大家好！

很高兴应邀出席今晚的盛典，与各位嘉宾在此共同欢迎和见证中国建设银行在槟城设立分行。我谨代表槟城州政府向中国建设银行表示热烈祝贺和良好的祝愿！

I am very honoured to attend this evening’s event to welcome and to witness the official grand opening of a branch of China Construction Bank (Malaysia) here in Penang. On behalf of the Penang state government, I would like to express my heartiest congratulations and best wishes to China Construction Bank.

中国建设银行是资产规模排名第二位的全球大型商业银行，在金融科技、普惠金融、绿色发展、乡村振兴、跨境撮合等领域，都取得了举世瞩目的成绩。在田国立董事长的领导下，建设银行也顺应时代变化，重塑商业银行服务模式，向世界展示了金融服务大众美好生活的新画卷，我们对此十分赞赏。

On behalf of the Penang state government, I would like to express my heartiest congratulations and best wishes to China Construction Bank.

中马两国是缔结千年友谊的好邻居，也是合作共赢的好朋友。在两国政府的支持下，中国建设银行先后在马来西亚设立了子行（位于吉隆玻）和纳闽分行，六年来，积极支持重大项目建设、民族产业发展，聚焦绿色/ESG，促进中马贸易，为马来西亚经济社会发展，和中马两国人文交流作出了重要贡献。

China and Malaysia enjoy a close friendship and are committed towards a win-win cooperation which benefits both countries. With the support of our two governments, China Construction Bank has successfully established its presence in Kuala Lumpur and Labuan. Over the past 6 years, CCB has actively supported the construction of major projects and the development of national industries with a focus on green/ESG (environment, social and environmental) objectives to promote China-Malaysia bilateral trade.

Such measures have also been instrumental for our economic, social development and cultural exchanges between our two countries.

各位，槟城在地理上是全马第二小的州属，而且资源也不多，不过胜在于我们的政策友善，加上私人机构与政府密切合作下，槟州的基础设施发展，以及经济都有着亮眼的成绩，每年都吸引不少高质量的投资。

Ladies & Gentlemen,

Penang is geographically the second smallest state in Malaysia and also has limited resources. However, we succeed because of our people-centric policies and the close cooperation between private institutions and the state government. This could be seen from our infrastructure development and our economic growth which have achieved remarkable results and our ability of attracting many high-quality investments every year.

槟州自2008年起，15年内就达到2000亿令吉的投资额，而槟州在2022年的经济，也增长了13.1%，其国内生产总值（GDP）达到1121亿令吉，是全马的冠军。另外，根据最新的数据，槟州在今年9月继续稳坐全马最主要的出口州属，占该月份全国出口总额的34.6%。

Since 2008, Penang has achieved an investment volume of RM200 billion. Penang’s economy grew by 13.1 percent in 2022 and our GDP reached RM112.1 billion, the top in Malaysia. We are also the country’s main exporter accounting for 34.6 percent in the third quarter of 2023.

在这方面，我也要特别感谢中国驻槟州总领馆一直以来的大力支持，非常照顾槟州的中资企业，同时也与槟州政府一直保持紧密的联系，促进双方的投资与发展。

In this regard, I would like to express my heartfelt thanks to the Chinese Consulate-General in Penang for the strong support and concern for Chinese-funded enterprises in Penang.

At the same time, it has also maintained close contact with the Penang state government to promote investment as well as development.

无论如何，槟州未来在各个方面依然面对许多挑战，但槟州政府会继续扩大州内的经济优势，包括旅游丶制造业和数字经济，以在2025年实现槟州的国内生产总值（GDP）增长5.4%。

Penang will still face many challenges in various aspects in the future but the state government will continue to expand the state’s economic advantages especially in areas like tourism, manufacturing and digital economy with the aim of achieving a 5.4 percent growth of the state’s GDP in 2025.

各位，我在2018年上任为槟州首席部长，并推展了“槟城2030愿景”，势必在任内将槟城发展推向更高峰。除了加大基础设施建设力度，大力发展先进制造业、创意及数字经济，也加快旅游和服务业发展，通过开通更多直飞航线，举办国际大型商贸活动等方式，以促进两国人文交流，同时也进一步推动槟州的经济。

Ladies & Gentlemen,

I took office as the Chief Minister of Penang in 2018 and promoted the Penang2030 Vision to push for the state’s development to greater heights under my administration. Apart from promoting infrastructure development, advanced manufacturing and the digital economy, the state government is also accelerating the growth of tourism, our service industry and promoting people-to-people as well as cultural exchanges between our two countries by having more direct flights and having large scale international business events. All these will serve to boost the state’s economy.

经济是肌体，金融是血脉，槟城的发展离不开金融的助力，我们为槟城拟定了发展蓝图，期待中国建设银行与我们一同积极投身共建“一带一路”高质量发展事业，通过槟城分行的设立，扩大对槟城乃至北马区域的覆盖，为本地提供更优质的金融服务，促进区域投资和贸易发展，也为两国睦邻友好作出更大的贡献。

Economic growth and finance are closely related. Penang’s current development and in the future will be related to finance. The state government has drawn up the development blueprint for Penang and we look forward to China Construction Bank working closely with us for our active participation in the Belt and Road Initiative. The establishment of this branch in Penang will boost the coverage of China Construction Bank in the northern region of Malaysia. This enables CCB to provide better financial services to the local area, promote regional investment and trade development and will contribute further to the friendship between our two countries.

最后，祝愿建行槟城分行事业蓬勃发展，蒸蒸日上。

On a final note, I wish China Construction Bank great success here in Penang.
