A very good morning to all of you.
It is with immense pleasure and gratitude that I join you today to celebrate a significant occasion – the continued progress and development of Batu Kawan. This thriving region stands as a testament of our collective dedication towards fostering growth, innovation and sustainable living.
Batu Kawan, recognised for its potential, is transforming into a vibrant hub of economic dynamism and community prosperity. This journey symbolises our resilient commitment to nurturing an environment where industries flourish and individuals thrive. Among its key developments is Aspen Vision City, envisioned as an integrated Central Business District with a diverse range of offerings—from condominiums, commercial spaces to hotels and healthcare facilities.
Standing here today, I am humbled by the collective efforts of all stakeholders – public and private entities, community members, and visionary leaders – who have played an instrumental role in shaping Batu Kawan into the remarkable place it is today. The amalgamation of strategic planning, progressive policies, and dedicated execution has paved the way for a region that not only excels economically but also prioritises the well-being of its inhabitants.
The importance of infrastructure in stimulating economic growth in a city and attracting inward investment as well as retaining talents through urban renewal projects (URC) cannot be underestimated. To this end, the Penang State Government will continue our effort to transform Penang into a location of choice for investors, a destination of choice for tourists and a habitat of choice for residents who desire sustainable living.
Noteworthy initiative includes efforts to expedite the development of new industrial parks such as Bandar Cassia Technology Park, Batu Kawan Industrial Park 2, and East Batu Kawan by the Penang Development Corporation (PDC). These efforts aim to ensure ample industrial land to meet investor demands, with Bandar Cassia Technology Park offering 250 acres of new industrial land.
Complementing these endeavours is the establishment of the Penang Technology Park @ Bertam, spanning over 800 acres with a gross development value of RM4.2 billion.
Furthermore, the State Government remains steadfast in our commitment towards enhancing the state’s ecosystem through initiatives like the Penang Transport Master Plan (PTMP), with a focus on the Komtar-Bayan Lepas Light Rail Transit (LRT) Line. According to the MOT, this proposal will be finalised soon in the Cabinet through the submission of a “Cabinet Ministers’ Memorandum” for approval on its implementation.
The state government also aims to improve traffic flow through public transport mobility initiatives and continues to strive for federal allocations for the construction of an Elevated Expressway or Juru - Sungai Dua Expressway.
High-value industries such as medical technology and renewable or green energy will be promoted, to make Penang the hub of such investments in Asia. One of the ways of doing this is to provide incentives for developers to install solar panels in their new development projects which is also a requirement for obtaining Green Building Index (GBI) certification. This GBI certification carries weight for developers who submit their RFP to build affordable homes in Penang.

The inauguration of Versa stands as a beacon of innovation and excellence, emblematic of the state’s commitment to elevate living standards and foster viable communities.
Strategically nestled in the freehold township of Batu Kawan, Versa promises residents unparalleled comfort, convenience, and a gratifying lifestyle. Its strategic location guarantees effortless access to amenities such as IKEA Batu Kawan, Klippa Shopping Centre, major expressways and industrial hubs, ensuring a well-connected and enriching living experience.
I am pleased to note that Aspen Vision City harmoniously aligns with the Penang2030 Vision of a Family-focused, Green and Smart State, exemplifying our dedication in adopting sustainable practices.
Aspen's dedication to crafting spaces that merge modernity with environmental consciousness is commendable. Versa's inauguration marks a significant milestone, showcasing a new standard of urban living where comfort, sustainability and innovation converge seamlessly. Notably, Versa stands as the 8th development by Aspen and Ikano Retail within Aspen Vision City, marking its distinction as the 4th residential development in this visionary urban landscape.
As we commemorate the achievements of today, let us recommit ourselves to the continued progress here in Batu Kawan. Let us strive to create an ecosystem where opportunities abound, where sustainability is not just a buzzword but a way of life, and where every individual plays a role in the greater good of our community.
