SPEECH BY CHIEF MINISTER OF PENANG

IN CONJUCTION WITH THE CHINESE NEW YEAR DINNER GATHERING 2018

ON 28 FEBRUARY 2018 AT G HOTEL

 

Distinguished guests, members of the press, ladies and gentlemen

I am very pleased to be invited here today to join you to celebrate the Chinese New Year Gathering. It is a pleasure to be here this evening to celebrate the Chinese New Year of the Dog.

I am confident Penangites in general and Penang developers in particular can face the challenges ahead because Penang is blessed with valuable human talent and we believe that Penang’s attractiveness as a location of choice for investors and destination of choice for tourists will continue to make Penang a desirable location of choice for those who desire sustainable living. What makes Penang desirable is simply that Penang is not only cleaner, greener and healthier and most important of all safer than many cities in Malaysia.

These are the reasons why many developers still continue to launch property development projects in Penang despite the challenges ahead. One of them is the willingness of the state government to listen, especially collaborating together to build affordable housing. You shall be receiving good news soon.

Penang continues to achieve sustained economic growth. We achieved GDP growth of 5.6% in 2016, outperforming the national GDP of 4.2%. In 2017, Penang is expected to exceed 6% GDP growth. In 2016, Penang also recorded the second largest investments for Global Establishments for Services or ‘Principal Hub’ with an investment value of RM4.1 billion, after Kuala Lumpur. More recently, MIDA announced Penang as the second top recipient of approved manufacturing investment in first nine months of 2017 valued at RM9.9 billion.

Penang is a top tourist destination in Asia as can be seen by the increase in tourist arrivals. Last year the Penang International Airport (PIA) recorded 7.2 million passengers. This far exceeds the 6.5 million capacity of the PIA and the Federal Government has finally agreed to increase the capacity to 12 million passengers at a cost of RM700 million.

I would like to take this opportunity to wish everyone here a Gong Xi Fa Cai and may the new year will bring good fortune, peace and strength to all.

At The Signing Ceremony – SPA between JLL Malaysia Sdn Bhd and Penang Development Corporation (PDC)

Good morning.

I am pleased to be present today at the signing ceremony of SPA between JLL Malaysia Sdn Bhd and Penang Development Corporation (PDC). Continuing the momentum of robust investment and sustained economic growth in Penang, we are pleased to welcome JLL Malaysia Sdn Bhd. Its parent company is Japan Lifeline, a Japan-headquartered leading manufacturer of medical devices specialized in the cardiovascular field.

Penang - A Preferred Hub for Investment

Penang is the second top recipient of approved manufacturing investment in the first nine months of 2017 valued at RM9.9 billion, which is way ahead of RM4.3 billion recorded for the whole of 2016. In the corresponding period, Penang also attracted the largest FDI among states in Malaysia, valued at RM8 billion. From 2008-June 2017, Japanese investors are the third largest manufacturing FDI contributor to Penang with investment value of RM5.33 billion after USA and EU. This also signifies that Japan is Penang’s largest Asian region FDI contributor. Japanese investment into Penang also has a long history where two of Penang’s ‘8 Samurai’ pioneer investors originating from Japan. Both companies Hitachi, which now operates as Renases, and Clarion, are still operating here in Penang.

Penang continues to lead in the investment of E&E sector, and our diversification into fast growing sectors such as medical devices have continued to strengthen Penang’s value proposition to investors. Penang is home to 1/3 of medical devices companies in Malaysia and Penang also accounted for 1/3 of the total value of medical devices export from Malaysia (RM17.8 billion in 2016).

Japan Lifeline in Penang

We are proud to announce that JLL Malaysia Sdn Bhd will be making a total investment of about RM70 million in North Penang Science Park. This is the first time Japan Lifeline is building their factory outside Japan. This will create 50 high income jobs in the specialized medical device manufacturing at its initial stage. Construction is expected to be completed by Q4 2019, and we expect to see JLL starting their operations by early 2020.

JLL will be manufacturing and exporting medical devices for cardiovascular diseases. Exports will be mainly to the Japanese market. I understand that the company also has targets for future expansion and plans to expand its exports to the global market. In 2017, the Association of Malaysian Medical Industries estimated an export growth of 12% valued at RM17.74 billion, and we expect Japan Lifeline to contribute positively to Malaysia’s medical device export growth. Being in the medical device industry, which is more resilient even in the challenging economic landscape, we foresee a more diversified and stronger base for Penang’s economy. Furthermore, with the presence of medical devices companies like JLL, Penang is also proud to be part of the global medical devices manufacturing, delivering high quality products to patients worldwide.

JLL’s presence in Penang is also a testament that Penang continues to gain the confidence of foreign investors, especially those from Japan. I also understand from JLL that Texchem Resources Berhad, a Japanese-led conglomerate listed in Bursa Malaysia, has facilitated their smooth investment in Penang. On behalf of the State, I wish to extend my appreciation to Texchem Resources for their support. This also reflects the confidence of existing investors in the future of Penang.

