SEMPENA MAJLIS PEMBERIAN INSENTIF PERKHIDMATAN KEPADA PEMANDU TEKSI DAN OPERATOR BAS SEKOLAH DI PULAU PINANG BIL 2/2018 PADA 2 DAN 3 MEI 2018

 

Salam Sejahtera dan Salam Ramadhan kepada semua.

 

 

Terlebih dahulu, bagi pihak Kerajaan Negeri, saya ingin mengucapkan ribuan terima kasih kepada Pejabat Setiausaha Kerajaan Negeri Pulau Pinang melalui Bahagian Kerajaan Tempatan kerana telah bertungkus lumus dan telah berjaya menguruskan proses pemberian insentif dengan jayanya. Untuk makluman, insentif teksi telah mula diberikan sejak tahun 2013 manakala kepada operator bas baru sahaja mula diberikan pada awal tahun 2017.

 

Terima kasih juga saya ucapkan kepada Gabungan Persatuan Pemandu Teksi dan Kereta Sewa Negeri Pulau Pinang dan Persatuan Operator Bas Sekolah Pulau Pinang di atas kerjasama yang baik bersama dengan Kerajaan Negeri dalam membantu dan melicinkan majlis ini sejak dari dahulu lagi. Diharapkan kerjasama baik ini akan berterusan di masa akan datang.

 

Saya juga ingin merakamkan jutaan terima kasih kepada semua pemandu-pemandu teksi Pulau Pinang dan operator-operator bas sekolah Pulau Pinang yang sudi hadir pada hari ini untuk menerima insentif daripada pihak Kerajaan Negeri. Kerajaan Negeri mengiktiraf sumbangan dan khidmat bakti pemandu-pemandu teksi kepada perkhidmatan pengangkutan awam di Pulau Pinang selama ini juga khidmat bakti operator-opertaor bas sekolah dalam mengambil dan mengangkut para pelajar setiap hari.

 

Tuan-tuan dan Puan-puan sekalian,

 

Seperti tahun-tahun sebelum ini, Kerajaan Negeri telah bekerjasama dengan pihak Suruhanjaya Pengangkutan Awam Darat (SPAD) bagi mendapatkan senarai nama pemandu teksi dan operator bas sekolah yang sah berdaftar dan menjalankan perkhidmatan di seluruh negeri Pulau Pinang. Terima kasih atas kerjasama yang baik selama ini.

 

Pada hari ini, semua pemandu teksi dan operator bas sekolah yang sah berdaftar akan menerima RM300.00 setiap seorang. Jumlah besar kesemua penerima adalah seramai 2995 orang.

Jumlah keseluruhan pemandu teksi yang layak pada kali ini ialah seramai 2342 orang. Seramai 1652 orang pemandu di bahagian Pulau dan 690 orang pemandu di bahagian Seberang Perai akan menerima insentif ini.

 

Manakala bagi operator bas sekolah, seramai 653 operator bas sekolah dengan permit yang sah layak dengan 312 operator bas sekolah di Bahagian Pulau dan 341 operator bas di Seberang Perai.

 

Jumlah keseluruhan insentif pada kali ini ialah sebanyak RM898,500.00 (Ringgit Malaysia Lapan Ratus Sembilan Puluh Lapan Ribu Lima Ratus Sahaja).

 

Tuan-tuan dan Puan-puan yang saya hormati,

 

Kerajaan Negeri akan terus membantu meneruskan pemberian insentif ini sekiranya masih di pilih untuk menerajui Negeri Pulau Pinang ini. Kerajaan Negeri ingin membantu mengurangkan beban yang dihadapi oleh pemandu teksi dan operator bas di Pulau Pinang. Sebagai balasan, Kerajaan Negeri mahu semua pemandu teksi, kereta sewa dan operator bas sekolah di Pulau Pinang dapat memberikan perkhidmatan yang terbaik kepada semua rakyat Pulau Pinang terutama dari segi keselamatan dan keselesaan mereka.

 

Marilah kita sama-sama menghormati antara satu sama lain dan sama sekali tidak melanggar sebarang peraturan dan undang-undang jalan raya yang telah ditetapkan. Memandulah secara berhemah dan mesra pelanggan. Sebagai pemandu teksi, berilah perkhidmatan sebagai duta kecil Negeri Pulau Pinang dengan penuh toleransi dan sopan. Sesungguhnya, budi bahasa budaya kita. Bagi operator bas, teruskan usaha murni memberikan perkhidmatan kepada anak-anak untuk ke sekolah dengan selamat.

