1. Majlis Mesyuarat Kerajaan Negeri Pulau Pinang pada 24 Julai 2014 telah bersetuju membatalkan Majlis Rumah Terbuka Kerajaan Negeri sempena Hari Raya Aidil Fitri 2014 bagi menghormati mereka yang terkorban dalam tragedi pesawat MH17 yang terhempas di Ukraine pada 17 Julai yang lalu.

2. Selain dari itu, Majlis Rumah Terbuka sempena Hari Raya Aidil Fitri 2014 anjuran saya sendiri sebagai Ketua Menteri Pulau Pinang, Majlis Rumah Terbuka Perbadanan Bekalan Air Pulau Pinang (PBAPP) serta Majlis Rumah Terbuka Perbadanan Pembangunan Pulau Pinang (PDC) turut dibatalkan.

3. Pembatalan ini dibuat susulan daripada pengumuman yang dibuat oleh Mesyuarat Kabinet semalam.. Dalam kenyataan akhbar yang dikeluarkan melalui Pejabat Perdana Menteri menyebut bahawa pembatalan Majlis Rumah Terbuka Jemaah Menteri dan Majlis Rumah Terbuka Aidilfitri Malaysia sempena Aidilfitri Tahun 2014 dibatalkan bagi menghormati mangsa nahas pesawat MH17.

4. Walaupun rakyat masih bersedih di atas tragedi ini, umat Islam di seluruh Negeri disyariatkan untuk meraikan Hari Raya Aidil Fitri setelah berjaya menjalani ibadah puasa selama sebulan. Majlis-majlis sambutan Hari Raya Aidil Fitri 2014 boleh diadakan tetapi dengan kesederhanaan dan penuh ketertiban. Ahli-ahli Yang Berhormat ADUN Kawasan boleh mengadakan sambutan Hari Raya Aidil Fitri di kawasan masing-masing secara sederhana. Begitu juga Jabatan-jabatan/agensi Kerajaan, sambutan Hari Raya Aidil Fitri boleh diadakan untuk kalangan warga kerja masing-masing tanpa melibatkan jemputan luar.

5. Kerajaan Negeri juga terlebih dahulu telah mengibarkan bendera separuh tiang mulai 17 Julai 2014 hingga 19 Julai 2014 bagi menyatakan kesedihan dan simpati rakyat Pulau Pinang kepada keluarga mangsa pesawat MH17 tersebut.

6. Kerajaan Negeri menyatakan pendirian bahawa kami akan berdiri bersama Kerajaan Persekutuan demi keadilan kepada keluarga mangsa-mangsa nahas pesawat MH17 .

Good morning and thank you for inviting me to launch the 12th installation of the Star Property Fair.

With over 30 local and foreign exhibitors participating this year, including some big names in property development, it is clear that Penang continues to attract keen investors looking for a place in the ‘Pearl of the Orient’.

As one of the most economically important states in Malaysia, Penang has seen a significant growth in population in recent years as more people clamor to seek a better way of life.

This in turn has impacted the demand for properties ranging from medium-cost housing to luxury units. The encouraging business sentiment and growing economic progress is evident around Penang. We do not only see sustained foreign direct investment and local investment into Penang regardless of what those detractors who are blind to the realities on the ground may say.

Many workers in the manufacturing industry are working overtime some compelled to do so. The stronger purchasing power this year of consumers has made sales much better this year than last year. This can be seen by the roaring business in our Bazaar Ramadan which has attracted customers from outside Penang due to the range and variety of products offered.

The opening of Penang’s second bridge earlier this year, which enhanced accessibility and exchange between the island and mainland, is also playing a part in strengthening the resilience of the local economy, literally opening up pathways for more partnerships. The continuing demand for properties in Penang reaffirm the attractiveness of our little state.

With more residential and commercial projects funded by the state government and property developers, there are now more options to cater to the diverse profile and demography of property buyers and investors.

As a responsible government, it is our duty to ensure a balanced and sustainable environment where everyone has the opportunity to call a house a home in Penang. This includes first-time buyers and those who may fall within the lower income bracket.