Closing Remark

Penang as an entrepreneurial state continues to be a destination of choice for investments. I wish to once again welcome JLL and look forward for the continued growth of the company in Penang. The State Government through agencies such as InvestPenang and Penang Development Corporation will continue to facilitate, promote and further support the growth and development of the industry.

MAJLIS PERASMIAN LIF BARU DI PANGSAPURI SRI BAGAN

SEMPENA MAJLIS PERASMIAN LIF BARU DI PANGSAPURI SRI BAGAN

Selamat pagi dan salam sejahtera.

Terlebih dahulu saya ingin mengambil kesempatan untuk mengucapkan terima kasih kepada ADUN Bagan Dalam dan pihak pengurusan Badan Pengurusan Bersama (JMB) Pangsapuri Sri Bagan kerana menjemput saya untuk menghadiri Majlis Perasmian Lif Baru di Pangsapuri Sri Bagan pagi ini.

Pangsapuri Sri Bagan ini telah dibina pada tahun 1993 dan telah diabaikan oleh pemajunya JKP Sdn Bhd. JKP Sdn Bhd sebenarnya harus bertanggungjawab untuk memastikan semua kemudahan di pangsapuri ini lengkap sebelum diserahkan kepada Pebadanan Pengurusan. Tetapi ini tidak berlaku. Difahamkan JKP Sdn Bhd telah cuci tangan dan melepaskan tanggungjawab sahaja dan tidak mahu membuat sebarang pembaikan.

Walaupun Kerajaan Negeri Pulau Pinang sekarang bukanlah merupakan pihak yang bertanggunjawab untuk memastikan kemudahan di pangsapuri ini berada dalam keadaan baik namun kami sebagai sebuah Kerajaan Negeri berjiwa rakyat bersedia untuk meringankan beban rakyat yang menderita tanpa mengira kaum dan latar belakang politik.

Saya difaham pangsapuri ini mempunyai 13 tingkat yang terdiri daripada 496 unit - 464 unit adalah untuk kediaman dan baki 32 unit adalah rumah kedai.

Penduduk di Pangsapuri Sri Bagan berasa seolah-olah dianiaya oleh JKP Sdn Bhd. Walau bagaimanapun, atas permintaan dan bantuan ADUN Bagan Dalam, saya telah membuat keputusan untuk memberikan peruntukan sebanyak RM264,000 untuk membaiki lif baru.

Saya turut difahamkan ada suatu ketika, keempat-empat lif di Pangsapuri Sri Bagan ini tidak berfungsi dan menyukarkan pergerakan penduduk di kawasan ini. Dan kini dengan bantuan Kerajaan Negeri Pakatan Harapan, baki 3 lif yang ada telahpun beroperasi sekarang.

Akhir kata, saya berharap penduduk di Pangsapuri Sri Bagan ini akan sentiasa bersama-sama menjaga kemudahan ini dengan baik supaya boleh diguna dan dinikmati oleh semua penduduk dalam tempoh masa yang panjang.

Selamat pagi dan salam sejahtera kepada semua,

1. Bersyukur kita kepada Tuhan kerana memberi peluang untuk kita semua berkumpul pada pagi ini dalam program 'Walk As One' sempena Kempen 'Penang Against Bullying' . Saya ingin mengucapkan ribuan terima kasih kepada 1,918 orang peserta yang telah mendaftar bagi menyertai aktiviti berjalan kaki hari ini sejauh 3 kilometer untuk menyokong kempen ini.

2. Selai daripada kes kematian, lebih kurang 85% dari mangsa buli menderitai kesan psikologi jangka panjang dan mengalami penyakit berkaitan dengan tekanan dalam kehidupan di masa akan datang.

3. Kerajaan Negeri akan terus membawa mesej kesedaran buli kepada semua peringkat masyarakat melalui kempen yang dipimpin oleh YB Chong Eng.

4. Oleh itu, sekiranya orang awam terlihat apa-apa bentuk buli, perlulah segera melaporkan kepada pihak yang berkaitan agar masalah buli ini dapat diselesaikan secara cepat. Pengwujudan Jawatankuasa 'Anti Buli' di bawah Kerajaan Negeri sangat sesuai bagi menangani isu ini memandangkan Polis Diraja Malaysia (PDRM) dan Jabatan Pendidikan Negeri yang merupakan Jabatan yang penting dalam isu ini merupakan ahli dalam Jawatankuasa tersebut.

5. Marilah kita sama-sama berusaha serta berganding bahu mendidik dan menyedarkan bukan sahaja golongan kanak -kanak malah para ibubapa, guru-guru sekaligus segenap lapisan masyarakat untuk merealisasikan usaha ini sehingga kempen ini berjaya mencapai matlamat yang kita sasarkan.
