First of all I would like to thank The Royal Thai Consulate of Penang, His Excellency Mr. Chongcharoen Devahastin Na Ayudhaya for inviting me to the launching of the Thai Festival, which started today 25th of February to 1st March 2015.

I have been informed that there are 70 vendors participating in this festival, with various kinds of authentic and high quality Thai foods including halal products from 5 Southern Provinces of Thailand. There will also be some cultural performances and martial arts demonstrations.

I believe Thai food and culture is very popular in Penang. There is also a sizeable Thai community living here, and this is due to the close relationship between Penang and Thailand that has lasted for more than a thousand years.

Today's event will help to nurture people to people relationships between Penang and Thailand. Penang is fast becoming a cultural and arts hub in Malaysia. Compared to 7 years ago, you now can many see may arts and culture-related events and activities happening in Penang, attracting visitors and locals alike. The George Town Festival and today's Thailand Festival is another one example.

I hope the Thai Festival can grow to be bigger in the years to come and contribute more to strengthening the relationship between Penang and Thailand.

MAPEX 2015

SPEECH BY THE HONORABLE CHIEF MINISTER OF PENANG, MAPEX 2015 AT G HOTEL ON 21ST FEBRUARY 2015, SATURDAY, 11AM

Thank you to REHDA Penang and Henry Butcher Penang, the organizers of Malaysia Property Exhibition (MAPEX) for once again inviting me to deliver a New Year message in conjunction with their event starting from today until this Tuesday.

The theme “A New Year, A New Home” is in line with the State Government’s efforts to ensure that genuine qualified first time buyers are able to own a home under our new housing rule which took effect from 1 February 2014. This ruling is intended to protect existing and emerging affordable housing stocks, curb speculation and assist the low-income group to have a roof over their heads.

According to the Malaysian House Price Index, Penang house price index has risen from 116.6 in the third quarter of 2003 to 218.2 by the third quarter of 2013. Penang has seen the rise in property prices which has doubled since 2003. House prices increased 8.6% annually while the average household income increased by 5.4%. This means, house prices increased faster than income which leave an affordability gap.

The State Government places great emphasis to help the low income group to own a home. The cost of living has risen and the impact of the GST implementation on 1 April this year on goods and services has already been felt by consumers since its announcement in 2013. That is the reason the state government has set up a RM 500 million affordable and Public Housing Fund to build 22,545 public and affordable housing units in all 5 districts of Penang.

We hope that the new integrated transportation system from now until 2030 under the RM 27 billion Penang Transport Master Plan will further boost the tourism industry in Penang. The plan includes components such as improved highway network, light rail transit (LRT), bus rapid transit (BRT), trams and new ferry services. An Electric Train Service (ETS) linking Kuala Lumpur to Butterworth will be operational in July 2015. A total of 10 new coach sets will be running in stages by January 2016. With this, we believe that the improved transportation system will provide further support to the overall property development in the region.

I am proud to say that all the efforts made by various organisations and the Penang people have seen the transformation of Penang into a vibrant city full of activities and festivals ranging from arts and culture to international entertainment and exhibitions. We are looking forward to the 1st phase completion of the RM 300 million Sub-terranean Penang International Conference and Exhibition Centre (SPICE) project in 2017 which will double the present capacity at the present PISA site. This will allow Penang to attract MICE segment of the tourism market, create business and employment opportunities that will spur the demand for the property market.

I want to congratulate REHDA and Henry Butcher Penang for successfully organizing this event and for their continuous generous support to the community, this time by contributing RM 20, 000 donations to charity.

THE OFFICIAL LAUNCH OF PENANG HOT AIR BALLOON FIESTA

I wish you all a very good evening and thank you for being present here at Padang Polo to witness the Penang Hot Air Balloon Fiesta. This event is part of the endless celebrations during the ‘Fabulous February Fiesta’ in Penang. With 15 big balloons from the world over floating freely in the air this weekend, we are kick starting the ‘Year of Festivals’. Visit Penang Year 2015 will showcase all our vibrant and exciting festivals including religious, cultural and arts, happening throughout the year.

We are especially excited to have the Penang Hot Air Balloon Fiesta that’s worth RM650,000 and organized and supported by the State for the first time. It is also the first hot air balloon festival held here all in the interest to give Penangites and our visitors a one-of-a-kind-experience! The success of this event will surely lead to an annual celebration with fun filled activities for all.

