Pelancaran Badan Peronda Sukarela dan Kemudahan Apps “BPS.COMM.HELP.”

Sejak tahun 2008, Kerajaan Negeri Pulau Pinang telah menetapkan impian untuk mewujudkan Negeri Pulau Pinang sebuah negeri yang lebih bersih, hijau, selamat dan sihat. Memegang tegas terhadap prinsip ini, kita telah mewujudkan semangat jiran tetangga dan komuniti melalui Jawatankuasa Keselamatan Dan Kemajuan Komuniti.

Walaupun cabaran pelaksanaannya agak sukar, Kerajaan Negeri Pulau Pinang terus berpegang teguh dengan prinsip ini agar keselamatan penduduk di negeri Pulau Pinang harus lebih terjamin. Kerajaan Negeri menghargai usaha pihak polis mengurangkan jenayah. Hasrat rakyat ialah untuk memastikan bukan sahaja Pulau Pinang selamat tetapi juga rasa selamat. Ini boleh tercapai dengan sokongan masyarakat yang memberikan maklumat dan juga kerjasama selaras dengan prinsip “ orang tempatan adalah penjaga keselamatan yang paling baik.”

JKKK akan dipertanggungjawabkan tugas penting menjaga keselamatan ini kerana JKKK adalah ditubuhkan oleh Kerajaan untuk penduduk setempat atau kawasan kejiranan tersebut. Badan Peronda Sukarela merupakan badan penting yang merupakan benteng pertama dalam tugas penyelamat dan pencegahan cepat yang ditubuhkan di bawah Biro Kebajikan, Perpaduan dan Perhubungan Masyarakat.

Penubuhan BPS telah diteliti dengan rapi termasuk YB Penasihat Undang-undang agar ia memenuhi semua keperluan undang-undang. Menerusi kaedah ini, sekiranya berlaku kecemasan, bantuan segera dapat disalurkan dengan mudah dan cepat. Di samping itu, kaedah pengurusan bencana juga akan dikaji semula bagi memastikan pasukan tindakan segera (immediate response team) sentiasa bersedia untuk menghulurkan bantuan.

Melalui JKKK semua profil kampung-kampung (di dalam kawasan) akan direkodkan. Sebagai contoh, sekiranya berlaku bencana banjir maklumat profil kampung yang terlibat akan disalurkan oleh JKKK kepada BPS untuk tindakan pantas menghulurkan bantuan dari segi makanan. Ini kerana data dan maklumat bilangan ahli isi rumah telah dapat diperolehi dalam sistem dan jumlah bantuan dan bekalan makanan yang tepat untuk setiap rumah dapat disalurkan dengan segera. Rakyat Pulau Pinang juga diberi kemudahan APPS yang dikenali sebagai BPS.COMM.HELP. yang akan dilancarkan hari ini.

BPS merupakan satu penstrukturan semula sistem penyampaian khidmat kerajaan menerusi JKKK kepada orang awam khususnya dari sudut keselamatan. Pelaksanaannya adalah selaras dengan usaha kepolisan masyarakat (Community policing) yang digalakkan oleh PDRM untuk menyokong pihak polis mengurangkan jenayah. Marilah kita bersama dengan semua pertubuhan dari segala lapisan masyarakat menuju ke arah menyokong usaha PDRM menjadikan Pulau Pinang sebuah negeri yang paling selamat di Malaysia.

自愿巡逻团及手机应用程序“BPS.COMM.HELP.”推介礼

自2008年,槟州政府已立志打造槟州成为一个更清洁丶绿意丶安全及健康的州属。秉持上述原则,我们通过社区发展及治安委员会来提倡社区睦邻精神。

虽然执行过程并不容易,槟州政府坚持秉肩原则,以确保槟州人民安全更受到保障。槟州政府珍惜警方在减少罪案上的努力。但人民的希望不只是要确保槟州安全,更重要的是有安全感。通过社区的互助及共享资讯的方式,以“本地人是最佳保安”的原则下,提高我们的安全感。

而由州政府偕同当地或邻近地区居民所成立乡委会,将身负维护治安的重任。在社会福利及团结局管辖下的自愿巡逻团,将成为维护治安及防范罪案的第一防线。

自愿巡逻团的成立是经过详细研究,再参照槟州法律顾问咨询,以附合法律需求的基础。有鉴于此,自愿巡逻团能在发生紧急事件,更简易及快速提供紧急援助。同时,灾难管理也将重新检讨,以确保紧急援助队伍随时候命,尽速给予援助。

通过乡委会收集的地区乡村的资料将记录在案。例如,一旦发生水患,乡委会可将相关渉及乡区资料交给自愿巡逻团,以更快速提供食物方面的援助。因为相关家庭人数及状况的资料都已记录在系统里,因此援助及食物供应能更准确及快速地分配到每一户家庭。因此,槟州人民也可通过手机下载于今日推行的应用程序BPS.COMM.HELP.。

