atau feri (Rapid Ferry) tanpa perlu bimbang sekiranya tidak mempunyai wang kecil untuk membayar tambang tersebut.

Dengan inisiatif dan usaha dari Kerajaan Persekutuan melalui Kementerian Pengangkutan Malaysia dan Prasarana ini, ia sedikit sebanyak telah membantu Pulau Pinang yang kini dalam rangka untuk menambaik sistem lalu lintas dan pengangkutan melalui pelaksanaan Pelan Induk Pengangkutan (PIP) Pulau Pinang.

Melalui pelan PIP ini, Kerajaan Negeri menyasarkan nisbah 40:60 pengunaan pengangkutan awam dan penggunaan kenderaan persendirian menjelang tahun 2030 dapat dicapai. Selama 11 tahun ini, Kerajaan Negeri telah menjalin kerjasama yang erat dengan Rapid Penang dalam memastikan mutu perkhidmatan yang disediakan seiring dengan permintaan dan keperluan rakyat negeri ini.

Setelah Rapid Penang mengambil alih perkhidmatan bas di Pulau Pinang pada 2007, pelbagai usaha dan penambahbaikan terhadap laluan telah dilakukan. Antara program awal yang telah dilaksanakan ialah Perkhidmatan Bas Central Area Transit (CAT). Program ini dilancarkan pada 23 Januari 2008 yang mana laluan ini merangkumi di dalam kawasan George Town dan kawasan warisan yang menghubungkan Komtar dan Jeti. Perkhidmatan ini mendapat sambutan yang sangat baik. Bermula dengan menggunakan 3 buah bas, kini perkhidmatan ini menggunakan sebanyak 5 buah bas.

Pada tahun 2011, satu program diperkenalkan yang berkonsepkan Park N Ride. Program ini dinamakan Bridge Ekspress Shuttle Transit (BEST) khas untuk kawasan di Bayan Lepas. Para pekerja di kawasan kilang ini yang menginap di kawasan Seberang Perai boleh menikmati perkhidmatan ini dimana mereka hanya perlu meletakkan kenderaan di kawasan yang telah ditetapkan. 3 kawasan Park N Ride tersebut adalah di Sunway Carnival Seberang Jaya, Pusat Bandar Perda dan Juru Autocity. Terdapat 3 laluan utama bagi perkhidmatan ini yang meliputi seluruh kawasan perindustrian di Bayan Lepas. Sejumlah 14 buah bas digunakan bagi perkhidmatan ini.

Usaha penambaikan program pengangkutan awam diteruskan dengan Kerajaan Negeri memperkenalkan konsep kedua Park N Ride. Tetapi kali ini tertumpu kepada penjawat awam yang berkhidmat di KOMTAR. Perkhidmatan ini telah bermula sejak tahun 2012 lagi. Namun begitu, Rapid Penang hanya menjadi operator bermula tahun 2015 sehingga sekarang bagi menggantikan perkhidmatan bas Plusliner. Kini, perkhidmatan ini menggunakan sebanyak 8 buah bas di mana terdapat 3 lokasi utama Park N Ride iaitu di Sunway Carnival, KIOSK Bertam, Jawi dan Balik Pulau.

Terbaru, inisiatif Kerajaan Negeri Pulau Pinang dengan Rapid Bus Sdn Bhd ialah memperkenalkan perkhidmatan bas Congestion Alleviation Transport (CAT) secara percuma di 12 laluan utama yang merangkumi bahagian Pulau dan Seberang Perai. Sebanyak 6 laluan di bahagian Pulau dan 6 laluan di Seberang Perai. Objektif utama perkhidmatan ini ialah untuk mengurangkan kadar kesesakan di kawasan tempatan yang terlibat selain menggalakkan orang ramai menaiki pengangkutan awam untuk bergerak dari satu destinasi ke destinasi yang lain. Di samping itu juga, perkhidmatan ini dapat membantu mengurangkan kos perjalanan seharian seluruh rakyat Pulau Pinang.

Kerajaan Negeri percaya dengan adanya Pas Mutiara ini, Kerajaan negeri mampu mempromosikan sektor pelancongan selaras dengan program pelancongan “Experience Penang Year 2020” dengan tagline Kepelbagaian Asia untuk menyambut keceriaan Tahun Melawat Malaysia 2020 (EPY 2020). Semua program dan perkhidmatan ini dilihat dapat menggalakkan pertumbuhan ekonomi negeri dan sekaligus membantu semua golongan termasuk peniaga kecil.

Akhir kata, semoga program ini dapat memberi manfaat kepada golongan yang disasarkan. Kepada pihak Prasarana dan Rapid Penang terutamanya, teruskan memberi perkhidmatan yang terbaik di Pulau Pinang.
