Welcome Address By Penang Chief Minister Lim Guan Eng for SEMICON SEA 2015 Opening Ceremony On April 22 2015 at SPICE Arena.

Good Morning,

It is a great pleasure to welcome all of you to SEMICON SEA 2015 here in SPICE Arena. It’s wonderful to be able to stand here today and to welcome all of you to Penang, dubbed the Silicon Valley of the East yet rich in the diversity of our heritage and culture.

Ladies and Gentlemen,

SEMICON Southeast Asia is the region's only trade and technology event that covers the entire microelectronics manufacturing ecosystem, from process materials and equipment to packaging, test, and assembly technologies. And for the first time, this prestigious event is held in Penang, Malaysia. This isn’t just a pat on our back; this is another milestone marked for us to continuously empower the semiconductor industry in Penang as well as in Malaysia, to greater heights.

40 years Industrial Ecosystem and Sound Economic Growth

Penang industrialization record of 40 years provides an outstanding combination of attributes that are the cornerstone of the thriving semiconductor industry in Malaysia. All the top names in the E&E industry are here and we have nearly 1,000 factories all over Penang.

FDI will continue to push Penang's economy ahead. Penang has received about 13% of Malaysia's total investment between 2008 and 2013. Within the same time span, Penang captures almost 15% of Malaysia's FDI. Investment statistics released by MIDA recently, showed that Penang has recorded a 109% increase in investments last year over 2013’s volume of RM3.91 billion to RM8.16 in 2014. Penang’s investment for 2008 to 2014 is RM 48.2 billion, a 93.6% increase over similar period from 2001 to 2007 of RM 24.9 billion. 62.5% of the total investment came from FDI. This proves that foreign direct investments have fueled Penang attractiveness a preferred investment location. Penang with its vibrant E&E ecosystem of over 3,000 well diversified and competent local suppliers. Thus, Penang now contributes about 8% of back end semiconductor output globally. With the increasing number of investments, both domestic and foreign, Penang has emerged as a state that has world class capabilities, robust supply chain, proven track
record and critical support services that help to provide shorter development cycles, steeper learning curves, reduced cost and time to market.

Penang towards Generating Higher Pool of Knowledge Workers

With 40 years of cumulative industrial intelligence, developing the state’s talented young people to move up the value chain has become a priority of the State Government. In Penang, there are over 40 public and private universities and colleges, in addition to the eight reputable international schools. We have set up learning and training centers, such as Penang Skills Development Centre - a world-class, non-profit training and educational centre built on a tripartite partnership model between the Government, Industry, and Academia as we believe it is important to nurture talents that caters specifically for the industrial and services sectors.

Penang is also successful in attracting talents from overseas. The Penang Career Assistance and Talent (CAT) Centre is assisting an international internship programme, in collaboration with universities in Japan, New Zealand, Germany and Switzerland. We are helping to build the capacity of the state as it moves toward a knowledge economy by maximizing local content, adding value through integrated industrial parks, and promoting economic diversification and entrepreneurship.

Ladies and Gentlemen,

Convergence of Manufacturing and Services Sector is the Key to Future Economic Success

Although we strive for excellence in the manufacturing sector, we do believe that the key to Penang’s future economic success is not through over-reliance on one sector but to seek convergence between manufacturing and services sectors as well as the government sector. This convergence that is taking place in Penang is making progress towards revolutionizing Penang’s intellectual capability towards a high income state.

Incorporating Desirable Work-Life Balance to Residents

No matter how much I have talked about the attractiveness of Penang investment-wise, Penang is the destination of choice because it is a great place to live.

With a UNESCO World Heritage site, the best street food in the world and a mere 10 minute drive from either the beaches or the hills, it is no wonder that the paper, Guardian UK has named Penang as the Top 10 “World’s Must Visit Destinations in 2014”.

If you need further convincing, please take the opportunity today to talk to those existing companies in Penang, they will be our best reference. We also have MIDA and investPenang booths in this exhibition where you can pay a visit and have your enquiries answered. If your time permits, I also recommend you to participate in investPenang’s arranged site visit to Batu Kawan Industrial Park and selected factories; so that you will be able to see for yourself Penang’s semiconductor ecosystem. investPenang’s officials will also be on standby for the next 3 days to meet you individually.

Eco Marina, Batu Kawan Acceptance of Letter of Award from Penang Development Corporation witnessed by YAB Tuan Lim Guan Eng, Chief Minister of Penang & Official Opening of EcoWorld Gallery @ Macalister

Good morning.

I wish to commend Eco World Development Group Bhd for the fine work done in restoring heritage on the EcoWorld Gallery in Jalan Macalister. Apart from the honour of George Town being a Unesco World Heritage site, there is something else that Penangites are very proud of and that is the architectural wonder of the Penang Bridge.

The first Penang Bridge was then the longest bridge in Asia and the 5th largest in the world at that time, helping to close the gap between the island and the mainland, with easier access and connectivity for the people.

Who would have thought that three decades later, Penang would celebrate yet another iconic landmark with the construction of a second bridge, from Batu Maung on Penang Island to Batu Kawan on the Prai side.

Opened on 1 March 2014, the second bridge now holds the record for the longest in Southeast Asia at 24km. It has become the catalyst in opening up the southern part of mainland Penang, and the emergence of the new satellite township of Batu Kawan.

