Salam Sejahtera, Salam Penang2030 dan Salam Malaysia Madani.

Terlebih dahulu, saya ingin mengucapkan terima kasih kepada barisan jawatankuasa yang terlibat dalam memastikan kelancaran Majlis Makan Malam PDC 2024 pada malam yang bahagia ini.

Pada malam ini, secara peribadinya saya berasa amat terharu dan sukacita kerana berpeluang untuk bersama-sama dengan keluarga besar PDC bagi meraikan pencapaian cemerlang yang telah dikecapi dalam tahun 2023.

Hadirin yang dihormati sekalian, 

 

Seperti semua sedia maklum, Pulau Pinang telah mencatatkan jumlah pelaburan diluluskan yang amat membanggakan iaitu sebanyak RM44.9 bilion merentasi pelbagai sektor merangkumi sektor pembuatan, perkhidmatan dan sektor utama setakat suku ketiga iaitu dari Januari hingga September bagi tahun 2023.

Malah, Pulau Pinang sekali lagi membuktikan peranannya sebagai sebuah negeri yang mampu menarik minat pelabur sama ada yang baharu atau sedia ada dengan aliran masuk pelaburan sebanyak RM34.6 bilion daripada sektor pembuatan bersamaan peningkatan sebanyak 421 peratus. Pertumbuhan luar biasa itu didorong terutama oleh pelaburan langsung asing yang menyumbang sebanyak RM33 bilion atau 95 peratus daripada aliran masuk pelaburan pembuatan di Pulau Pinang.

Mengambil kesempatan ini, saya ingin mengimbas kembali pencapaian Pelan Strategik lima (5) tahun PDC yang bermula dari tahun 2019 sehingga tahun 2023 dengan skor keseluruhan tercatat 91.52 peratus yang meliputi sebanyak 118 projek.

Melangkah ke hadapan, saya sedia maklum bahawa PDC juga telah merangka pelan strategik baharu dari tahun 2024 sehingga tahun 2028 iaitu fokus utama teras strategik yang bakal diberi perhatian adalah berpaksikan LABS (Land Innovation, Asset Innovation, Business Sustainability dan Smart Professional). Ia akan menjadi panduan serta hala tuju PDC bagi tempoh lima (5) tahun akan datang.

PDC LABS terdiri daripada empat (4) teras utama dan 15 strategi yang mana implimentasi strategi dirangka diyakini akan menjadi pemangkin kepada pertumbuhan ekonomi negeri Pulau Pinang yang lestari dan pembangunan fizikal mampan ke arah mencapai gagasan Visi Penang 2030.

Di bawah teras Land Innovation, fokus utama PDC adalah bagi meningkatkan bilangan bank tanah dan meneroka tanah strategik baharu bagi tujuan perindustrian, komersial dan kediaman yang disokong oleh infrastruktur berkualiti tinggi serta ekosistem rancangan induk mampan.  Dalam pada itu, teras Asset Innovation pula memfokuskan kepada peningkatan hartanah PDC bagi memastikan pendapatan berterusan kepada PDC.

Bagi Business Sustainability, PDC dalam usaha memastikan perniagaan dijalankan dengan mampan dan lestari. Ia melibatkan pengurusan sumber daya dengan teliti supaya perniagaan dapat terus berkembang dan menyumbang kepada keuntungan kewangan serta memberi kesan positif kepada peningkatan ekonomi, tanggungjawab sosial dan alam sekitar.  Yang terakhir iaitu di bawah teras Smart Professional, aspek pembangunan modal insan dititikberatkan dengan memastikan setiap warga PDC mempunyai kombinasi kecerdasan, kebolehan, ketekunan dan profesionalisme dalam bidang kerja atau kepakaran serta pelaksanaan proses dengan menitikberatkan komponen Sustainable Development Goals dan ESG.

