AT SPACE EXPLORATION GALLERY LAUNCH

TECH DOME PENANG

A very good morning to all of you.

The present administration of the Penang State has always paid a lot of attention to STEM (Science, Technology, Engineering and Mathematics) education. In our last term in office, we have put in a lot of STEM initiatives and projects including the Penang Digital Library, the Penang Science Cluster, Tech Dome Penang and also a body called Penang STEM 4.0 to synergize the STEM activities in the State. We do this because we believe that in this 21st century, technology will be the main vehicle for progress and for Penang to win, we must have a populace savvy in matters of science and technology.

Tech Dome Penang was setup under a public-private-people-partnership (PPPP) arrangement. Its birth was only possible through the support of companies and individuals of the public who worked together with the Penang State government. Since it opened, Tech Dome Penang has proven to be worth every ringgit spent. Tech Dome Penang has more than achieve its original mission to promote science and technology to our young people. To date about 180,000 visitors have come through TDP.

TDP has become an entity where international collaboration in the promotion of science and culture has been made possible. It has also been a place where science, the community and industry converged to nurture innovation, entrepreneurship and leadership. It has also become a place where Malaysians irrespective of race and religion come to enjoy the wonders of science. In a short span of time, Tech Dome Penang has achieved a Facebook rating of 4.9, the best among all sites in Penang and also among science centers in the region. Tech Dome Penang has indeed made Penang proud.

Today we are proud with the new and significant addition to Tech Dome Penang – the Space Exploration Gallery.

The State has invested RM530,000 in this project. We are glad to see a lot of positive elements in the execution of this project, these included:
- team work between the different government agencies and NGO’s – MBPP, PSDC and the Astronomical Society of Penang; 
- international collaboration i.e. between the Penang State Government, Tech Dome Penang, the China Science and Technology Museum (CSTM) at Beijing and the Consulate General of China in Penang; 
- delivered on schedule – this in spite of the many events that impeded its progress; 
- beneficial to the public - we expect thousands of visitors and students to view and be inspired by this new exhibits in the years to come. 
- use of technology – apart form the models donated by CSTM, Tech Dome Penang has used fiber glass fabrication techniques and 3D printing technology in the fabrication of the models.

All in all, very satisfying to see the completion of this new gallery.

To our friends from the Peoples Republic of China, we are very proud to receive your donation of the models of 4 Long March rockets and 2 life size space crafts – the Change’E Moon Lander and the YuTu (on Rover). These models give us a great opportunity to have an insight to know what China is doing in terms of space exploration. Their progress in space technology has indeed been very impressive and we can learn a lot from them. Their story will inspire us and motivate us, as we too want to progress in areas of science and technology.

On behalf of the Penang State government, I would like to express my sincere gratitude for the generosity of the People’s Republic of China and the cooperation of the China Science and Technology Museum and the Consulate General of China in Penang to bring the model rockets and space-crafts to Penang. From my perspective, this cooperation means more than just the setting up of a gallery, it is an indication of the friendship between our two countries that we value very much. We look forward very much to similar sort of cooperation in other areas.

Finally, I hope Penangites and Malaysian will take the opportunity to visit the new Space Exploration Gallery. Congratulations to Tech Dome Penang and keep up the good work for Penang and Malaysia.

Selamat Pagi dan Salam Malaysia Baru kepada hadirin sekalian.

Pakatan Harapan Merupakan Kerajaan Berjiwa Rakyat yang Dapat Menunaikan Janji-janji kita di Peringkat Negeri Mahupun di Peringkat Persekutuan dengan “Track Rekod” Yang Cemerlang

Terlebih dahulu, saya ingin mengucapkan terima kasih kepada Perbadanan Ketua Menteri (CMI) serta pihak pemaju, Patsifit Construction Sdn. Bhd. kerana berjaya menganjurkan Majlis Perasmian Bangunan Pasar Awam dan Kompleks Penjaja pada pagi yang mulia ini.

Saya juga ingin mengucapkan tahniah kepada Encik John Tan daripada syarikat kontraktor, Pasifit Construction Sdn Bhd kerana telah berjaya menyempurnakan projek ini 9 bulan lebih awal daripada jadual kerja yang ditetapkan. Tahniah dan syabas saya ucapkan kepada Pasifit Construction Sdn Bhd. Mengikut terma perjanjian dan jadual pelaksanaan kerja, bangunan pasar dan kompleks penjaja ini dijangka disiapkan sepenuhnya pada April 2019. Namun, atas usaha dan komitmen penuh pihak pemaju, bangunan ini telah berjaya disiapkan lebih awal dari tempoh yang sepatutnya dan telah memperolehi Lesen CCC pada 23 Julai 2018. Setinggi-tinggi penghargaan saya ucapkan kepada pemaju.

