Congratulations to Mr. Fred Chong of WebTVAsia, creator and producer of the movie “Rise: Ini Kalilah” for making an impactful film in such a short time. It is my pleasure to attend this evening’s special screening at the iconic location of The Top, KOMTAR, Penang. Thank you to the venue sponsor Tan Sri Richard Koh, who’s also the main sponsor, for the production of this movie.

“Rise Ini Kalilah” is a 100-minute feature film inspired by Malaysians from all walks of life, where it recorded the real stories leading up to and on the historical day of May 9th, 2018. This movie tells how Malaysians from around the world, coming together to make sure their ballots papers go into the ballot boxes, to vote for a change of a new country.

Produced by award-winning producer Mr. Fred Chong, this is also the first feature film that incorporates 3 renowned directors from 3 different races: Mr Saw Teong Hin from “Puteri Gunung Ledang”, Mr Nik Amir Mustapha from “Terbaik Dari Langit” and Mr Prem Nath from “Vere Vazhu Ille” to embark on a challenging production with only 3 months turnaround time.

Thank you to these 3 renowned directors and loving Malaysians, who are able to spend their valuable time with us here this evening. Casted in this movie are also a blend of multiracial local talents, including Remy Ishak, Mira Filzah, Sangeetha Krishnasamy, Jack Tan, Shashi Tharan and Jenn Chia. We are happy that 2 of the casts, Jack Tan and Moon Yoong are also here with us this evening, together with our friends and supporters in Penang.

This is a truly a Malaysia style movie which is election-inspired, unity-themed drama and is going to be screened in local cinemas from 13th Sept 2018 onwards. This movie is the best gift to celebrate our Malaysia Day. Joint production with Prodigee Film and Filmmaker Studio, this is a truly multi-racial, multi-cultural and multi-lingual film, telling the story of 6 individuals on the day of May 9th, on how Malaysians from all around the world unite together to vote out the corrupted and kleptocracy government.

This is a story of Malaysians who created history on May 9th, 2018. Even though you may not be playing any role in the movie, but it reflects even if not our story, but the story of our friends, relatives or schoolmates on that polling day. This is a historical day that all of us will remember for the rest of our life. The hard work to fight all the way just to cast a vote to make changes to the nation and show our love for our country.

We have chosen a new Malaysia. We all wrote part of the history on this day. Kudos to all Malaysians, and WebTVAsia who produced the movie.

WebTVAsia, one of the homegrown digital media companies in Asia, spanning 11 countries, also manages content creators that commands 20 billion minutes of video consumption every month. I look forward to seeing WebTVAsia collaborate with our Penang-based digital companies in the near future.

My heartiest congratulations to WebTVAsia and its partners for making this film come true for all Malaysians. I hope “Rise: Ini Kalilah” will inspire all of us to strive for a better Malaysia. This movie belongs to all of us, who made our voice heard on May 9, a day that changed our country.

Ladies and gentlemen

First of all, thank you for inviting me to be part of this JV Agreement Signing Ceremony between Royal Caribbean Cruises Ltd and Penang Port Sdn Bhd. I wish to extend a special welcome to the Minister of Transport, YB Loke Siew Fook for gracing this event.

It is a great pleasure to witness this signing ceremony between RCCL and PPSB. I congratulate both parties for putting pen to paper to what I believe will be a fruitful relationship. It is a landmark agreement that turns a new chapter in the story of Penang and its continuing role in the formation of a new Malaysia.

Tourism has become one of the major drivers of international commerce, and represents one of the main income sources for many nations. Travel and tourism play an extensive role in stimulating economic sectors such as transport, food, accommodation, entertainment, handicrafts, shopping, spa, wellness, healthcare and education.

The State of Penang has always envisioned the state economy to be diverse and robust, with a strong focus on Tourism. CNN named Penang one of its 17 must-visit destinations in 2017. With the UNESCO World Heritage Site in George Town, Penang has become a major regional tourist destination receiving 7.2 million visitors in 2017 and 4.4 million for the first 7 months of this year. This is a destination that has much to offer, with global recognition.