自愿巡逻团是经过州政府重组后,通过乡委会给予民众的治安服务。其所职责与警方鼓励的社区警务一样,协助警方减少罪案。因此,让我们结合社会各阶层的组织团体一起携手合作,支援警方打造槟州成为国内最安全的州属。

 

槟榔屿抗日战争胜利70周年及南洋殉职机工暨罹难同胞公祭会

槟州首席部长林冠英于2015年11月11日在槟榔屿抗日战争胜利70周年及南洋殉职机工暨罹难同胞公祭会上的讲稿

今天,我站在这座位于槟城着名旅游胜地升旗山脚的纪念碑,它建立于1951年,已经有64年,它提醒世人战争所带来的痛苦。

这座纪念碑纪念着第二次世界大战,南洋许多热血机工为抗日及和平,冒着生命危险,驾驶罗哩通过云南及缅甸的公路运送物资。

不少机工们在路上不幸失去生命。当时报名参加的机工,有3000多人,其中槟城就有358人。

这座纪念碑,五十多年来都是公民学校负责打理。由于风雨,部分地方时常损坏。2011年,公民学校信理会要筹募超过40万令吉美化建立南洋机工铜像、卡车及60尺壁雕,州政府透过我本身首长的拨款拨出10万令吉,同时也透过乔治市世界遗产机构(GTWHI)拨款3万令吉共13万令吉,终于协助完成了这项工程,成为这里的历史新景点,让参观的人了解争取和平是多么不容易。

这3年多来,无数游客到这里来拍照做纪念,卡车有损坏及油漆脱落,我在今年也拨款了2万令吉作为维修用途。

今年,是抗日战争胜利70周年。在全世界,包括中国及马来西亚,都为了和平,反对战争,不忘历史,展望未来而举行各式各样的纪念活动。

我们反对暴力战争及伤天害理的战争,但我们要针对贫穷、无知、贪污、极端主义及种族主义宣战。

我们可以原谅,但不能忘记;我们不看肤色,看本色;我们不看主义,看人道。

二战结束已经70年,我们并没有忘记这场战争,但我们不是忘不了当时的仇恨,而是忘不了这70年来维持和平的可贵,虽然目前世界上在一些国家还存在着大大小小的战争,但我希望拥有南洋机工纪念碑的槟城及槟城人,能与全人类一起时时刻刻记住和平的可贵,拒绝战争。

Book Launch of Marcus Langdon’s “Penang: The Fourth Presidency of India, 1805 – 1830, Volume Two: Fire, Spice and Edifice”
On 7 November 2015

A very good afternoon to all of you. I am pleased to join you for the launch of the much awaited second volume of Marcus Langdon’s tetralogy “Penang: The Fourth Presidency of India”. I would like to commend the author, Mr. Marcus Langdon, for his remarkable endeavour in meticulously documenting the fascinating past of Penang. George Town World Heritage Incorporated is proud to be the sponsor and publisher of this exceptional work in our ongoing effort to preserve and conserve the invaluable heritage of this historic city.

A little over two centuries ago, the British East India Company made its foray into this part of the world in search of a port of call for trading ships sailing from West to East. Penang became a part of that colonial history when Captain Francis Light made his maiden landing on Penang in 1786.

The elevation of Penang to a Presidency of the British East India Company is testament that this island was once the stronghold of the British in this region. The abundant colonial buildings found along the streets of George Town confirm our glorious history and heritage. The momentous inscription of George Town as a UNESCO World Heritage Site in 2008 validates the exceptional cultural and architectural influence from the era of the Presidency, which has since been nurtured and flourished across two centuries.

For this reason the Aga Khan Trust for Culture (AKTC) signed a Memorandum of Understanding to assist Penang to preserve, protect and promote George Town, especially developing the many buildings and sites in and around the waterfront areas. For AKTC to develop such a close interest in Penang is a recognition of the unique and outstanding universal values of George Town not only to Penang and Malaysia but also to all humanity. No wonder Lonely Planet celebrated Penang’s exceptionalism by listing Penang as the fourth most charismatic city in the world, the only city from ASEAN and No. 1 in Asia.

This important piece of work by Mr. Marcus Langdon is the second part of a four-book series which gives us great insight into Penang during the period of 1805 – 1830. It has been fastidiously researched and written by the author after years of peeling through layers of information, and connecting the scattered dots, to finally assemble a cohesive and valuable body of knowledge of the past. Indeed this academic tour de force is a labour of love by a distinguished researcher.

