Selamat Pagi dan Salam Sejahtera.

Terlebih dahulu saya ingin mengambil kesempatan untuk mengucapkan jutaan terima kasih kepada jawatankuasa penganjur di bawah kepimpinan Timbalan Ketua Menteri (I) Pulau Pinang, YB Dato’ Haji Ahmad Zakiyuddin bin Haji Abdul Rahman yang telah memastikan Majlis Penyampaian Sumbangan Ehya’ Ramadan Masjid-masjid dan Surau Jumaat di Negeri Pulau Pinang pada tahun ini dapat dijalankan dengan jayanya.

Seperti mana yang semua sedia maklum, Kerajaan Negeri telah memulakan inisiatif pemberian sumbangan kepada masjid-masjid dan surau jumaat sejak mengambil alih tampuk pemerintahan negeri ini pada tahun 2008. Dan sejak itu, Kerajaan Negeri tidak pernah gagal meneruskan pemberian ini.

Mengambil kira bulan Ramadan yang diketahui sangat dinanti-nantikan terutama oleh orang Islam, maka inisiatif pelaksanaan Program Penyampaian Sumbangan Ehya' Ramadan kepada masjid-masjid dan surau-surau jumaat ini dilihat sebagai salah satu usaha yang penting dan perlu bagi membangunkan rakyat Pulau Pinang secara fizikal mahupun spiritual.

Pada majlis hari ini, sebanyak 231 buah masjid dan surau jumaat di negeri akan menerima sumbangan keseluruhan berjumlah RM240,000 melibatkan pemberian sebanyak RM5,000 kepada Masjid Negeri, 5 buah Masjid Daerah dengan sumbangan RM2,000 setiap masjid manakala RM1,000 masing- masing kepada 207 buah Masjid Kariah, 9 buah Masjid Bukan Kariah (masjid yang tidak mengadakan solat Jumaat) dan 9 buah Surau Jumaat.

Dan untuk makluman juga, sumbangan ini sebenarnya adalah tambahan kepada peruntukan mengurus di bawah Jabatan Hal Ehwal Agama Islam Pulau Pinang. Pada tahun 2019, sejumlah RM56.8 juta telah diperuntukkan untuk mengukuhkan institusi Islam. Kerajaan Negeri akan terus memastikan institusi Islam di negeri ini terus kekal unggul melalui pelbagai program pembangunan yang telah direncanakan.

Meskipun jumlah agihan yang diberikan mungkin tidak seberapa, tetapi ia sedikit sebanyak dapat membantu pengurusan masjid dan surau di seluruh negeri ini untuk membuat persiapan terutama menjelang ketibaan bulan Ramadan tidak lama lagi. Ia juga adalah sebagai penghargaan dan rasa terima kasih Kerajaan Negeri kepada semua ahli jawatankuasa kariah masjid dan surau yang telah menjadi tulang belakang Kerajaan Negeri dalam memperjuangkan syiar Islam di negeri ini, di samping menjadi penggerak kepada pembangunan modal insan terutama di peringkat akar umbi sejajar dengan Visi Penang2030, yang menjadi panduan dan pegangan kepada kepimpinan Kerajaan Negeri untuk mentadbir negeri ini dalam tempoh 11 tahun akan datang.

Kerajaan Negeri akan terus memainkan peranan dan memastikan tiada mana-mana kaum yang akan terpinggir seperti mana yang selalu dibangkitkan oleh pihak yang tidak bertanggunjawab.

Di kesempatan bulan Ramadan yang akan menjelang tidak lama lagi, besarlah harapan Kerajaan Negeri agar keharmonian dan keamanan yang dikecapi selama ini terus dipelihara kerana kita percaya di Pulau Pinang, kita meraikan kepelbagaian sama ada agama, bangsa mahupun budaya. Apa jua perbezaan yang ada seharusnya diraikan dan dipandang sebagai madah untuk mengukuhkan perpaduan dan menjadi pelengkap antara satu sama lain.

Akhir kata, semoga penganjuran majlis pada hari ini mencapai sasarannya yang tersendiri agar ia dapat diterjemahkan dalam konteks yang lebih luas, khususnya dalam membantu Kerajaan Negeri memperbaiki dan meningkatkan kualiti penyampaian perkhidmatan kepada golongan sasaran dan keseluruhan rakyat negeri ini.