 

Tuan-tuan dan puan-puan sekalian,

 

Akhir sekali Kerajaan Negeri berjanji akan sentiasa menjaga kebajikan dan kepentingan semua pemandu teksi dan operator bas di Pulau Pinang. Tidak ada golongan yang akan diketepikan daripada aliran pembangunan negeri. Kerajaan Negeri akan terus membela dan berusaha memberikan yang terbaik kepada semua pemandu teksi dan operator bas. Saya berharap hubungan yang baik di antara pemandu teksi dan operator bas dengan Kerajaan Negeri dapat dikekalkan dan ditingkatkan dari masa ke semasa.

 

Saya juga berharap insentif ini dapat digunakan secara berhemah untuk membantu keluarga dan meringankan beban pemandu teksi dan operator bas sekolah didalam urusan seharian. Sekali lagi saya ingin mengucapkan terima kasih di atas sokongan tuan-tuan yang diberikan kepada Kerajaan Negeri.

OPENING CEREMONY OF PENFURNEX 2018

A very good morning dan Salam Sejahtera

 

I would like to take this opportunity to congratulate Penang Furniture and Timber Industry Association (PFTIA) for their effort in successfully organizing the PENFURNEX 2018-The premier home furnishing expo in the North. This annual event serves as an important platform for domestic entrepreneurs especially from Penang exhibitor to showcase their furniture and furnishing products to the consumer.

 

Since its inaugural event in 1994, PENFURNEX has become Penang Premier Furniture Expo sourcing platform, with a comprehensive and diverse range of furniture and furnishing products from local. I am told by the Organizer that all the booth for this series Penfurnex is fully occupied, this is a great job to the Organizer. I am proud that PENFURNEX continues to growth and create PENFURNEX brand awareness. And create opportunities for the industry players and make Penang a world-class furniture supplier.

 

The Ministry of Finance announced that starting from 1 June, the rate of the Goods and Service tax (GST) will be reduced to 0% from the current 6%, and the old Sales and Service Tax (SST) will be reapplied. For example first, the zero rate of GST means that the RM43 billion which the Customs department targeted to be collected as revenue for GST this year will be pumped back into the economy, which will improve the purchasing power for the people. The people will be able to get more value out of their money. It will also help small businesses whose business had been suffering due to GST. The zero rate of GST will be able to persuade more people to go out and shop, now that they no longer have to pay for GST. The zero rate on GST will definitely promote economic growth.

 

Furniture industry has been a key driver to the Malaysian economy. “In 2017, the value of Malaysia’s exports of furniture products was RM 10.14bil, an increase of 6.4% compared with 2016.”. Malaysia has always been known for its wood-based furniture, owing to its natural resources. Under the National Timber Industry Policy, the furniture industry is targeted to contribute RM12 billion in exports by 2020. The Government will continue to support the development of the furniture industry in Malaysia through various initiatives to ensure its rapid and sustainable growth.

 

In recent years, the growth has shifted from producing general products towards designing its own, and this has been key in propelling Malaysia onto the international arena. Popular with overseas buyers of the middle to high category, foreign buyers look to Malaysia for manufacturers who can meet their high production demand. Today, our furniture industry is one of the most successful clusters among the small and medium enterprises, with Malaysia ranks as the eighth largest exporter globally. However, we should not rest on our laurels. I urge the industry to explore emerging and growing market potentials, such as in China, India, ASEAN countries, as well as in our FTA partner countries. The demands in these countries are expected to grow in tandem with their growth and expanding middle class.

 

In 2018, the global economy is expected to be more challenging and confronted with uncertainties especially in the major importing countries. These are the challenges that we have to overcome in order for us to strengthen our market share. The furniture industry must continue to strengthen its resilience by producing innovative and market-oriented products, to sustain during these challenging times.

 

The government also plays an important role in nurturing the industry. Providing Pioneer Status for tax exemption and Investment Tax Allowance, the pro-business environment makes doing business easier and faster. With a business-friendly environment, good quality products and a high potential market, the Malaysian furniture industry is poised to exceed expectations and to continue its exponential growth.

