A very good evening to everyone here today and welcome to the Penang Lantern Festival 2017.

The Lantern Festival also known as Mid-Autumn Festival or Mooncake festival is also a special day of reunion for family members to get together to admire the full moon. There are many interesting programmes and performances lined up for this evening including famous performing groups specially invited from Sanya, Chengdu and Juizaigho. We also have a food stall from Chengdu as an addition to the 20 food stalls here serving delicious Penang food. We hope we can organize more direct flights to these cities from Penang.

I would like to take this opportunity to thank all the international performers tonight for your visit to Penang and for being with us tonight to share your talent and culture with us Penangites. The State Government will continue to organize the Festival annually. Lastly, I hope everyone will have a good time and enjoy yourselves at the festival.

At The Launching of Prince of Wales International School, Balik Pulau

Good morning. I am delighted to be here today to launch this landmark event for MTT Learning Academy. Since the ground breaking of POWIIS in 2010, I have been pleased to witness the continual growth and success that the Prince of Wales Island International School has achieved. It is certainly encouraging to see this collaboration between private corporations like MTT Learning and BSG Property helping Penang becoming an education city and nurture Penang as a talent hub.

A good education starts with a strong foundation. The establishment of a primary school with standards such as those that POWIIS Primary aspires to, will no doubt put our younger generation in good stead.

It is also very promising when the ethos adopted by private education providers such as MTT Learning are aligned with initiatives the state government have introduced. In recent years, the state government has aimed to fill the gap in science education among primary and secondary students with STEM initiatives such as the Tech Dome, Penang Skill Development Centre, Penang Science Cluster, Karpal Singh Penang Learning Centre, @CAT Penang as well as the Penang Digital Library.

With these programmes which the Sate Government has invested RM 68 million, the government hopes to not only increase interest in STEM, but to also spark creativity and innovation. This mind set of discovery, experiential learning and teaching young children to think outside the box are elements incorporated into POWIIS Primary.

A liveable city must not only be clean green safe and and healthy. It must also posses good schools and advanced education system and world-class health care. POWISS Primary will definitely add on the the number of good international primary schools coming to Penang

Penang has nine international schools on the island and mainland combined with at least three more school brands coming in. I am very pleased to see not only the growth of home grown brands, but that Penang is also attracting international brands to set up international schools on our island adding lustre to Penang's aim to be regional education hub.

POWISS Primary in Tanjung Bungah will give parents a mere choice for their kids as well as cater to the growing demand from their expatriates and locals. Once again I congratulate Dato Kenny Ong for this vision and ambition in growing the education portfolio of the MTT group of companies. I wish you and Dato Lim Kean Seng from BSG all the success in this venture and am sure that your collaboration will bring about the provision of quality primary international education.

At The Official Lauching of THE PARK @ MAK MANDIN by Silver Channel Sdn Bhd

Welcome to the Official Launching of The Park at Mak Mandin. I am proud to launch the First Affordable Housing Scheme Project in Seberang Perai, Penang initiated via a Privatization Agreement between State Secretary Incorporated (SSI) and Silver Channel Sdn. Bhd.

We would like to commend Silver Channel Sdn Bhd for supporting the State Government’s vision of making properties affordable to our fellow Penangites. The Park has achieved a strong sales of 50%, proving once again that the state government delivers its promises.

The Park is located along Jalan Mak Mandin, and a short stroll away to Jalan Raja Uda, the famous Apollo Market and cafes and restaurants.

Spread over approximately 10 acres of land, four blocks of apartments will be constructed, A, B, C and D with a total of 780 units. With condo density, Block A, B and C has 208 units each and Block D with only 156 units. The unit sizes are spacious at 1,002 sq feet across the board, with a comfortable 3 bedroom configuration. Features of The Park will include fibre optic internet, gated and guarded. Facilities will include children playground, landscape, community area, management office and a half Olympic size pool.

The units at the Park are selling from RM247,000, thus RM247 per square foot. This is a steal comparing to the surrounding market price. The Gross Development Value of this project is RM 193,286,000.00 and is expected to be fully completed by early 2020.