Dengan ini saya merasmikan Majlis Penyampaian Sumbangan Ehya' Ramadan kepada Masjid-masjid dan Surau-surau Jumaat di Pulau Pinang Tahun 2019.

DIGITAL TRANSFORMATION WITH CISCO

FOR MANUFACTURING INDUSTRY

A very good afternoon to all of you.

Last year, the Penang State Government established a visionary transformation plan called “Penang2030” to guide the evolution of the state for the next 10 years. Grounded by the foundation of “A Family-Focused Green and Smart State that Inspires the Nation”, the initiative is further branched out to a four-pronged approach focusing on increasing liveability, upgrading the economy, empowering the people and investing in built environment. One of the main branches – upgrading the economy – is led by the “Made in Penang” approach that has an emphasis on preparing local manufacturing industries for the digital age.

Penang is one of the more developed states in Malaysia. It is also home to multinational companies including ones from the U.S. like Cisco. According to a study by the company, the Malaysian manufacturing sector could see a US$30 billion dollar growth if we adopt Fourth Industrial Revolution technologies.

The Fourth Industrial Revolution is characterized by an intelligent and connected ecosystem of people and machines. It is underpinned by five emerging technologies being used across the manufacturing value chain. These technologies are Internet of Things, Artificial Intelligence, 3D Printing, Advanced Robotics and Wearables.

Modernizing the manufacturing industry will create productivity gains and additional revenue streams through new products and quality improvements. In fact, according to a study by the World Economic Forum, Malaysia is among the 25 countries well positioned to benefit from Fourth Industrial Revolution technologies.

Penang needs to be competitive in the digitalized era. And we will do so through the various efforts that have been implemented to make Penang a leader in the Fourth Industrial Revolution and dominate the global manufacturing industry. A huge focus is in the manufacturing sector.

Manufacturers in Penang have introduced Fourth Industrial Revolution technologies such as automation and digitalization initiatives. This will drive innovation-led growth in key industries and enable Penang to be a fully smart state by 2030.

The Penang State Government has partnered with companies like Cisco to form strategic initiatives to develop a robust digital ecosystem. Together we plan to move towards a knowledge-intensive and high value-based manufacturing in Penang.

Penang has a population of nearly two million people. If we embrace technology and innovation, we have the potential to build a strong digital leadership. It is everyone’s responsibility to ensure that Penang is ready for the digital future and remains relevant and competitive. 

The Penang State Government is committed to move away from low-skilled dependency particularly for the manufacturing sector. There are several training courses available to prepare the next generation of tech-savvy workforce, as we take the leap into smart factories.

The Penang Skills Development Centre promotes and facilitates the National Empowerment in Certification and Training for Next Generation Workers (NECT-Gen— Industry 4.0) initiative which prepares the workforce for the Fourth Industrial Revolution. Training focuses on five Fourth Industrial Revolution pillars: Big Data, Cloud Computing, Internet of Things, Cyber Security and Vertical Integration.

Adopting new technology to ensure companies be more efficient and productive will be in tandem with global trends. Cheap labour is unsustainable in the long run and prone to human errors thus reducing the quality of products produced. A prime example is China that is moving towards digitalization on a large scale despite the abundance of cheap labour in the country. The adoption of Fourth Industrial Revolution technologies in manufacturing organizations will increase efficiency and promote zero-defect outputs.

As the benefits of Fourth Industrial Revolution technologies adoption impacts directly to companies, the private sector on their own accord should invest in digitalization efforts. Industry efforts already exist but more concerted efforts from industry leaders need to be seen. One such shining example is Cisco – to date the Cisco Networking Academy initiative has engaged and certified 73,900 Malaysians to meet the digital standards of the future.

Malaysian businesses that want to thrive in the fourth industrial revolution age, need to consider training to improve their workers’ skills as an investment not an expense. Upskilling is an essential step to ensure that companies remain significant in the Fourth Industrial Revolution era. The workforce needs to be trained to work alongside machines in roles that will be partially automated.

Penang is aptly positioned to embark on this digital journey. The robust infrastructure and organizational enablers in Penang will play an essential role in accelerating Fourth Industrial Revolution technologies adoption.