The Penang state government is committed to building up Batu Kawan as the most modern satellite township in Malaysia. In industry and services, the Batu Kawan Industrial Park has already attracted industry giants such as Bose System Malaysia Sdn Bhd, Malaysia Automative Lighting Sdn Bhd, Boon Siew Honda and VAT Manufacturing Malaysia to set up their manufacturing plants there. In education, we have Hull University from UK and our local KDU University. In commerce and retail, there is the branded designer’s retail outlets and of course Ikea opening up its first flagship store in the Northern region.

Finally, in property, we are pleased to announce this morning, we have EcoWorld. We witness the letter of award by Penang Development Corporation to EcoWorld for the development of 470 acres of land in Batu Kawan to be known as Eco Marina, comprising 150 acres of hill land will be a golf course and the remainder 320 acres of mixed development. This is conducted through an open tender and EcoWorld will be paying RM796 million to PDC.

Eco Marina, a gated & guarded strata township promises to be a new benchmark for residential, lifestyle and commercial developments in Penang. With its unique 2.5km coastline and a 150-acre golf course that also serves as a green lung – Eco Marina is set to emerge as another must-visit tourist destination for the state.

In our quest to be an international and intelligent city, the Penang State Government must ensure inclusive growth to bring about balanced development. We believe that EcoWorld fits the bill due to its proven track record, experienced management and competent leadership led by Tan Sri Liew Kee Sin.

We hope that this project will help to make Batu Kawan as a destination of choice for tourists, location of choice for investors and habitat of choice for human talent in a most attractive place to live, learn, work, play. Batu Kawan and Seberang Perai can help drive Penang’s economic growth, create job opportunities and provide balanced and inclusive growth not only on the island but also on the mainland.

PADA 19 APRIL 2015 (AHAD), JAM 9.00 PAGI

Pada tahun 2015, Kerajaan Negeri telah memperuntukkan RM32.7 juta untuk pelaksanaan enam (6) buah projek pembinaan dan penaiktarafan jalan dengan anggaran kos keseluruhan projek berjumlah RM86.3 juta untuk tempoh 3 tahun. Daripada keseluruhan projek tersebut, empat (4) buah projek akan dilaksanakan di Daerah Seberang Perai Tengah, sebuah (1) projek di Daerah Seberang Perai Selatan manakala sebuah (1) lagi adalah merupakan projek yang akan kita lancarkan sebentar lagi. Projek Pembinaan Jalan Sambungan Antara Jalan Bunga Hinai Dengan Jalan Bunga Kaca Piring Di Sekitar SRJK(C) Hun Bin akan memberi faedah kepada penduduk di kawasan sekitar termasuk guru-guru, ibu bapa dan para pelajar SRJK(C) Hun Bin.

Para hadirin yang saya hormati,

Umumnya sedia maklum bahawa projek jalan ini telah dirancang dan ditenderkan secara terbuka pada tahun 2012 oleh Jabatan Kerja Raya (JKR) Negeri Pulau Pinang. Namun, proses pelantikan pihak kontraktor tidak dapat dibuat selepas Kerajaan Negeri mengambilkira keperluan pemindahan sepuluh (10) keluarga penduduk setinggan di enam (6) buah rumah yang terletak di atas jajaran projek. Justeru, Kerajaan Negeri terpaksa menangguhkan pelaksanaan projek buat sementara waktu berikutan proses pemindahan setinggan tidak dapat dilaksanakan dengan kadar segera kerana ketiadaaan stok atau unit rumah kos rendah untuk ditawarkan sebagai penempatan kekal kepada penduduk setinggan yang terlibat.

Atas dasar keperihatinan dan kesejahteraan penduduk setinggan tersebut, akhirnya Kerajaan Negeri telah menempatkan mereka di Perumahan Kos Rendah Taman Kuala Sungai Pinang, Balik Pulau dan Perumahan Kos Rendah i-Park di Jalan Dato’ Ismail Hashim secara percuma bagi pemilik rumah dan pengurangan separuh harga bagi keluarga penumpang. Proses pemindahan penduduk setinggan ini telah selesai sepenuhnya pada akhir bulan November 2014.

Kerajaan Negeri amat bersyukur kerana atas usaha gigih jabatan dan agensi yang terlibat, akhirnya projek jalan berpanjangan 150 meter ini dapat ditenderkan semula pada tahun 2015 dan dimenangi oleh Syarikat Syifa Bina Sdn. Bhd. dengan jumlah tender sebanyak RM1,878,000.00. Kerajaan Negeri amat berharap supaya tiada kelewatan dalam pelaksanaan projek ini dan harap projek ini dapat disiapkan dalam tempoh satu (1) tahun iaitu pada 15 Februari 2016 sepertimana yang disyaratkan oleh pihak JKR.

Para hadirin yang saya dihormati sekalian,

Projek jalan ini bertujuan untuk melancarkan aliran trafik dan memberi keselesaan kepada pengguna jalan raya di sekitar SRJK(C) Hun Bin.

Projek ini merupakan sebuah projek yang mencerminkan keperihatinan Kerajaan Negeri terhadap keperluan infrastruktur rakyat Negeri Pulau Pinang amnya dan KADUN Tanjung Bungah khususnya. Akhir kata, saya dengan sukacita dan berbesar hati merasmikan Projek Pembinaan Jalan Sambungan Antara Jalan Bunga Hinai Dengan Jalan Bunga Kaca Piring Di Sekitar SRJK(C) Hun Bin, Tanjung Tokong, Daerah Timur Laut, Pulau Pinang.