Hadirin sekalian,

Pada tahun 2023, PDC telah mencapai prestasi yang sangat cemerlang iaitu 95.7 peratus dan prestasi perbelanjaan pada kadar 86 peratus dengan surplus sebenar sejumlah RM67 juta berbanding surplus bajet sejumlah RM15 juta. Pencapaian PDC telah melebihi sasaran ditetapkan pada 85 peratus malah telah mencapai markah prestasi pada 95.77 peratus bagi tahun 2023.

Dengan ini, adalah menjadi harapan saya agar PDC terus memainkan peranannya sebagai ‘game changer’ di Pulau Pinang dengan menerajui pembangunan sosio-ekonomi negeri secara menyeluruh meliputi aspek pelaburan, perindustrian, pembangunan tanah, rumah mampu milik dan juga tanggungjawab sosial dalam memastikan tiada pihak yang tertinggal dalam arus pembangunan negeri.

Sebelum mengakhiri ucapan pada petang ini, saya berharap seluruh warga kerja PDC dapat terus mengekalkan ikatan kerjasama dan keharmonian dalam organisasi dengan baik. Bulatkan tekad serta iltizam untuk terus memperkasakan komitmen demi memacu kecemerlangan PDC sebagai sebuah organisasi yang disegani bukan sahaja di Pulau Pinang malah di seluruh Malaysia.

Sekalung penghargaan di atas komitmen dan titik peluh yang dicurahkan sepanjang tahun 2023. Jasa anda adalah tidak ternilai harganya kepada saya dan juga Pulau Pinang. Bersama-sama kita bergerak seiringan demi memantapkan lagi kedudukan PDC ke arah kegemilangan.

Sekali lagi, tahniah kepada semua Ahli Jawatankuasa Majlis Makan Malam PDC 2024 serta semua yang terlibat. Dengan ini, saya dengan sukacitanya merasmikan Majlis Makan Malam PDC 2024 yang bertemakan Oscar Night dengan tangline Vogue & Vibrant!

Thank you for being here today as we embark on an exciting journey to discuss the upcoming 45th International Advertising Association (IAA) World Congress in Penang. It's an honour to have each of you here as we share the significance of this event.

Penang, often called the Silicon Valley of the East, is set to host the 45th IAA World Congress, marking a groundbreaking moment as the first-ever in Southeast Asia. This global gathering, themed 'Brand: RE-CODE, for a Better World, Better Life,' holds immense promise for economic growth and innovation.

Since its inception in 1938, the IAA World Congress has graced major global cities, and Penang is proud to join this prestigious list. Our city's unique blend of heritage and technological innovation has positioned it as a leading tourism and investment hub in the Asia Pacific.

Ladies & Gentlemen,

Penang as a co-host, the Congress is expected to draw a diverse crowd of up to 1000 attendees across the globe, projecting an impressive Estimated Economic Impact of RM5.836 million for Penang. Over three days, the event promises to be a catalyst for economic growth and innovation, featuring a stellar line-up of speakers and industry experts.

This congress seamlessly aligns with our Penang2030 Vision. By 2030, we aspire to be the greenest state in Malaysia, emphasising a green economy, innovative governance, and sustainability-led development. The Penang state government also sees this Congress as an opportune moment to showcase Penang's investment potential and attract diverse investments. Our strategic alignment aims to create a more resilient and dynamic economic landscape, fostering innovation, job creation, and sustainable development.

Industry giants including Google, Meta, WARC, ANA, Lions, and SEEHER have joined hands as partners for the upcoming Congress.

Additionally, renowned international media BBC News and local media outlet Media Prima are also on board.

Ladies & Gentlemen,

As the global community converges in Penang, I encourage local businesses, brands, and organisations from various industries such as manufacturing, semiconductor, healthcare, finance, pharmaceuticals, FMCG, real estate, and many more to seize this unique opportunity. SMART AGRICULTURE & FOOD MANUFACTURING: CULTIVATING A SUSTAINABLE FUTURE CONFERENCE

Ladies & gentlemen,

Good morning to all of you.