Projek Pasar Awam dan Kompleks Penjaja yang bernilai RM8 juta ini bermula dengan Majlis Pecah Tanah Penyambungan Projek pada 14 Mei 2016 oleh mantan Ketua Menteri Pulau Pinang, Saudara Lim Guan Eng. Melalui usahasama antara Kerajaan Negeri dengan Patsifit Construction Sdn. Bhd. tersebut, pemajuan pembangunan ini telah mula dilaksanakan pada 27 Jun 2016.

Pasar awam ini merupakan salah satu komponen pembangunan utama yang telah berjaya disiapkan. Ianya disusuli dengan pembangunan unit komersial yang kini dalam peringkat permohonan COW serta pembangunan perumahan mampu milik yang kini dalam peringkat kelulusan Pelan Kebenaran Merancang.

Sebenarnya tapak projek ini merupakan tapak bagi satu projek pembangunan yang telah dimulakan sejak tahun 1987, yang kononnya dikenali sebagai Bandar Satelit Pulau Pinang. Akan tetapi ia telah menjadi satu projek terbengkalai selepas pemajunya, iaitu Syarikat Bina Nusa Sdn Bhd diisytihar muflis pada tahun 1997.

Projek terbengkalai ini telah terbiar lebih kurang 15 tahun, sehingga Kerajaan Negeri Pakatan Harapan mengambil alih pengurusan Kerajaan Negeri pada tahun 2008. Bukan sahaja projek Pasar Awam di kawasan Paya Terubong ini telah berjaya dipulihkan, malah Kerajaan Negeri juga telah menyelamatkan beberapa projek lain yang tertera dalam pakej yang sama, seperti Majestic Height Fasa 2A yang melibatkan 370 unit rumah.

Kerajaan Negeri Pakatan Harapan melalui EXCO Perumahan YB Jagdeep Singh pada tahun 2013, telah berbincang dengan pemaju PLB Engineering Berhad untuk menjadi pemaju “white knight” kepada projek Majestic Height tersebut. Projek pumulihan ini telah mengadakan upacara pecah tanah pada Ogos 2015, dan menyerahkan kunci kepada semua 370 pembeli rumah yang telah menunggu lebih daripada 20 tahun pada Januari 2017.

Hadirin sekalian,

Selain daripda projek-projek perumahan, Kerajaan Negeri juga semasa pilihanraya kecil Bukit Gelugor pada tahun 2014 telah berjanji untuk membina jalan raya berkembar (Jalan Bukit Kukus) yang menghubungkan Paya Terubong dengan Relau, sebagai laluan alternatif kepada penghuni-penghuni di kawasan paling padat di kawasan Pulau. Projek Jalan Bukit Kukus ini telah bermula sejak Januari tahun 2016 dan menelan kos sebanyak RM275 juta. Projek ini telah 66% seperti yang dijadualkan dan dijangka siap menjelang Oktober 2019.

Contoh-contoh di atas seperti pemulihan projek perumahan, pembinaan pasar awam serta projek jalan berkembar ini sekaligus telah membuktikan kepada rakyat di kawasan Parlimen Bukit Gelugor serta DUN Paya Terubong bahawa segala janji yang dibuat oleh Kerajaan Negeri Pakatan Harapan adalah janji yang realiti. Kerajaan Negeri akan berusaha sedaya upaya untuk merealisasikan janji-janji kami, di peringkat negeri mahupun di peringkat Persekutuan.

Akhir kata, saya ingin mengulangi sekali lagi bahawa Pakatan Harapan merupakan kerajaan berjiwa rakyat yang dapat menunaikan janji-janji kita di peringkat negeri mahupun di peringkat persekutuan dengan “track rekod” yang cemerlang.

AT PENANG YOUTH & UNIVERSITY STUDENT SMART CITY FORUM 2018

Ladies and gentlemen

Good Morning.

First of all, I would like to thank to Penang Youth Development Corporation (PYDC) for inviting me to present the views on Penang State's Smart City Initiative, which we hope this will help to transform Penang to one of the important international city in the region.

Governed by the CAT principle of “Competency, Accountability and Transparency” since the Penang Government came into power in 2008, Penang has transformed itself into one of the most livable cities in Asia as well as one of the leading states in Malaysia. 

And now, it is the time for Penang to step forward and develop into intelligent city. As such, we plan to initiate and integrate the concept of smart city into the governance and policy making.

With the development of technology nowadays, we believe this could potentially reduce the waste of time and resources, and eventually increase the productivity and quality life for all Penangites.