The Penang Hot Air Balloon Fiesta is also organized with the cooperation of the Municipal Council of Penang Island (MPPP) and Penang Global Tourism, in collaboration with Tourism Malaysia. Its programming partners on the other hand are, AKA balloon Sdn Bhd, Today Lifestyle Marketing and ActifeStyle. And we are also delighted to have Fly FM as the official radio station.

Without further ado, ladies & gentlemen, in conjunction with Visit Penang Year – Year of Festivals, it gives me great pleasure to declare proudly, COME TO WHERE THE FREEDOM IS! And I hereby officially launch the Penang Hot Air Balloon Fiesta 2015!

2015 Penang State Government Chinese New Year Message By Penang Chief Minister Lim Guan Eng On17.12.2015 In Komtar, George Town.

Relying On Moderation, Rule of Law, Integrity And Relentless Pursuit Of Excellence To Provide A Better Alternative Model Of Governance.

As we welcome the Year of the Goat, Penangites hope that we can also bid farewell to the man-made and natural disasters in the Year of the Horse. The Penang state government expresses our condolences and sympathies to the victims of the 3 airlines lost and victims of the massive floods at the end of last year.

In hoping for a new year that is free from man-made or natural disasters, Penang can show Malaysians a better alternative model of governance by relying on moderation, rule of law, integrity and relentless pursuit of excellence. These four basic criteria are the secrets of success behind many states that have achieved international and intelligent status. Penang state government’s CAT governance of competency, accountability and transparency is a paradigm shift from BN’s model of crony capitalism, negotiated tenders, budget deficits and increased debts.

The Penang state government has adopted the people-centric approach of 3Es to enable the people through acquiring skills and knowledge, empower them with rights and responsibilities and enrich the rakyat. Firstly, to live with dignity, the people must be enabled with skills, knowledge as well as empowered with a deep understanding of rights and responsibilities. Investment in education is necessary to win the future. Similarly investing in moderation that respects our rights and responsibilities can ensure stability and an orderly society that are keys to success.

For instance the Penang Science Cluster(PSC) has started the first STEM teaching in the country of Science, Engineering, English and Mathematics. Through PSC, cafes are set up to teach young primary schoolchildren robotics. PSC also organizes the largest science and technology exhibition in Malaysia over two days attracting 60,000 people, until it has to be held in a stadium. The RM 25 million Penang Tech Dome has been approved to establish Penang as a center of science and technology.

Acquiring skills and knowledge as well as a work ethic of hard work, team work and positive values of moderation and harmony is the solution. Blaming others and taking the easy way out by breeding hate and violence through racism and extremism, will only lead to ruin and failure. No country in history that has relied on discrimination, hatred and violence has succeeded.

One of the measures of the success of CAT governance is economic growth. As an industrialised state, Penang has recorded higher investments of RM41 billion from 2008-2013, which is 90% higher than a similar 6 period from 2002-2007 of RM21 billion. CAT governance has allowed Penang to reduce our state debts by 90% and recorded surpluses every year since 2008. Since 2008, our total budget surpluses amounted to RM453 million. This RM453 million budget surplus over 6 years is even higher than the total surpluses over the previous 50 years from 1957-2007 of RM373 million!

This is shared with the people. To enrich the people, the state government has distributed RM287 million of the budget surplus of RM453 million, in the form of cash to the people. The remainder is used for basic infrastructure projects of better roads, drainage, public amenities and green parks. The state government allocates around 12% of our annual budget for this cash assistance, the highest amongst all state governments.

In our quest to achieve international and intelligent city status, we must not forget the fundamental pre-requisites of a cleaner, greener, safer and healthier Penang. And that Penang must be a vibrant cultural and heritage city to be a dynamic economic center in Malaysia.

Let us in Penang show that we value collaboration, not confrontation in resolving our problems together. Unlike the different colours of our skin, inequality and injustice has no colour. Similarly why should we discriminate when we do not differentiate between the different colours of our bank notes?

