Selamat Pagi dan Salam Sejahtera.

Terlebih dahulu saya ingin mengambil kesempatan ini mengucapkan jutaan terima kasih kepada jawatankuasa penganjur di bawah kepimpinan ADUN Penanti, YB Dr. Norlela Ariffin di atas kesudiaan menjemput saya untuk bersama-sama memeriahkan Majlis Perasmian Pesta Padi Antarabangsa Pulau Pinang 2.0 serta Majlis Perasmian Jeti Kampung Terus dan Balai Lintang pada pagi yang berbahagia ini.

Seperti mana yang kita semua sedia maklum, ini merupakan tahun kedua majlis seumpama diadakan di tapak warisan padi yang tertua di kawasan Seberang Perai sejak tahun 1800, apabila Al-Marhum Sultan Kedah pada masa itu telah menghantar adinda baginda, Tengku Sulaiman bersama-sama 45,000 pesawah terbaik dari Kedah untuk menanam padi berdekatan kawasan ini yang mana Sungai Terus telah dijadikan laluan pengangkutan utama.

Melihat kepada kejayaan yang telah dicapai ketika penganjurannya pada tahun pertama, saya percaya ia telah menjadi titik tolak kepada penambahbaikan dalam penganjurannya pada tahun ini. Bukan sekadar suka-suka, festival ini mempunyai objektif yang cukup jelas terutama dalam menentukan hala tuju dan mengekalkan sektor pertanian khususnya tanaman padi di kawasan ini.

Dengan tema iaitu PadiKu WarisanKu Rezekiku, festival yang akan berlangsung selama tiga (3) hari bermula pada 16-18 Ogos di Laman Padi Jeti Kampung Terus, Penanti ini akan dimeriahkan dengan pelbagai program, aktiviti dan pengisian bertemakan sawah padi seperti pameran seni arca artwork jerami padi pertama di Malaysia, aktiviti menangkap ikan dalam bendang, lukisan pemandangan oleh pelukis tempatan serta pelbagai lagi.

Bagi pihak Kerajaan Negeri Pulau Pinang, saya akan terus memberi sokongan yang padu dan menyeluruh atas kesungguhan Ahli Parlimen Permatang Pauh, YB Nurul Izzah, ADUN Penanti, YB Dr. Norlela bersama-sama dengan Majlis Pengurusan Komuniti Kampung (MPKK), Kelab Rekreasi Nelayan Kampung Terus serta seluruh penduduk Kampung Terus dan Guar Jering yang berterusan mempertahankan tanah-tanah warisan ini melalui penganjuran pelbagai program untuk membantu menaik taraf ekonomi para pesawah, nelayan sungai dan penduduk setempat di 33 kampung tradisi untuk mempelbagai pendapatan dan membangunkan pelancongan warisan padi, pelancongan sungai, agro-tourism dan pelancongan desa sebagai aset keindahan serta kehijauan semulajadi untuk negeri yang tercinta ini.

Kerajaan Negeri akan terus melakukan apa yang terdaya terutama dalam penyediaan peruntukan, infrastruktur asas dan awam serta pelaksanaan undang-undang bagi membendung aktiviti tambakan tanah-tanah bendang serta tukar guna tanah yang sering berlaku pada masa ini.

Kawasan penanaman padi telah ditanda sebagai Kawasan Sensitif Alam Sekitar di dalam Rancangan Struktur Negeri Pulau Pinang 2020 dan keluasan tanaman padi menurut Jabatan Pertanian Negeri ialah seluas 12,782 hektar. Hasil purata pengeluaran padi menunjukkan Negeri Pulau Pinang meskipun kecil dan dimonopoli oleh sektor pembuatan tetapi menduduki tempat kedua di Malaysia selepas Selangor dengan pengeluaran sebanyak 5.8 ton per hektar pada musim 2015/2016.

Ini menunjukkan kepentingan tanaman padi masih diperlukan di negeri ini bagi menjamin kelangsungan pengeluaran makanan (food security) terutama jika berlaku musim kemarau dan pengurangan hasil padi seperti yang berlaku baru-baru ini. Kita khuathir situasi yang pernah berlaku di mana negara lain memberhentikan eksport beras untuk menampung keperluan makanan negara mereka sendiri apabila berlaku pengurangan hasil padi akibat kemarau dan perubatan iklim.

Atas sebab itu, Kerajaan Negeri akan berusaha untuk melaksanakan Syor-Syor Laporan Jawatankuasa PAC Negeri Pulau Pinang yang dianggotai oleh ADUN Penanti, YB Dr. Norlela sendiri mengenai tanah-tanah bendang yang ditambun dan telah dibentangkan pada Mesyuarat Penggal Kedua Dewan Undangan Negeri 2019 baru-baru ini.

Akhir kata, semoga festival ini mencapai sasarannya yang tersendiri sekaligus mewujudkan sinergi yang terbaik untuk kawasan Seberang Perai terutamanya dan Pulau Pinang keseluruhannya.

Dengan kata-kata ini, saya merasmikan Majlis Perasmian Pesta Padi Antarabangsa Pulau Pinang 2.0 serta Majlis Perasmian Jeti Kampung Terus dan Balai Lintang.

MRCS Annual Fund-Raising Dinner 2019

Speech by YAB Tuan Chow Kon Yeow, Chief Minister of Penang

 

I would like to thank the Malaysian Red Crescent Society, Penang State for inviting me to your MRCS Annual Dinner 2019 and for giving me the opportunity to say a few words. I have been associated with the Malaysian Red Crescent Society Penang for many years as they never fail to invite me to Flag-off and officiate the MRCS Heritage Walk. If time permits, I will also take part in the Heritage Walk.