 

I would like to once again congratulate PFTIA for their efforts in successfully organizing this event. I wish all the success to PFTIA, the exhibitors and participants at PENFURNEX 2018. I hope this event will reflect the strong bond and business linkages within the furniture fraternity both at the domestic and international levels.

OFFICIAL LAUNCHING OF BUKIT DUMBAR RESERVOIR 4,

PENANG ISLAND, PENANG.

  1. 1. Good Morning.

 

I would like to thank PBAPP for inviting me to officially launch the Bukit Dumbar Reservoir 4, or BDR4, here today.

 

For the record: the newly formed Penang State Government will continue to prioritise continuous good water supply in our state for the benefit of 1.76 million people who live here, as well as all the businesses that operate here.

 

We intend to uphold Penang’s good record in water supply. Our long-term goal is to work with PBAPP, the leading water supply operator in Malaysia, to achieve water supply security in Penang until Year 2050.

 

  1. 2. Looking back in the past 10 years, Penang’s water demand increased by 11.0%, from an average of 744 million litres per day, or MLD, in 2008 to an average of 826 MLD in 2017.

 

The point I wish to make is this:

 

Penang’s water demand does not remain the same, year after year. It will continue to grow, in line with population growth and increasing socioeconomic activities.

 

More people and more businesses will need more water in the future.

 

Based on PBAPP’s projections, our water demand will reach 1,884 MLD by Year 2050.

 

 

 

 

  1. 3. As such, PBAPP operates in accordance to an ISO 9001:2015 policy of continual improvement in water supply engineering.

 

PBAPP continually implements smart and effective water engineering projects and services to ensure water supply sustainability.

 

In fact, as a responsible water supply operator, PBAPP has been working hard to stay ahead of water demand in Penang. As a result, Penang has achieved a water treatment reserve margin of 34.8% in 2017, the highest in Malaysia.

 

A high water treatment reserve margin is important. Our high reserve margin means that our risk of a water supply shortage is low.

 

  1. 4. In this context, we may say that PBAPP is a forward-looking water supply operator. Staying ahead of water demand is important because in the field of water supply engineering, it is always better to be safe than to be sorry.

 

We must always plan ahead to avoid a water crisis because we do not want the people to suffer. At the same time, we do not want Penang-based businesses to suffer losses.

 

  1. 5. Accordingly, I am pleased to note that PBAPP has undertaken the following 3 key water engineering projects, with a combined value of RM140.4 million, for the benefit of Penang and its people:

 

  • The RM125.0 million Butterworth-to-Penang Twin Submarine Pipeline Project which will facilitate more efficient pumping of more treated water from Sungai Dua to this location in the future. This third submarine pipeline project for Penang is scheduled for completion in December 2020;

 

  • The RM6.1 million Phase 1 of the Penang Water Supply Command Centre in the Sungai Dua Water Treatment Plant that enables real-time monitoring and implementation of daily water supply operations in Penang; and

 

  • This RM9.3 million BDR4 treated water reservoir which we are launching today.

 

 

  1. 6. BDR4 provides the following benefits:

 

  • Availability of more treated water to meet future water demand

in the southern areas of Penang Island;

 

  • Enhanced water supply security, 24/7, 365 days a year;

 

  • Less incidences of water supply interruptions as related to

treated water availability;

 

  • Lower risks of water shortages, especially during dry seasons;

and

  • More consistent delivery of water to all supply areas, even

during periods of high water demand.

 

  1. 7. As mentioned by Dato’ Ir. Jaseni, this new reservoir enhances the assurance of continuous good water supply for about 315,000 people and thousands of businesses located in the southern areas of Penang Island.

 

  1. 8. In closing, I would like to thank PBAPP for continually investing in water supply engineering projects for the benefit of Penang and its people. Please keep up the good work.

An Evening Up Close with Chief Minister of Penang

Good evening and thank you for taking time from your busy schedule to join us at this event - An Evening Up Close with Chief Minister of Penang tonight. I am pleased to join the business community and state agencies in Penang in this dinner organized by InvestPenang, the State’s investment promotion arm. Also, I hope that everyone present will be able to get updates on the initiatives of the State and to take the opportunity to get to know each other better and network amongst ourselves.