There is a need for Bank Negara to reinstate Developer Interest-Bearing Scheme (DIBS) for first time buyers for all properties below RM 400,000 to compensate for any negative inflationary impact and higher loan repayments from the increase in interest rate by 0.25% from 3% to 3.25%.

This would not only give less money to spend for existing borrowers of all loans, increase the financing cost for businesses leading to higher prices and also make it more difficult for first-time buyers to get loan approvals. One of the main complaints of developers and first-time buyers is the difficulty of getting loan approvals due to the stringent repayment ability requirements imposed by Bank Negara.

The Penang state government is against any hike in interest rate that would burden borrowers without any compensating measure to help them to repay or service their loans. Reinstating the DIBS for houses below RM400,000 would benefit first-time buyers and promote housing democracy.

The increase in interest rates would have inflationary impact, raise the cost of living as well as dampen consumption spending as more money would be required to service their loans. This would not only give less money to spend for existing borrowers of all loans, increase the financing cost for businesses leading to higher prices and also make it more difficult for first-time buyers to get loan approvals.

On that note, I would like to thank The Star media group for organising this year’s Property Fair.

Khalid Abu Bakar Should Be Ashamed That Instead Of Showing Any Remorse For Failing To Find Those Who Caused The Death Of Teoh Beng Hock

Khalid Abu Bakar Should Be Ashamed That Instead Of Showing Any Remorse For Failing To Find Those Who Caused The Death Of Teoh Beng Hock, The Inspector-General of Police(IGP) Is Now Trying To Divert Attention For His Failure By Taking Action Against Lim Kit Siang For Sedition.

Tan Sri Abdul Khalid Abu Bakar has never ceased to serially baffle and confuse Malaysians when he forgets his statutory role as a IGP but talks instead like an extremist UMNO politician. Khalid Abu Bakar should be ashamed that instead of showing any remorse on the police behalf for failing to find those who caused the death of Teoh Beng Hock, the IGP is now trying to divert attention for his failure by taking action against Lim Kit Siang for sedition.

Inspector-General of Police Tan Sri Khalid Abu Bakar said that DAP Parliamentary leader Lim Kit Kit Siang had committed an offence under the Sedition Act by stating that Teoh was murdered and that the real perpetrators had yet to be arrested in an article in The Rocket, published on July 16. The IGP claimed that Lim Kit Siang’s article on the fifth-year anniversary of Teoh Beng Hock's death was attempting to incite people to think that Teoh Beng Hock was killed.

Teoh, 30, the political secretary to Selangor executive councillor Ean Yong Hian Wah, was found dead on July 16, 2009 on the fifth floor corridor of Plaza Masalam in Shah Alam after he had given a statement at the office of the Selangor branch of the Malaysian Anti-Corruption Commission on the 14th floor of the building. What is wrong for Kit Siang to write in his article “Malaysians will not rest until justice is done for the killing of Teoh Beng Hock” and both DAP and Pakatan Rakyat will continue to highlight the injustice of Teoh Beng Hock's unresolved murder?

Is it now a crime in Malaysia to seek for justice to be done and that the killers be punished?

Clearly the IGP is callous and inhumane for not feeling or understanding the pain and loss to the family members and friends from the death of an innocent man. Teoh Beng Hock’s family had rejected in no uncertain terms any suggestion or implication that Teoh caused his own death because he was happily about to get married and become a father. It is the duty of the authorities, including the police, to solve this murder and find Teoh’s killers.

By wanting to punish and act against Kit Siang under the Sedition Act for stating that Malaysian will not rest until justice is done for the killing of Teoh Beng Hock, the IGP might as well act against the entire party leadership of the DAP and all our 37 MPs and 105 State Assemblypersons who take a similar principled position. Khalid should decide whether he wants to act responsibly and professionally in his statutory role as IGP by stopping such a politically motivated witch-hunt against Kit Siang or else Khalid should resign as IGP and be the extremist UMNO politician if he so wishes.