I have followed the humanitarian work of MRCS Penang whose members always rise to the occasion in times of disasters and road accidents. I know that they train their members to be competent in first aid and rescue work.

The Penang State Government has always viewed the MRCS Penang as an important partner in rescue work and in times of disasters. Each year, the Malaysian Red Crescent Society Penang organises activities to train its members in first aid, pre-hospital care and disaster relief; and carry out several humanitarian projects for the less fortunate in our community.

One activity which is outstanding in terms of service to the community is the ComBase project. This is the community-based ambulance service which operates from three centres -- in Batu Maung, in Butterworth and in Permatang Tinggi. The MRCS ambulance responds to calls from Government hospitals and attends to road accident victims before sending them to hospitals for further medical treatment. Upon requests, the ambulance also takes patients to hospitals for treatment or fetches them back to their home from the hospitals. Such patient transfer services help the family members in ensuring that their loved ones are well taken care of from home to hospital and vice versa.

The ComBase project is professionally run and is staffed by well-trained paramedics. These paramedics undergo constant training to upgrade their skills so that they can give their best to serve those who are in need of medical attention. I would like the ambulance team members who are present here this evening to stand up and be recognised by everyone in this hall. A round of applause for their good work!

This evening, I understand that two organisations have stepped forward to donate two units of fully equipped ambulances for MRCS Penang to carry out their rescue and humanitarian work. These two organisations, AUG Student Services and See Hup Consolidated Bhd, should be lauded for their generosity and kind observance for their Corporate Social Responsibility (CSR). Their gift is most appropriate and much needed.

The Penang state government gives encouragement and financial support to the MRCS Penang. However, I understand that more funds are needed each year. Hence the MRCS Penang actively organises fund-raising projects as part of its activities. The goal of MRCS Penang is to always be ready and be on the alert to spring into action whenever required. The ultimate aim is to save lives and to serve those in need of help.

From the large crowd here tonight, it is obvious that all of you support the good work of MRCS Penang. I hope you will continue to support MRCS so that they will continue to provide the ambulance service and other humanitarian work to the people of Penang.

First of all, I would like to wish Selamat Datang or Welcome to all of you, especially those who have come all the way from China to be here today. It is indeed an honour and a privilege for me to be part of the inaugural International Electronics Elite Forum and International Electronics Elite Run, an event I believe will be the bridge between electronics manufacturing companies in not only Penang and Shenzhen, but various nations as a whole.

首先,我谨代表槟州政府欢迎在座的各位来到槟城。很荣幸可以在此参与第一届世界电子精英高峰论坛及世界电子精英长跑赛,相信是次活动将成为槟城和深圳,乃至于与各个国家的电子制造企业间的友好桥梁。

Manufacturing has long been the backbone of Penang’s economy, contributing 44.8% of the state’s GDP as of 2017. Penang has also long been recognized as an important international hub for electronics and semiconductor manufacturing hubs in the world, thus giving Penang the name as the Silicon Valley of the East.

制造业一直是槟城的经济支柱,在2017年占州生产总值的44.8%。槟城一向来被公认为是世界电子和半导体制造中心的重要国际枢纽,并为此被誉为东方矽谷。

With over 300 MNCs from America, Europe and all around the world operating in Penang, the Penang State Government is committed to transform Penang into an international city and state that is the location of choice for global manufacturing investors. Penang is currently home to numerous high-tech multinational firms including Intel, AMD, Agilent, Dell, Osram, Sony, Seagate and Bosch etc, of which I believe they are also present here today.

槟州政府致力于将槟城打造为国际城市和州属,成为全球制造业投资者的首选投资目的地。目前,分别来自美国、欧洲和世界各地逾300家跨国公司选择在槟城投资和运作,当中不乏是高科技跨国公司,包括英特尔、AMD、安捷伦、戴尔、欧司朗、索尼、希捷和博世公司,相信他们也出席了今天的活动。

Ladies and Gentlemen,

女士们、先生们

Shenzhen has mirrored Penang’s electronics industry prowess in China, becoming an important hub for electronics manufacturing in China. Many of China’s international electronics industry players have set up their headquarters as in Shenzhen, making Shenzhen a city with the most complete world-class electronics industrial supply chain. The linking of Shenzhen’s complete manufacturing industrial chain with Penang’s electronics industry in undoubtedly consolidating for both sides.

深圳反映了槟城在中国的电子产业实力,以成为中国电子制造业的重要枢纽。中国许多国际电子企业都选择在深圳设立总部,使深圳成为拥有最完整的世界级电子工业供应链的城市。深圳完整的制造业产业链与槟城电子产业间的链接,无疑将进一步巩固和加强双方的地位。

Penang has achieved RM8.8billion of total approved manufacturing investment in Q1 2019, top the rank among all states in Malaysia. Among the RM8.8 billion investment value, E&E sectors has accounted for about 95%. The E&E sector in Malaysia has grew by 6.4% in 2018 and contributed RM380.8 billion or 39.4 percent of total merchandise exports in 2018, of which Penang has played a significant role in the sector.

槟城在今年首季吸引超过88亿令吉的制造业投资总额,成为国内投资额最高的州属,而电子和电气领域就贡献了当中的95%。另一方面,马来西亚的电子和电气领域在2018年增长了6.4%,出口额为3808亿令吉,占我国全年出口总额的39.4%,而槟城在此中发挥了重要作用。

Let’s make this International Electronics Elite Forum and Run the starting point for us to work together to bring Penang and Shenzhen closer and to further strengthen the bonds that have already been forged between the firms that are already steadily progressing here in Penang.

让我们以这场世界电子精英高峰论坛及长跑赛为起点,共同努力拉近槟城与深圳之间的关系,并进一步加强与已在槟稳健发展的企业的联系。