Ladies and gentlemen,

If you sail the waters off George Town, you cannot miss Swettenham Pier Cruise Terminal. It is an inseparable feature of the city and a hallmark of our maritime heritage. Today, SPCT is a leading cruise destination in Asia and plays a vital role in our tourism. Last year, it received over 1.2 million cruise visitors via Swettenham Pier.

More than a century ago, the site of Swettenham Pier was a bustling port and trading hub called Weld Quay. As the decades passed by Weld Quay became more and more of a passenger port, and people would also come to witness the grand spectacle of Muslim pilgrims leaving for Mecca on their Haj.

Now the maritime spirit of Penang carried by Weld Quay continues with Swettenham Pier, and we witness spectacles of another kind. Every year we are blessed to receive massive cruise ships at the pier, some as large as a building more than 300 metres long and 14 stories high, carrying thousands of visitors with every call.

Ladies and gentlemen,

I understand that the new expansion undertaken by this new JV will enable the largest cruise ships in the world to call. Each of those cruise ships carries more than 6,000 passengers and 2,200 crew. The maiden call of such a ship will be such a proud moment in our history. We understand the terminal will need support in terms of logistics and transport staging and Majlis Bandaraya Pulau Pinang is already assisting by managing the logistics around the terminal better. We will support the JV’s efforts as necessary and, in line with the redevelopment of the terminal, we will look at the warehouses in the surrounding area being developed into a world class waterfront, while being careful to ensure and protect the conservation efforts in George Town.

I would like to congratulate RCCL and PPSB on the signing of this JV. With this collaboration, I would hope the story of George Town and Penang will continue in the same spirit such that the State will once again be a bustling maritime hub.

Selamat petang dan salam sejahtera.

Terulung sekali, saya ingin mengucapkan terima kasih kerana berpeluang memberi sepatah dua kata sempena majlis yang amat bermakna ini.

Saya berasa amat berbangga dan teruja kerana berkesempatan untuk bertemu dengan wira dan wirawati sukan negeri pada Ahad yang amat mulia ini. Ini merupakan detik permulaan dimana anda perlu memikul harapan dan impian Negeri Pulau Pinang di persada Sukan Malaysia Ke-19 di Perak nanti.

Harapan dan impian kita adalah agar nama Negeri Pulau Pinang dapat dimartabatkan sebagai antara negeri yang mampu melahirkan lebih ramai atlet-atlet sukan yang berbakat. Ambil peluang ini untuk mencapai keunggulan. Dengan terpilihnya anda sebagai atlet Pulau Pinang, anda hanya selangkah saja dari mengharumkan nama Negeri Pulau Pinang!

Di SUKMA Sarawak 2016 Kontinjen Pulau Pinang telah meraih sebanyak 26 butir pingat emas,12 butir pingat perak dan 29 butir pingat gangsa. Melalui pungutan ini, Kontinjen Pulau Pinang telah berjaya memperbaiki kedudukan dan berada di tempat yang ke-6 berbanding semasa di Sukan Malaysia Ke-17, Perlis 2014 dimana kita menduduki tempat yang ke-7.

Untuk SUKMA Perak 2018, sasaran kita adalah untuk meraihadalah 36 butir pingat Emas, 14 butir pingat Perak dan 35 butir pingat Gangsa serta berada di tangga yang ke-5 di antara 15 kontinjen yang turut bertanding.

Sukan-sukan yang dijangkakan akan menyumbangkan paling banyak pingat adalah seperti sukan karate, judo dan renang. Skuad karate Pulau Pinang serta tidak pernah menghampakan Negeri Pulau Pinang malah muncul sebagai juara keseluruhan SUKMA sejak tahun 2002 lagi.

Sukan judo tidak dipertandingkan di SUKMA Sarawak 2016 dan di SUKMA Perlis 2014. Tetapi di SUKMA Kuala Lumpur 2013, sukan judo telah menyumbang 2 butir pingat emas, 3 butir pingat perak dan 6 butir pingat gangsa.

Bagi sukan renang pula, skuad renang Pulau Pinang telah membawa pulang 2 butir pingat emas dan 4 butir pingat gangsa semasa di SUKMA Sarawak 2016.