The manufacturing landscape industry here operates in a dynamic environment and is built with the support of multinational companies.

We urge manufacturers to adopt an experimental and iterative bifocal approach as they seek to solve immediate problems with a long-term vision and develop a road map for transformation to set themselves up to succeed in the digital era.

Every manufacturing organization needs to constantly reinvent itself. The adoption of Fourth Industrial Revolution technologies should be considered as part of the transformation process. To ensure sustainability in the long run, digital transformation must be done with the aim of solving important business issues faced in the manufacturing process. Global trends show that companies that are not confined to the traditional way of doing things and utilize technology to its advantage have a higher chance of remaining relevant and successful in the long run.

The Fourth Industrial Revolution represents a big turning point for the way people in Penang live and do business. Its impacts permeate all aspects of our lives.

The time is now for manufacturers in Penang to seize the opportunities to become lighthouses for digital manufacturing and leapfrog onto the global stage or risk being left behind.

Good afternoon, everyone.

I am very much pleased to be here at the Penang i4.0 Seed Fund Recognition Day, stream number 2, today. The successful launch of i4.0 Seed Fund in August 2018 had benefitted 16 companies. I hope the companies which form the second batch of start-ups could maximise their full potential through the awarded fund and further enhance the growth of the tech ecosystem in Penang.

Ladies and gentlemen,

The Penang State Government established the Penang i4.0 Seed Fund in March 2018 with an allocation of USD 1 million. We want to create awareness and increase participation in the Industry 4.0 revolution and digital economy that is shaping our world today. For the first round, we are pleased to witness some of our recipient companies over the last few months gaining local and international attention such as Telebort Technologies, E-KEBUN, Good Foodie Media and a few others.

For the second round, RM1.35 million from the Penang i4.0 Seed Fund will be dished out to 11 companies and each of them will be receiving an amount in the range of RM50,000 to RM200,000. These 11 companies involve in a wide range of business activities, which include wellness monitoring platform, pet-owner connecting platform, e-commerce related software and platform, smart cognitive system based on AI technology, sensor product for manufacturing lines, commercial vehicle fleet control system, farming system among others. I hope that this funding will catalyse their growth, providing greater dynamics to scale their business and enable them to reach their targeted customers in a more efficient way.

In this joyful event, I also wish to announce the launch of two LeapSprint programmes. Our objectives here are to ensure that there is a funnel of quality tech start-ups produced locally and that our recipients to remain successful and competitive in their businesses with the necessary support from the State. For LeapSprint Startup Founders Programme, it will be a 10-day curriculum designed specifically to drive individuals who are passionate about their business potential and expose them to the fundamental insights and tools in order to increase the odds of success. Meanwhile, for LeapSprint Startup Mentoring Programme, it is designed for the i4.0 Seed Fund recipients. This is a 6-month programme with monthly series of talks by notable technology and business mentors, covering fundraising, finance, sales and negotiation, scaling up and team building.

Penang has come a long way in facilitating and developing the startup ecosystem. After three and a half years since the launch of the RM23 million @CAT within Penang Wisma Yeap Chor Ee, @CAT has served as the catalyst for Penang to accelerate emerging tech start-ups and entrepreneurs to gain access to our co-working space with shared facilities, tech community events and entrepreneurship development programmes. An accumulative total of 2,500 co-working space applications were approved from October 2015 to April 2019 and more than 250 tech community events and entrepreneurship development programmes combined were held at @CAT Penang. As for the talent supply for start-up companies are concerned, we consistently conduct e-commerce, coding and IoT-related workshops, aiming to provide job opportunities to the community in learning programming and improving their career marketability.

The establishment of Penang i4.0 Seed Fund and capacity building programmes align to support the cultivation of Penang2030 vision towards realizing a “Smart State that Inspires the Nation”. Through these initiatives, we aspire to foster an ecosystem to nurture our talents in the digital and tech circles. It is with these progressions, we are able to upgrade our economy and raise the living standards of our people, powering one of the four foundations of our Penang2030 vision.

Once again, I wish to congratulate all the 11 recipient companies. We look forward to your success and contribute more job opportunities to the state.