I am delighted to be here today for this conference, organized by InvestPenang and supported by the Federation of Malaysian Manufacturers (FMM), Human Resource Development Corporation (HRD Corp), and Malaysia Digital Economy Corporation (MDEC). The theme of today’s seminar, "Smart Agriculture & Food Manufacturing: Cultivating a Sustainable Future Conference," addresses a timely and critical topic essential for shaping a more sustainable and resilient future for Penang.

As Malaysia’s second smallest state, endowed with limited land and natural resources, yet home to a population of 1.8 million people, it is imperative for us to explore new methods and innovations to ensure food security within our borders. In the face of global climate unpredictability and potential disruptions to food supply chains, it is proactive to explore, innovate, and implement ideas within our smart agriculture and food manufacturing sectors to meet the expanding global food demand.

Today, our esteemed speakers and panellists will share the latest technology and innovation that I believe our smart agriculture and food manufacturing industry players should explore further. One of the many examples would be the application of digitalization, for instance the Internet of Things (IoT), LED technology, and automation in farming and food production. With these technologies in place, we can boost productivity and ultimately, increase food production and ensure food security within the State.

Ladies & gentlemen,

The Malaysian government introduced the National Agrofood Policy 2021-2030 (NAP 2.0) with the aim of transforming the agro-food industry into a competitive, sustainable, and high-technology sector to boost economic growth.

In Penang, the agricultural industry spans three subsectors, namely livestock farming, fishery, and crop farming, collectively contributing to Penang's reputation as a "food haven" through diverse local produce. Despite occupying over a third of Penang's total land area, the agricultural sector's contribution to the GDP stands at a mere 2%, indicating significant potential for growth.

Moreover, the food-processing industry is recognised as one of the promoted sectors in the New Industrial Master Plan 2030 (NIMP 2030). While Penang is renowned for its manufacturing and electrical and electronics (E&E) sector, we are also witnessing the emergence of agritech and food manufacturing industries.

I am highly optimistic about Penang's ability to position itself as a high-tech Green Valley by promoting urban farming, leveraging technology, and advancing the agriculture and food manufacturing value chain.

In Penang's 2024 budget, RM6.93 million has been allocated to support the State’s Agriculture Department. Additionally, the Department of Veterinary Services Penang has been granted RM4.6 million to strengthen the livestock and food industry. I trust that these budget allocations will foster sustainable development and enhance the food security in Penang.

In terms of investment performance, I am pleased to share that Penang has garnered RM1.1 billion of approved investment in Food Manufacturing from 2014 to September 2023. Therefore, the food manufacturing sector in the state plays a pivotal role not only for food production, but also the growth of Penang’s economy.

Ladies and gentlemen,

Comprehending that Penang is not immune to the escalating threat of rising food insecurity, I would like to urge all industry stakeholders to work together and embrace the innovations in agricultural and food production technologies to propel our local agritech industry forward. It is imperative for industry leaders to stay abreast of the latest technologies, as they are integral to sustaining productivity and securing a better future for all.

On this note, I am proud to announce the launch of the Penang Food / Agri Tech Industry Council, with InvestPenang as the Project Manager and chaired by Dato’ Loo Lee Lian, CEO of InvestPenang. This council comprises industry leaders from FoodTech and Agri-Tech companies, including Federal Oat Mills, the Federation of Malaysian Manufacturers (FMM), Ghee Hiang, Syarikat Kilang Rempa Jaya Sakti, Tropical Consolidated, Enza Zaden, Golden Fresh, Produk Makanan Enak Gembira, and ViTrox Agritech.

Through the establishment of this new council, we aim to promote more synergies between industrial players and government agencies to introduce more initiatives that can further advance smart agriculture and food manufacturing industries, and cultivate a sustainable food system within the state, in line with our Penang2030 vision of ‘A Family-Focused Green and Smart State that Inspires the Nation’.

In closing, I extend my heartfelt gratitude to all our distinguished speakers who will be sharing their insights for this event. The State Government, through InvestPenang, is committed to work hand-in-hand with federal agencies such as MIDA and MDEC, as well as all our industry players, to accelerate the Food-Tech and Agri-Tech industries in Penang to greater heights.