Walaupun hanya tiga sukan sahaja yang diumumkan sebagai sukan tumpuan, tetapi semestinya Kerajaan Negeri Pulau Pinang tetap menaruh harapan yang amat tinggi kepada 26 lagi sukan-sukan yang lain turut dipertandingkan. Malah, saya difahamkan bahawa Kontinjen Pulau Pinang bakal menghadiahkan kejutan yang pasti membanggakan. Mungkin dari sukan-sukan yang telah disebut ataupun mungkin daripada beberapa sukan yang lain. Jadi, saya sarankan agar seluruh rakyat Pulau Pinang mengikuti perkembangan Kontinjen Pulau Pinang sepanjang SUKMA Perak 2018.

Nilai murni yakin diri perlu ada tetapi jangan sekali-kali berkelakuan angkuh dan terlalu berkeyakinan sehingga bongkak dan lupa diri. Memang benar bahawa Kontinjen Pulau Pinang telah bersungguh-sungguh bersedia menghadapi pihak lawan, tetapi ingat bahawa kontinjen-kontinjen lain juga turut berhempas-pulas untuk melakukan yang terbaik. Jadikan ini pembakar semangat untuk mengalahkan pihak lawan.

Ayuh kita bersedia untuk berdiri megah dan menyanyikan Lagu Negeri Kita di podium kemenangan!

Sebelum saya mengakhiri ucapan saya, saya, bagi pihak Kerajaan Negeri Pulau Pinang ingin sama mengumumkan berita yang baik. Sebagai tanda penghargaan kepada para atlet yang berjaya menjulang pingat, insentif kemenangan yang berbentuk kewangan telahpun di kaji semula.

Insentif Pungutan Pingat Sukan Malaysia Ke-19 Perak 2018 kepada atlet-atlet Pulau Pinang adalah seperti berikut:
-Insentif bagi acara peseorangan adalah RM4,000.00 [empat ribu ringgit] bagi setiap pingat emas

-RM2,500.00 [dua ribu lima ratus ringgit] bagi setiap pingat perak 

-RM1,500.00 [satu ribu lima ratus ringgit] bagi setiap pingat gangsa

Tahun lepas, insentif kewangan bagi acara peseorangan adalah RM3,000.00 [tiga ribu ringgit] bagi setiap pingat emas, RM2,000.00 [dua ribu ringgit] bagi setiap pingat perak dan RM1,000.00 [satu ribu lima ratus ringgit] bagi setiap pingat gangsa.

Untuk acara bergu, insentif bagi setiap atlet adalah seperti berikut: 
-RM2,000.00 [dua ribu ringgit] bagi pingat emas, RM1,250.00 [satu ribu dua ratus lima puluh ringgit] bagi pingat perak dan RM 750.00 [tujuh ratus lima puluh ringgit] bagi pingat gangsa. Amaun yang ditambah adalah sebanyak RM500 [lima ratus ringgit] bagi pingat emas dan RM250 [dua ratus lima puluh ringgit] bagi pingat perak dan pingat gangsa.

Untuk kategori berpasukan seramai tiga hingga lima atlet, insentif bagi setiap atlet adalah RM1,200.00 [satu ribu dua ratus ringgit] bagi pingat emas, RM900.00 [sembilan ratus ringgit] bagi pingat perak dan RM700.00 [tujuh ratus ringgit] bagi pingat gangsa. Amaun yang ditambah adalah sebanyak RM200 [dua ratus ringgit] setiap pingat.

Bagi kategori berpasukan lebih daripada lima atlet, insentif bagi setiap atlet adalah RM700.00 [tujuh ratus ringgit] bagi pingat emas, RM500.00 [lima ratus ringgit] bagi pingat perak dan RM300.00 [tiga ratus ringgit] bagi pingat gangsa. Amaun yang ditambah adalah sebanyak RM200 [dua ratus ringgit] bagi pingat emas dan perak serta RM100 [satu ratus ringgit] bagi pingat gangsa.

Insentif kewangan bagi persatuan adalah RM300 [tiga ratus ringgit] bagi pingat emas, RM200 [dua ratus ringgit] bagi pingat perak dan RM100 [dua ratus ringgit] bagi pingat gangsa.