The Penang State Government prioritizes the supply of various types of affordable housing for the people of Penang: where the Penang State Government owns 17 projects that will supply 27,230 units of various affordable housing in the five districts of Penang, whereby the price is within RM42,000 (867 units); RM72,500 (9,283 units) and RM150,000 to RM300,000 (17,080 units).

Besides that, since the introduction of 100% Affordable Housing Guidelines for the private sector, I am pleased to say that 36,759 units have been approved for private sector development in the State of Penang. This excludes Type A and B Affordable Low Cost (Low Cost and Medium Low) built since we took over the Penang State Government of 21,535 units.

For information, the 21,535 units are 4 times the total of 5,154 units that were built in the same 7 years before we take over the administration of the Penang State Government. This clearly shows that the Pakatan Harapan Government has shown a performance achievement in terms of the provision of affordable housing, far better than the previous Barisan Nasional Government.

Finally, if you are a registered voter in Penang and first home buyer, we urge that you do not miss this golden opportunity to own your dream home at the prime location of Mainland Penang. This is one project not to be missed.

I am pleased to be present this morning to officiate the annual IEEE International Microwave, Electron Devices, Solid-State Circuits Symposium IMESS 2017 here in Penang. The theme of this year IMESS is "IoT and Industrial 4.0 - The Pathway to Smart Cities and Manufacturing".

I am delighted that the inaugural IMESS 2016 was a successful event and has been narrated in IEEE magazine conference reports circulated worldwide. The second IMESS symposium this year has made Penang visible as an electrical and electronic engineering hub in global engineering fraternity.

I wish to offer my heartfelt appreciation to IMESS Chair Ir. Bernard Lim Kee Weng and his team for their commitment and hard work, Penang Skills Development Center and fellow sponsors for their undivided support to make this symposium a success, and free-of-charge to benefit the technical community. I hope IEEE Penang will make IMESS as an annual symposium and look forward to it being recognized as one of the premier technical conference on microwave theory, electron devices and solid state circuit in the region.

IoT is the next big thing in manufacturing and will induce big change on business models and automating processes across a number of industries. IoT devices and sensors collects and analyzes huge data of environment that will be used to improve infrastructure, public utilities and services in urban areas.

To succeed in Industry 4.0, we must focus on education of Science, Technology, Engineering and Mathematics (STEM). This year, the State has also announced the formation of Penang STEM Sdn Bhd. as the umbrella organization of 6 Centres of Excellence (COEs) to spearhead STEM such as :-

-Penang International Science Fair – the largest science fair in Malaysia which is organized in SPiCE Indoor Arena
-Penang Tech Dome – our science and tech discovery centre
-Penang Digital Library – the first digital library in Malaysia – open 24-7, 365 days a week. A library without books that allow our children and adults alike to explore knowledge through e-book and digital databases. 
-Penang Science Cluster – A space to spark and ignite ideas and innovations complemented with space for Science Café and Makerspace. 
-@CAT Penang – A platform and launch pad in bringing the tech-startup community under one roof, providing necessary support and services to build a strong ecosystem.

The State Government has invested RM 68 million in these scientific initiatives. Talent pool in STEM is crucial to keep Penang competitive on a global scale. We recognize that talent retention is our biggest asset, and we have embarked on the journey to retain talent through the Penang Future Foundation three years ago. Scholarships are offered to all eligible Malaysians regardless of race, religion and gender in selected STEM and other fields of study. Upon successful completion of studies, the sponsored scholars are required to work in Penang.

Another program launched late year is the first State-sponsored Malaysia Meister Program with allocation of RM6 millon. This skill development program, based on the world renowned German vocational training module, will see apprentice hired by and working in factories (with guidance from experienced tutors) and studying in designated centres such as PSDC.

In this symposium, distinguished speakers will share their works on IoT for smart manufacturing and cities, I hope delegates will benefit from these sessions. Moving forward, these initiatives will allow Penang to progress forward as an international and intelligent city.