Request For Proposal For Joint Development of 4.23 Acres of Land at Site Known as PT 330 Sandiland Foreshore, Section 11E, Jalan C.Y. Choy, Georgetown, Northeast District, Penang.

Request For Proposal For Joint Development of 4.23 Acres of Land at Site Known as PT 330 Sandiland Foreshore, Section 11E, Jalan C.Y. Choy, Georgetown, Northeast District, Penang.

Penang’s quest for the provision of quality and affordable housing will receive another boost with the Request for Proposals for the development of 4.23 acres of land at the Sandiland Foreshore, at Jalan C.Y. Choy. The proposed mixed development project will comprise components of medium cost apartments, low medium cost flats and related commercial facilities.

The Chief Minister Incorporated (CMI) which is the registered proprietor of the Sandiland Foreshore land, in support of the State government’s efforts to develop more affordable homes,  has appointed PDC to develop and/ or manage the development of the land.

PDC, acting for and on behalf of CMI is now requesting for proposals from incorporated local companies to undertake the design, build and complete the whole development on the Land in accordance with the Conditions of Tender as stated below:

Leasehold 99 years subject to condition and restrictions in interests to be imposed by the State Government.

Developments Components

The Development Components consist of:-
(a) Medium Cost Apartments – not more than 482 units with the breakdown as below:-

(i) 241 units at minimum 1000 sq ft at ceiling price of RM400,000.00;

(ii) 161 units at minimum 900 sq ft at ceiling price of RM300,000.00; and

(iii) 80 units at minimum 800 sq ft at ceiling price of RM200,000.00

(b) Low Medium Cost Flats – minimum 321 units:-

(i) Minimum 700 sq ft at ceiling price of RM72, 500.00.

(c) All Medium Cost Apartments and Low Medium Cost Flats  are provided with the following finishes and facilities:-

(i)      For Low Medium Cost:
Floor tiles for toilet, kitchen, living room, wall tiles for toilet and kitchen;

For Medium Cost:
Floor tiles for toilet, kitchen, living and bedroom.
Wall tiles for toilet and kitchen.

(i) Common areas equipped with safety features – CCTV;

(ii) Access card at entrance gate and inside the lift; and

(iii) Façade treatment reflecting high end finishes eg. at windows and doors.

(d) Commercial Content

(i) Maximum total built up for the commercial content should  not be more than 90, 014 sq ft ; and

(ii) SOHO, Service Apartments, Business Suites, Medical Suites or any other development which are similar to SOHO will not be allowed.

Project Completion
The Successful Tenderer shall at its own cost and expense design, build, construct and complete the development on the proposed site within 60 months from the date of the Joint Development Agreement.

Land Price
The Reserve Price for the Land Premium is RM125.00 per square feet.

RFP Documents
Any companies who are interested to participate in this RFP can purchase the RFP document for One Thousand Ringgit Malaysia (RM1,000.00) during office hours at PDC starting from 22nd July 2014 (Tuesday) till 3rd September 2014 (Wednesday).

The State Government and PDC wish to reiterate that the RFP exercise is in line with the State’s CAT policy to ensure accountability and transparency, so that we can achieve high quality products and services even for affordable housing with competitive pricing through the open tender system.

This mixed development project is testimony of the State Government’s commitment to the provision of housing to the people, following closely the launching and implementation of the SP Chelliah and the Batu Kawan AHS projects. Also in the pipeline this year are the AHS projects at Teluk Kumbar and Kampung Jawa, which will further add to the services and facilities provided by the State Government and the PDC to the people of Penang. 

The development of affordable housing and commercial facilities at the Sandiland Foreshore, which is a stone’s throw from the George Town World Heritage Site, represents pockets of sustainable and viable development by the State Government and PDC, which will complement the nearby KOMTAR Tower upgrading and revitalisation programme, the Penang Heritage Centre project at Komtar Phase 5, and BIDS (Business Improvement Districts) project, which are carried out for the benefit of the people of Penang.