Untuk para jurulatih, insentif kewangan adalah RM500 [lima ratus ringgit] bagi pingat emas, RM250 [dua ratus lima puluh ringgit] bagi pingat perak dan RM150 [satu ratus lima puluh ringgit] bagi pingat gangsa.

Atlet yang memecah Rekod Kebangsaan akan diberi insentif kewangan sebanyak RM1,000 dan RM500 jika mencipta rekod Sukan Malaysia.

Walaupun semua atlet bercita-cita berdiri di podium pemenang dan bergelar juara, namun, tujuan utama kita bertanding dengan peserta dari negeri-negeri yang lain adalah untuk mengasah bakat dan potensi atlet-atlet dari Pulau Pinang agar atlet bertaraf antarabangsa dapat dilahirkan untuk menwakili negara di persada dunia sukan. Tonjolkan kebolehan anda dalam acara sukan masing-masing. Jika anda semua dipilih untuk menyertai kontinjen Pulau Pinang, pasti anda layak untuk meraihkan kejayaan di Perak.

Kecermerlangan bukan mudah untuk dikecapi. Keazaman untuk berjaya perlu membara di dalam jiwa setiap atlet. Langkahlah ke depan dengan gagah. Bersainglah dengan semangat sedaya upaya dan buktikan keunggulan anda sebagai wira dan wirawati Pulau Pinang. Bersatu kita teguh, berpadu kita kukuh! Kita perlu tabah berusaha, ayuh kita berkorban dan berbakti untuk kecermerlangan sukan Negeri tercinta!

Hasrat yang tersurat di dalam jiwa anda semua akan menjadi realiti. Dengan semangat membara, berjuanglah dan anda pasti menyerlah!

AT MOU Signing Ceremony Between Sim Leisure Group & Fei Country Wonderstone Town Development Co. Ltd.

I am honoured to receive the invitation to witness the signing of an MOU between Sim Leisure Group and Fei County Development. This MOU will see the construction on an ESCAPE Theme Park in Linyi, Shandong Province, China. Congratulations to ESCAPE for its achievement.

I am proud our Penang-born brand and IP is making its debut into the international Theme Park industry. Having won many tourism awards since its inception, today’s announcement comes therefore as no surprise.

Congratulations to Fei Country Development for the launch of your tourism township development project in Linyi, China. I am sure ESCAPE will be a success in drawing many tourists to your incredible development.

Penang State Government has always been supportive of private initiatives like ESCAPE. In 2009, as part of our Tourism Masterplan, we released a public tender seeking innovative submissions to turn this former construction site of theTeluk Bahang Dam into a major tourism destination. Based on merit and the innovation we sought, Sim Leisure won that open tender and ESCAPE was born.

In 2010, before the construction of ESCAPE Park, there were some NGOs calling for the project to be scrapped. Apparently, they were concerned about the potential negative environmental impact ESCAPE may cause to the area. I wish those NGOs are here today to see ESCAPE Park for themselves. This project is probably the greenest project the State has ever had.

Right here where we are, I was told, it used to be the kitchen for the Chinese engineers and workers who built the Teluk Bahang Dam. This building had been repurposed from a canteen into a conference room. All done without creating a new carbon footprint. Its roof is planted with grass to reduce surface rainwater run-off, as well as to reduce energy needed to cool the building.

ESCAPE is a fine example that not all developments are destructive. NGOs must not be narrow minded or stereotype or associate all developments with destruction or disasters to the community. As long as it brings benefit to the people in an overall sense, there can be no reason why they should not proceed. Saying no, for the sake of objecting to changes can, at times, be selfish.

The decision of Government cannot be only for the interest of certain “minority” groups. It must benefit the people we represent. By now you’d probably know what I am referring to. I am aware there are more often than not, 2 sides to a story, but as the head of the state government I have a mandate from the people. I ought to decide what will bring benefit to the people of Penang in the long run.

If we had not been firm with our stance back then, we would have missed the opportunity for the local community for the creation of jobs and business spin-offs of the hundreds of thousands of tourists visiting ESCAPE in Teluk Bahang. I also know that ESCAPE helps to fill some of the hotel rooms along the Batu Ferringhi stretch.

Finally, on this very special occasion of this MOU signing, I am proud that this ‘born in Penang’ brand that is ESCAPE, will make Penang famous in China.