 

The outcome of GE14 was unprecedented and unexpected. Not only did Pakatan Harapan retain state government, the coalition (Pakatan Harapan) and its allies had also secured 122 or 55% of the 222 parliamentary seats, enabling them to form the Federal government for a fresh 5-year term. The change process which started 10 years ago in Penang and Selangor set examples to the rest of Malaysia that an alternate government based on principles of C-A-T can bring prosper to the rakyat. Thank you for giving us the vote of confidence.

 

Penang’s robust growth and investment records

Based on Department of Statistics latest data, Penang achieved manufacturing GDP growth of 5.7% in 2017, outperforming our performance of 4.2% in 2016. In terms of services GDP, the state achieved 5.6% growth. All of these achievements are testament of the economic contribution by the multinational companies, local large companies, small and medium enterprises and the State’s dedicated talents. I look forward to working with all stakeholders to continue to propel our twin engines of growth – the manufacturing and services sectors – towards higher value creation and sustainable growth.

 

Investments and re-investments remain an important trajectory of growth for Penang. It is not difficult to literally get a view of Penang’s industrial success – one will just need to stand at the lobby of this hotel and look out through the glass panel. We are able to see the dynamism of the Bayan Lepas Industrial Park and may even get a glimpse of the emerging Batu Kawan Industrial Park. The job creation, knowledge transfer, residual intelligence and multiplier effect of investments and expansion in Penang’s industry is immense and the spillover effect is large.

 

In terms of the Global Business Services sector, realizing the increasing needs for MSC office spaces, and with the encouraging demand for the GBS@Mayang, PDC and InvestPenang are working on plans for more MSC status spaces and the announcements on this is expected to be made soon.

 

The AT Kearney Foreign Direct Investment Index 2018 also indicated that the Asia Pacific region is among the most preferred location of choice for FDI. Penang expects to partake in attracting more investment flow and to continue our efforts to become the preferred destination of choice for investors. After all, in 2017, Penang recorded the largest FDI inflow of MIDA approved manufacturing FDI among states in Malaysia, valued at RM8.5 billion.

 

In 2017, Penang is also the second top recipient of total manufacturing investment among states valued at RM10.8 billon. Domestic investment also grew steadily by 92% year-on-year to reach RM2.3 billion in 2017. Thank you for making Penang your growth and investment destination.

 

Penang Transport Master Plan, flood mitigation projects and affordable housing as first 100 days priorities

After the swearing-in ceremony as the fifth Chief Minister of Penang, I made a statement that the first 100 days priorities are to begin our negotiation with the Federal government on the Penang Transport Master Plan, flood mitigation projects and affordable housing. It is important that in the spirit of ‘I Love Penang’, the fruits of growth in Penang must be inclusive and enjoyed by all segments of the society. All these projects will serve as an important continuity to our existing initiatives to make Penang as an international and intelligent city. It is important to continue to attract and retain bright talents to serve the companies in Penang, besides catalyzing continued growth of the State’s economy.

 

Talent will remain as Penang’s greatest asset. As such, the State government will continue to increase our initiatives to nurture the interest of our young generation in STEM, besides working closely with the Federal government in the issues of education. This will ensure that our new supply of talent will be future-ready to adapt to the needs of the industry, capitalizing also on the 45-year residual intelligence in Penang’s manufacturing industry. The Penang state government has already allocated RM75 million to the Centre of Excellence (COEs) of @CAT Penang (Accelerator for Creative, Analytics and Technology), Penang Skill Development Centre (PSDC), Penang Science Cluster (PSC), Karpal Singh Penang Learning Centre (KSPLC), Tech Dome Penang (TDP), and Penang Digital Library (PDL).

 

 

Closing remarks

For 10 years my predecessor YB Lim Guan Eng led a government which was business and investor friendly. Our state agencies were credited for their professionalism, speed and business acumen that secured many investments and high impact projects that propelled the state into new technology.

 

Under my governance, the state government will continue this momentum to develop Penang into new area of entrepreneurship. Once again, I wish to thank everyone present tonight. To our Muslim friends, Selamat Menunaikan Ibadah Puasa in this Holy Month of Ramadan. Thank you and have a pleasant evening.