槟城州首席部长于2015年2月17日在乔治市光大发表的槟城州政府农历新年献词

槟城秉持着温和、法治、廉洁及不懈追求卓越的态度,去达到与别不同的良好施政模式。

当大家欢欣迎来乙末羊年之际,槟城人希望可以送别马年所带来的天灾人祸。在此,槟城州政府要向去年的3宗空难罹难者深表哀悼,对大水灾的灾黎表达深切同情。

新的一年,在我们祈望能免于天灾人祸之际,槟城也要向全马来西亚展示,只要我们秉持着温和、法治、廉洁及不懈追求卓越的态度,就能达到与别不同的良好施政模式。这4项基本准绳,是所有已经成为国际级及智慧型的国家,其背后成功的秘密。槟城州政府的能干、公信、透明的施政方针,已经从国阵的朋党资本主义、协商招标、赤字预算及增加负债的情况下,成功扭转局势,落实了典范转移。

槟城州政府采纳了以民为本的三民政策,那就是启迪民智,让人民学习各种技能及知识;赋权予民,赋予人民权力与义务;及富国强民。首先要人民活得有尊严,就必须让人民学习各种技能与知识,同时赋权让人民懂得自己应有的权力与义务,还有必须投资教育领域以战胜未来。

而且要提倡温和的太度,尊重我们自己的权力与义务,才能确保稳定的社会秩序,迈向成功之道。

因此,槟城科学理事会已经开始进行科学、工程、英文及数学的教育计划(STEM)。槟城科学理事会在槟城成立了科学咖啡馆,并在咖啡馆里教导州内学童组装机器人的机械工程,槟城科学理事会也在槟城主办了全国最大的科学与科技展,2天的展览吸引了6万人,必须在体育馆内主办才有足够的容纳空间。还有,已经批准,耗资2500万令吉的槟城科技馆将让槟城成为科学与科技中心。

我们唯有透过获取技能及知识,加上辛勤工作的职业道德、团队精神及温和与和谐的正面价值才是解决之道。怪罪其他人、透过种族主义及极端主义的方式散播仇恨和暴力的捷径,只会导致破产和失败。史上没有一个依赖歧视、仇恨和暴力的国家能够成功。

CAT施政成功的其中一个测量指标就是经济的成长。槟城作为一个工业化的州属,槟城从2008年至2013年期间,共吸引了410亿令吉的投资,创下新记录。这较2002年至2007年6年期间的210亿令吉,多出了90%的投资额。能干、公信、透明的 CAT施政方针,让槟城自2008年以来,成功减债90%,并每年皆有预算盈余。从2008年至今,我们的预算盈余额为4亿5300万令吉。过去6年创下的4亿5300万令吉预算盈余,甚至比前朝过去50年,即从1957年至2007年的总预算盈余3亿7300万令吉还要高!

这些预算盈余,我们都与民共享。为了富民,州政府将4亿5300万令吉预算盈余中的2亿8700万令吉与民共享,透过现金发给的方式,分钱给百姓。剩余的款项,我们用以用为基础建设计划,如兴建道路、公共设施及绿色公园等。州政府也将年度预算的12%作为这些现金援助之用,这乃是国内各州属当中,在现金援助方面最高额的。

在我们努力把槟城打造成一个国际及智慧型城市的当儿,我们不能忘记槟城的最基本先决条件:即一个更清洁、更绿化、更安全及更健康的槟城。要让槟城成为马来西亚充满活力的经济中心,槟城首先必需是一个充满活力的文化及遗产城。

让槟城证明给大家看,人民重视携手合作的方式多过搞对抗的方式来解决问题。我们不看肤色看本色,但我们依然须记住:不公平及不平等也是没有颜色之分的。当我们不会去计较钞票的颜色时,为什么我们要互相歧视呢?

Bersandarkan Kesederhanaan, Keluhuran Undang-Undang, Ketelusan dan Usaha Tanpa Henti ke Arah Kecemerlangan Demi Menawarkan Model Urus Tadbir Alternatif yang Lebih Baik

Sementara kita mengalu-alukan Tahun Kambing, Pulau Pinang berharap kita juga boleh mengucapkan selamat tinggal kepada bencana buatan manusia dan semula jadi pada Tahun Kuda. Kerajaan Negeri Pulau Pinang mengucapkan takziah dan simpati kepada keluarga mangsa 3 nahas syarikat penerbangan dan mangsa banjir besar pada akhir tahun lepas.

Dalam mengharapkan tahun baru yang bebas daripada bencana buatan manusia atau semula jadi, Pulau Pinang boleh menunjukkan kepada rakyat Malaysia satu model alternatif yang lebih baik tadbir urus dengan bergantung kepada kesederhanaan, keluhuran undang-undang, ketelusan dan usaha kecemerlangan. Keempat-empat kriteria asas ini adalah rahsia kejayaan di sebalik banyak negeri yang telah mencapai taraf antarabangsa dan pintar. Pentadbiran kerajaan negeri Pulau Pinang yang berdasarkan CAT – cekap, akauntabiliti dan telus adalah satu anjakan paradigma daripada model BN yang berteraskan kapitalisme kroni, rundingan tender, bajet defisit dan peningkatan hutang.