A sustainable development of a State depends on a systematic and realistic planning. It has huge impact on economic growth, liveability and sustainability of a city. Such planning’s should not only be cheaper and faster, but it is important that the plan is reliable, feasible and sustainable. To truly realize the potential of Penang as a modern and socially progressive state, a holistic transformation masterplan is needed. Therefore, to transform Penang into a holistic transformation masterplan is planned via the Penang South Reclamation (PSR) – a holistic transformation masterplan is planned via the Penang South Reclamation (PSR) project. 

The intent of the Penang State Government is in congruence with the Federal Government’s vision to spur productivity and transform innovation to wealth through strategic measures and programmes to boost the capital and human economy. The overall PSR masterplan, adopts towards the “Smart City” concept that has been engineered to attract talents, create value, generate demand, sustain supply and preserve the cultural legacy of Penang.

The concept offers opportunity to build a “City of the Future” from day one in all aspects of living, business, sustainability and governance. Once put into motion, the Penang State believes the Smart City blueprint on PSR would enhance the core transformation in all spheres of development especially towards economic, environmental and social integrating all three (3) aspects of Penang Paradigm into a single coherent agenda that would uplift Penang’s growth trajectory in the next five (5) decades.

The Smart City concept for this PSR project covers six (6) aspects such as:


-Smart Mobility & Connectivity - efficient, safe and well connected
-Smart People – Healthy, Skilful and Knowledgeable
-Smart Economy – well supported eco-system of business and industrial clusters
-Smart Living – high quality of life, opportunities for live, learn, work and play
-Smart Environment – climate responsive, low carbon, integrated and multi-functional use
-Smart Governance – effective, transparent and participatory 

For your information, Penang establishing good governance and clean leadership, building public infrastructure, developing human talent, promoting arts and culture, embracing sustainable development, undertaking community projects through 4P (public, private, people and professional) Partnership, wiped out hard-core poverty as well as uphold a harmonious society that respects differences in faiths and beliefs.

We strongly believe that Penang is currently on the right path of development, where all decision with best public interest are made through careful and extensive consideration of every aspects after listening to opinions of public and professionals.

With these words, I wish to congratulate PYDC and partners: Penang Institute, CISCO, Selangor Information Technology and E-Commerce Council (SITEC), CREST, Hexon Data and SRS Consortium, on their successful organization of this PENANG YOUTH & UNIVERSITY STUDENT SMART CITY FORUM 2018.

As I have been informed, Penang Youth & University Student Smart City Forum 2018 had received more than 100 applications, but only 80 participants were selected to attend the forum. I wish to congratulate to all of you and have a good forum today.

For Youth For Future, let’s make Penang better than ever.

AT 23rd PSDC GRADUATION (2018)

Salam Sejahtera.

I am pleased to have this opportunity to address the PSDC’s Graduating Class of 2018 from the German Dual Vocation Training (GDVT) Malaysian Meister Program Level 1 in Mechatronics, Diploma in Manufacturing Technology (CAD/CAM) Program, and the Contestable Funding Program.

First and foremost, I would like to extend my heartiest congratulations to all graduates for completing your program. Well done to all of you! I would also like to take this opportunity to acknowledge the parents, guardians, and family members of the graduates. Whilst you may not be the one receiving a scroll today, your child’s success and achievements wouldn’t be possible without your love and support. We applaud and commend you for your hard work and sacrifices.

Ladies and gentlemen, the Penang State Government has always recognised the significance and the importance of talent development in sustaining and accelerating the growth of the state and the nation. As we move towards becoming a digital economy in the Industry 4.0 environment, it is crucial for us to have a consistent supply of multi-disciplined and multi-talented workforce to support the Industry and the economy.

Penang has always been at the forefront in human capital development with PSDC being the pioneer and leading skills development centre in Malaysia and the first Industry 4.0 Centre of Excellence. Penang is also leading in the area of Technical and Vocational Education and Training (TVET) through the GDVT program. We have learnt the best practices from the Germans and have successfully adapted it to our local context and setting to make it suitable for Malaysians. The State Government has also provided RM2 million sponsorship in support of this program here in Penang and I am proud that we are seeing the first fruits of this investment with the graduation of the first two batches of GDVT apprentices today.

I would like to take this opportunity to thank all Host Companies, PSDC, MGCC, and JPK for your support in ensuring the quality and effectiveness of the GDVT program. This is a great example that with a strong public-private partnership between the Industry, Government, and Training Institution, we can create a sustainable dual vocational training system for Malaysia.

To all graduates, I trust that the PSDC trainers and your on-job-training coaches have done a great job in providing you with the proper and relevant skills training and education. Now, it is time for you to shine and to put the training to proper use.

Congratulations once again to the Graduating Class of 2018. I wish you the best and may you continue to give your best for the future of this state and nation.