Through collaborations with individuals and organisations from diverse fields of expertise, GTWHI has published a significant collection of books and brochures on subjects concerning various forms of tangible and intangible heritage in George Town. As Chairman of GTWHI that is sponsoring the publication of this book, I am proud to note that the book we are launching today will be a remarkable addition to the bookshelf of those who share our fascination for Penang’s cultural roots and heritage.

In Penang, we are proud of our “C” “A” “T” policy. From our Competency Accountability and Transparency platform, we have further expanded to creating the CAT (Central Area Transit) Bus, the CAT (Career Assistance and Talent) Centre, and @CAT, the Accelerator for Creative Analytics Technology. To this list, I would like to add our Heritage CAT – the Cultural and Architectural Treasures of Penang!

The appreciation of the Cultural and Architectural Treasures in Penang goes hand in hand with Education. This is because people can only truly appreciate heritage after they understand and know the stories and meanings behind it. Only by understanding the past can one connect to the present to face the challenges of the future successfully together. Creating awareness and knowledge of heritage will help us to better conserve our heritage as a celebration of diversity. The Penang state government, together with ongoing public-private partnerships, will continue our unremitting effort to ensure that every aspect of our valuable heritage is safeguarded and then shared with the rest of the world, in line with our vision for George Town to be an intelligent and sustainable city that belongs to Penang, Malaysia, and all of humanity.

Before I end this speech, I would like to thank Mr. Marcus Langdon once again for his outstanding work, and my commendation to GTWHI for working towards elevating Penang’s prestige and performance above the rest.

Malaysian Hotels Association (Penang Chapter) Biennial Dinner

First and foremost, I would like to take this opportunity to thank the organizers for inviting me here tonight. I am indeed honoured to be here with you today, together with some of the top hoteliers in Penang as we celebrate the Malaysian Hotels Association (Penang Chapter) Biennial Dinner this year.

Since its inception in 1974, the Malaysian Association of Hotels has constantly strived to fulfil their vision of uniting hotels in Malaysia into one representative body, to encourage quality service, to keep abreast of the changing needs of the travelling public, to provide educational programmes related to the industry to its members and to promote international and domestic tourism.

Tourism is a significant contributor towards Penang’s economic growth, and Penang has always been a major tourist destination. Tourism and the services industry is one of the two main economic drivers for Penang. Making up 47% of Penang's GDP as compared to 48% for manufacturing in 2013, the services sector is expected to surpass the manufacturing sector over the next couple of years.

I have always been supportive of the hospitality and tourism industry not only because it is a major contributor towards Penang’s economic growth, but also because it is a continuous source of income and job opportunities for the people of Penang, especially the lower income groups. The Malaysian Association of Hotels – Penang Chapter with its 63 members to-date, has been contributing towards the tourism sector in Penang by bringing together some of the best people in the industry, uniting them and speaking collectively in one voice in order to continuously work together towards hospitality excellence.

Needless to say, Penang is also well known for our glorious food, CNNGo voted Penang one of Asia’s 10 greatest street food cities as well as Penang Laksa voted as World's No 7 most delicious food, and as a top culinary spot by Lonely Planet.

In 2008, Penang was listed as a UNESCO World Heritage Site. Since then, we have benefited considerably from this prestigious status. Our talented and friendly people, good food and cultural heritage are our treasures that attract investors and tourists to Penang. Recently we were listed by Lonely Planet as the No.4 charismatic city in the world, beating out cities like Bombay, Manchester, Rotterdam and Rome!

Our vision is to transform Penang into an international and intelligent city. To make it a preferred location for investors, a destination of choice for tourists and a habitat of choice for Malaysians who desire sustainable living. I am confident that with support, collaboration and our model of a Public Private Partnership, Penang will be able to find its own way into becoming a city with plenty of opportunities for everyone.

According to statistic from Tourism Malaysia (base on Hotel Survey), Penang received 45.63% more hotel guests in 2014 compared to 2013, recording 6.85 million guests compared to 4.7 million in 2013. Despites the challenges of the economic downturn I am pleased that there are some hotels in Penang that has performed better than last year in term of hotel occupancy. On the whole our hotel occupancy may have dropped by nearly 10% but is still much better than other states' hotel occupancy that have dropped by more than 20%.

In 2015, Batu Ferringhi recorded the highest share of international visitors in Malaysia, at 67.8%, compared to Semporna (60.6%), Kuala Lumpur (57.5%), Langkawi (54.7 %) and Petaling Jaya (53.3%). Let us make Penang not only the destination of choice, but our hotels an iconic one until anyone coming to Malaysia would know or heard about our famous and world-class hotels in Penang.

In closing, please join me in taking this opportunity to thank and congratulate the Malaysian Association of Hotels and its members for bringing us together tonight, and let’s wish them a fruitful 2016 ahead. Make Penang proud! Thank you!