Kerajaan Negeri Pulau Pinang telah menerima pakai pendekatan mesra rakyat, 3E, iaitu memberdaya(enable) rakyat melalui kemahiran memperoleh dan pengetahuan, memperkasa (empowered) rakyat dengan hak dan tanggungjawab serta memperkaya (enrich) rakyat. Pertama, untuk hidup bermaruah, rakyat perlu diberdaya dengan kemahiran, pengetahuan dan juga diperkasa dengan kefahaman yang mendalam tentang hak dan tanggungjawab. Pelaburan dalam pendidikan adalah perlu untuk masa depan yang lebih baik. Begitu juga melabur dalam jumlah yang sederhana yang menghormati hak dan tanggungjawab bagi memastikan kestabilan dan masyarakat teratur yang menjadi kunci kepada kejayaan.

Sebagai contoh Kluster Sains Pulau Pinang (PSC) telah memulakan pengajaran STEM yang pertama di Negara melalui mata pelajaran Sains, Kejuruteraan, Bahasa Inggeris dan Matematik. Melalui PSC, kafe ditubuhkan untuk mengajar kanak-kanak sekolah rendah berkenaan robotik. PSC juga menganjurkan pameran sains dan teknologi yang terbesar di Malaysia selama dua hari yang menarik 60,000 orang, sehingga ia perlu diadakan di stadium. Penang Tech Dome yang bernilai RM 25 juta telah diluluskan untuk mewujudkan Pulau Pinang sebagai pusat ilmu pengetahuan dan teknologi.
Kemahiran dan pengetahuan serta etika kerja berkenaan kerja keras, kerja berpasukan dan nilai positif kesederhanaan dan keharmonian adalah penyelesaian. Menyalahkan orang lain dan mengambil jalan mudah dengan memupuk kebencian dan keganasan melalui perkauman dan ekstremisme, hanya akan membawa kepada kehancuran dan kegagalan. Tiada negara dalam sejarah yang bergantung kepada diskriminasi, kebencian dan keganasan berjaya.

Salah satu daripada langkah kejayaan pentadbiran CAT adalah pertumbuhan ekonomi. Sebagai sebuah negara perindustrian, Pulau Pinang telah mencatatkan pelaburan yang lebih tinggi daripada RM41 bilion 2008-2013, iaitu 90% lebih tinggi daripada 6 tempoh yang sama pada tahun 2002-2007 sebanyak RM21 bilion. Urus tadbir CAT telah membolehkan Pulau Pinang mengurangkan 90% hutang negeri dengan lebihan yang direkodkan setiap tahun sejak tahun 2008. Sejak tahun 2008, jumlah lebihan bajet kita adalah sebanyak RM453 juta. Lebihan bajet RM453 juta lebih dalam 6 tahun ini adalah lebih tinggi daripada jumlah lebihan sejak 50 tahun lepas 1957-2007 sebanyak RM373 juta!

Kejayaan ini dikongsikan bersama rakyat. Bagi meperkaya rakyat, kerajaan negeri telah mengagihkan RM287 juta daripada lebihan bajet sebanyak RM453 juta, dalam bentuk tunai kepada rakyat. Selebihnya digunakan untuk projek infrastruktur asas jalan raya yang lebih baik, perparitan, kemudahan awam dan taman hijau. Kerajaan negeri memperuntukkan kira-kira 12% daripada bajet tahunan untuk bantuan wang tunai ini, yang tertinggi di antara semua kerajaan negeri.

Dalam usaha mencapai status bandar antarabangsa dan pintar, kita tidak boleh lupa pra-syarat asas bagi Pulau Pinang yang lebih bersih, lebih hijau, selamat dan sihat – Pulau Pinang mesti menjadi bandar budaya dan warisan yang gencar untuk menjadi pusat ekonomi yang dinamik di Malaysia.

Marilah kita di Pulau Pinang menunjukkan bahawa kita menghargai kerjasama, bukan konfrontasi dalam menyelesaikan masalah kita bersama. Tidak seperti warna kulit kita, ketidaksamaan dan ketidakadilan tidak mempunyai warna. Begitu juga mengapa kita mengamalkan diskriminasi apabila kita tidak membezakan warna duit kertas kita?
